which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Government Reform</committee-name>, and in addition to the Committee on <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for certain requirements and oversight for demolition or substantial alteration of Federal buildings, and for other purposes.</official-title></form><legis-body id="H5B94430E3B4441FABA8C7DC8069E7DD3" style="OLC"><section id="HBC51FCBB016B4756B9FF7ACBA7C47F02" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Facilities Protection and Oversight Act of 2025</short-title></quote>.</text></section><section id="HE607409665F54E8CBF8B831E20996DDB" section-type="subsequent-section"><enum>2.</enum><header>Oversight and approval for certain building demolition or substantial alteration</header><subsection id="H67A00DE5369846E28E70F945F09B9E86"><enum>(a)</enum><header>Approval of Congress for demolition</header><paragraph id="HCD7FA2B6E9324929BF54265DAD49FE6A"><enum>(1)</enum><header>In general</header><text>A public building located in the District of Columbia shall not be demolished, in whole or in part, or substantially altered without the express authority of Congress.</text></paragraph><paragraph id="HE6C60E9ED9B94727BDA45017D53E9B75"><enum>(2)</enum><header>Requirement</header><text display-inline="yes-display-inline">As a requirement for a demolition subject to paragraph (1), the site to be demolished shall have an approved and finalized plan for construction.</text></paragraph><paragraph id="HDA94F9DE02D24D59BE7287B5114118DE"><enum>(3)</enum><header>Definitions</header><text>In this subsection:</text><subparagraph id="H63C91CA48DA64C15A7F8E6431E0A6DCF"><enum>(A)</enum><header>Public building</header><text display-inline="yes-display-inline">The term <quote>public building</quote> means a building, whether for single or multitenant occupancy, and its grounds, approaches, and appurtenances, which is generally suitable for use as office or storage space or both by 1 or more Federal agencies or mixed-ownership Government corporations.</text></subparagraph><subparagraph id="H3014316861F54A5AB370CC4007539BB8"><enum>(B)</enum><header>Substantial alteration</header><text>The term <quote>substantial alteration</quote> means any alteration to a building that—</text><clause id="H902DB4B9B4714CEB929E8C0548BB40A2"><enum>(i)</enum><text display-inline="yes-display-inline">affects structural integrity;</text></clause><clause id="HE5E86F948C6E4E7DBF7C06B48697060D"><enum>(ii)</enum><text>significantly changes historical character; or</text></clause><clause id="HA107CE8CB2394204BF344081C459745A"><enum>(iii)</enum><text>exceeds thresholds described in section 3307 of title 40, United States Code.</text></clause></subparagraph></paragraph></subsection><subsection id="H376B2AE29F264B618DFE4A242A4E0D1B"><enum>(b)</enum><header>National Capital Planning Commission oversight</header><text display-inline="yes-display-inline">Section 8722 of title 40, United States Code, is amended—</text><paragraph id="HC6FB6DB6127A4DB4B052B880C6A3C947"><enum>(1)</enum><text>in subsection (b) by inserting <quote>, substantial alterations,</quote> after <quote>proposed developments</quote>;</text></paragraph><paragraph id="H4CC564BCE1DD46C1A4A81E60902C5689"><enum>(2)</enum><text>in subsection (d), by inserting <quote>, architectural integrity,</quote> after <quote>the location</quote>; and</text></paragraph><paragraph id="H0D44DA8839B6483B94D25BF98D5E1D39"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="USC" id="H35F46AE8C1214778A0295D97C3B6793B" display-inline="no-display-inline"><subsection id="H43D07E5373474B1CB0278BC75F5DC0EB"><enum>(f)</enum><header>Substantial alteration defined</header><text display-inline="yes-display-inline">In this section, the term <quote>substantial alteration</quote> means any alteration to a building that—</text><paragraph id="H09977873C6554813884E0B667AB160A8"><enum>(1)</enum><text display-inline="yes-display-inline">affects structural integrity;</text></paragraph><paragraph id="HE57552A0BD34490FA547C2560746A528"><enum>(2)</enum><text>significantly changes historical character; or</text></paragraph><paragraph id="H1A04D7E2CBE748EC97D920EDE767B3E2"><enum>(3)</enum><text>exceeds thresholds described in section 3307.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section id="H471C5E0737CE4A769FBEA5BD9CC259AB" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header>Severability</header><text display-inline="no-display-inline">If any provision of this Act is held invalid, the remainder shall not be affected.</text></section></legis-body></bill>
