<paragraph id="H2BF92284C7124C90BF02B5E921D3AA29"><enum>(2)</enum><header>Adequate maritime insurance</header><text>The term <quote>adequate maritime insurance</quote>—</text> <subparagraph id="H252D252BF2204B66B642CBA9DED609D3"><enum>(A)</enum><text>means verified documentation evidencing protection and indemnity insurance with audited financial statements of the insurer; and</text></subparagraph>

<subparagraph id="H73FB381866954BF68B35FC40231FE010"><enum>(A)</enum><header>In general</header><text>The term <quote>critical infrastructure</quote>, with respect to Ukraine, means systems and assets, whether physical or virtual, so vital to Ukraine that the incapacity or destruction of such systems and assets would have catastrophic regional or national effects on public health or safety, economic security, or national security.</text></subparagraph> <subparagraph id="HE2E48850C4B64C00A879F2AC940B91D1"><enum>(B)</enum><header>Included sectors</header><text>The term <quote>critical infrastructure</quote> includes assets in the following sectors:</text>
<clause id="HAD6E0E2FFFC64C17A445C46B52A5EC17"><enum>(i)</enum><text>Biotechnology.</text></clause> <clause id="H4B4DEC7EC3B94B1CA5FF7B3AEC25023B"><enum>(ii)</enum><text>Chemical.</text></clause>
<clause id="H85A79A6547BC40429C8D87EAD7E0A66F"><enum>(iii)</enum><text>Commercial facilities.</text></clause> <clause id="HAFF62C5672E54DEBBCA3E86DF9B146B2"><enum>(iv)</enum><text>Communications.</text></clause>

<paragraph id="HEAA90DB128E54D3AA901C8E2EB2F77B7"><enum>(8)</enum><header>Knowing; knowingly; knows</header><text>The terms <quote>knowing</quote>, <quote>knowingly</quote>, and <quote>knows</quote>, with respect to conduct, a circumstance, or a result, means that a person had actual knowledge, or should have known, of the conduct, the circumstance, or the result.</text></paragraph> <paragraph id="HE4CE4DC9666C4E588AFB381422F2370D"> <enum>(9)</enum> <header>Military invasion</header> <text>The term <quote>military invasion</quote> includes—</text>

<subparagraph id="H85F61696B82B4E6C905F354B0508CDF6"> <enum>(C)</enum> <text>an airborne operation or air assault;</text> </subparagraph> <subparagraph id="H3B0E855021FB49E0997DED4D749E7834"> <enum>(D)</enum> <text>an aerial bombardment or blockade;</text> </subparagraph> 
<subparagraph id="HA75E72EE49E645B6887267A875B2DA8F"> <enum>(E)</enum> <text>missile attacks, including rockets, ballistic missiles, cruise missiles, and hypersonic missiles;</text> </subparagraph> <subparagraph id="H86DD6036AA744515A90D736D2FF2A04D"> <enum>(F)</enum> <text>a naval bombardment or armed blockade;</text> </subparagraph> 
<subparagraph id="HFCF081479C174AF39DC04C428A98B805"> <enum>(G)</enum> <text>a destructive or destabilizing cyber attack against critical infrastructure; and</text> </subparagraph> <subparagraph id="H2A115C58270D41819EAE3A08B6D35708"> <enum>(H)</enum> <text>an attack by a country on any territory controlled or administered by any other independent, sovereign country, including offshore islands controlled or administered by that country.</text> </subparagraph> </paragraph>
<paragraph id="H42F6E599F9BB49A2A4A84D3CA977C73E"><enum>(10)</enum><header>Russian person</header><text>The term <quote>Russian person</quote> means—</text> <subparagraph id="HDBE044F9BEFE4B519F160040073A83BE"><enum>(A)</enum><text>a citizen or national of the Russian Federation; or</text></subparagraph>
<subparagraph id="H3E6E945C948B47879798C94CED744226"><enum>(B)</enum><text>an entity organized under the laws of the Russian Federation or otherwise subject to the jurisdiction of the Government of the Russian Federation.</text></subparagraph></paragraph> <paragraph id="H72E04BB80C9040BF8F184226E7916557"><enum>(11)</enum><header>United states person</header><text>The term <quote>United States person</quote> means—</text>
<subparagraph id="H9C5ADCF6E54D416583FEA2CE06756B39"><enum>(A)</enum><text>a United States citizen or an alien lawfully admitted for permanent residence to the United States; or</text></subparagraph> <subparagraph id="H5C5C8A7E9C7B451FA79F0CE169B5D804"><enum>(B)</enum><text>an entity organized under the laws of the United States or any jurisdiction within the United States, including a foreign branch of such an entity.</text></subparagraph></paragraph></section>
<section id="H313A68171A8D486B9B5869FD4DDBFC12"><enum>102.</enum><header>Imposition of sanctions on certain persons affiliated with or supporting the government of the russian federation</header>
<subsection id="H50F4AA7EBE154F359DC8A19E7086B735"><enum>(a)</enum><header>In general</header><text>Not later than 30 days after the date of the enactment of this Act, and every 180 days thereafter, the President shall—</text> <paragraph id="H2F481E7A9F764431A5CB298A8C0C7FE6"><enum>(1)</enum><text>review any persons and vessels that may be described in subsection (b); and</text></paragraph>
<paragraph id="HE528EFC3993447708150A37A7C39851D"><enum>(2)</enum><text>after conducting that review—</text> <subparagraph id="HD5A2D2661EDD40FEA114102519FFAD40"><enum>(A)</enum><text>impose the sanctions described in subsection (e) with respect to any persons the President determines are described in subsection (b); and</text></subparagraph>
<subparagraph id="HFCB3076C285E407791F8C68C5BB3226D"><enum>(B)</enum><text>identify as blocked property any vessels the President determines are described in subsection (b).</text></subparagraph></paragraph></subsection> <subsection id="HFD65C8C56E894552B73D5044B4B5ED4C"><enum>(b)</enum><header>Persons described</header><text>The persons and vessels described in this subsection are the following:</text>

<subparagraph id="H8BE8EAB82D8E49C48BDB11295805398B"><enum>(X)</enum><text>The Federal Guard Service of the Russian Federation.</text></subparagraph> <subparagraph id="H57AC8366ACAC4E33A9D36577FE0D5D0C"><enum>(Y)</enum><text>Any other senior official of the Russian Federation, as determined by the President.</text></subparagraph></paragraph>
<paragraph id="HDAB219E4C7114712ACB35AF80F5F6224"><enum>(2)</enum><text>Any foreign person that the President determines, on or after the date of the enactment of this Act—</text> <subparagraph id="H4229698D7CB84FE4B8E8F15FEA1CB416"><enum>(A)</enum><text>knowingly sells, leases, or provides, or facilitates selling, leasing, or providing, goods or services relating to the defense industrial base of the Russian Federation, including—</text>
<clause id="HCB63833A411F483DA4BF9ECA0ED9D6B4"><enum>(i)</enum><text>computer numerical control (CNC) tools and associated machinery, software, and maintenance or upgrade services;</text></clause> <clause id="HC5FBEF3480A84DAC8014FB5402A3DA5C"><enum>(ii)</enum><text>lubricant additives;</text></clause>
<clause id="H135177AE9F1B435EA322B89C716DE273"><enum>(iii)</enum><text>nitrocellulose, wood cellulose, and associated additives and components necessary for the production of propellant or energetics for munitions;</text></clause> <clause id="H30CC2FCD421A42FFBE84AC1A253E7EFB"><enum>(iv)</enum><text>chemical coatings;</text></clause>
<clause id="HF8D7FE5F7DB44E4C8AE60F200F4B99D8"><enum>(v)</enum><text>fiber optic cables with military applications and associated technologies needed to manufacture such cables;</text></clause> <clause id="HD68A89E4304E4289A42C9A6D7C0E6158"><enum>(vi)</enum><text>advanced sensors;</text></clause>
<clause id="HBAE9689F96C9459E8E2958C70EE237E6"><enum>(vii)</enum><text>items on the Common High Priority Items List maintained by the Bureau of Industry and Security of the Department of Commerce; or</text></clause> <clause id="HA96837C87458455080C61DDBF201AD7F"><enum>(viii)</enum><text>any additional items determined by the Secretary of State, in consultation with the Secretary of Commerce, to be critical to the defense industrial base of the Russian Federation;</text></clause></subparagraph>
<subparagraph id="HE824BC8E067D4FD59D5353CC5C1C0799"><enum>(B)</enum><text>knowingly facilitates deceptive or structured transactions to provide the goods and services described in subparagraph (A);</text></subparagraph> <subparagraph id="HB66E1AE525A245569A60EDA8C2E555C9"><enum>(C)</enum><text>knowingly conducts a significant transaction with the Armed Forces of the Russian Federation;</text></subparagraph>
<subparagraph id="H9AFE3E689D6D42AD8A3A5BF0C4DF728C"><enum>(D)</enum><text>knowingly engages, directly or indirectly, in activities that—</text> <clause id="H7B5B007EEE194184B12C818406B9CEEC"><enum>(i)</enum><text>materially undermine the military readiness of Ukraine;</text></clause>
<clause id="H15790BAD1359489694B8AF07B03F514A"><enum>(ii)</enum><text>seek to overthrow, dismantle, or subvert the Government of Ukraine;</text></clause> <clause id="H3D6607DAB20645B68EF7D7CE41C0CB61"><enum>(iii)</enum><text>debilitate the critical infrastructure of Ukraine;</text></clause>
<clause id="HAC326BB1078C4CBEBBDA27519E35D913"><enum>(iv)</enum><text>debilitate cybersecurity systems through malicious electronic attacks or cyberattacks on Ukraine;</text></clause> <clause id="H999A5F30B05346C5A6DD2E50F87C33DD"><enum>(v)</enum><text>undermine the democratic processes of Ukraine;</text></clause>
<clause id="H80F9150A8B8649AC9327C3047266A478"><enum>(vi)</enum><text>undermine the peace, security, political stability, or territorial integrity of Ukraine; or</text></clause> <clause id="H67889E96397A4376A3CDE281B5F505A1"><enum>(vii)</enum><text>involve committing serious abuses of internationally recognized human rights against citizens of Ukraine, including forcible transfers, enforced disappearances, unjust detainment, forced deportation of children, or torture;</text></clause></subparagraph>
<subparagraph id="H4635EDCEFAFB4B9CB8D94B7076A5A2EE"><enum>(E)</enum><text>knowingly participated or is participating in the construction, maintenance, or repair of a tunnel or bridge that connects the Russian mainland with the Crimean peninsula;</text></subparagraph> <subparagraph id="HEAB842672FC24EE6A2F90F895C860562"><enum>(F)</enum><text>knowingly endangered the integrity, safety, or undermined Ukrainian operational control of the Zaporizhzhia Nuclear Power Station located in southeastern Ukraine since the Russian Federation launched an unprovoked, full-scale invasion of Ukraine;</text></subparagraph>
<subparagraph id="H5760690A531F40EEB914AE59652B226D"><enum>(G)</enum><text>is a leader, official, senior executive officer, or member of the board of directors of, or principal shareholder with a controlling or majority interest in, an entity that is operating in the defense industrial base or energy or transportation sectors of the economy of the Russian Federation in support of the Armed Forces of the Russian Federation;</text></subparagraph> <subparagraph id="H5E5514C8D19447859DFD56EBCDE8ECE3"> <enum>(H)</enum> <text>is an oligarch in the Russian Federation who—</text> 
<clause id="H13EB7DA091EC45C8AD66BD5E2FDB26E5"> <enum>(i)</enum> <text>has not demonstrated opposition to the Russian Federation’s war on Ukraine; or</text> </clause> <clause id="H7010899C376D4F94BDF7A7DF3067459D"> <enum>(ii)</enum> <text>continues, on or after the date of the enactment of this Act, to benefit from an association with the Government of the Russian Federation;</text> </clause> </subparagraph>
<subparagraph id="HB6CD45E20EC249C69053D5157AB28C57"> <enum>(I)</enum> <text>is responsible for or complicit in, or has directly or indirectly engaged in, for or on behalf of, or for the benefit of, directly or indirectly, the Government of the Russian Federation—</text> <clause id="H07150F705EA64C7AB4F3C7D03DF6F228"> <enum>(i)</enum> <text>transnational crime, corruption, bribery, extortion, or money laundering;</text> </clause> 
<clause id="HE1E29EE8862541898F0CCB200E86D2C5"> <enum>(ii)</enum> <text>assassination, murder, or other unlawful killing of, or infliction of other bodily harm or other crimes against humanity against, a United States person or a citizen or national of an ally or partner of the United States;</text> </clause> <clause id="HFFD78265D28F4C9194ABA6A39C4D53B1"> <enum>(iii)</enum> <text>activities that undermine the peace, security, political stability, or territorial integrity of the United States or an ally or partner of the United States; or</text> </clause> 
<clause id="HD4033A7B9A2B4B2B93795F7E5857D313"> <enum>(iv)</enum> <text>deceptive or structured transactions or dealings that circumvent the application of any sanctions imposed by the United States, including through the use of digital currencies or assets or the use of physical assets; or</text> <subclause id="HDB6C56A10106433BADEA177A56AE5738" indent="subparagraph"> <enum>(J)</enum> <text>is a leader, official, senior executive officer, or member of the board of directors of, or principal shareholder with a controlling or majority interest in, any of the following Russian energy projects:</text> </subclause> </clause> 
<clause id="HCEF7841885EC4C04B0DE88055388F66C"> <enum>(i)</enum> <text>The Yamal Liquefied Natural Gas Project or a successor project.</text> </clause> <clause id="H1723D3459AEF4EE78657A7C97C7398FD"> <enum>(ii)</enum> <text>The Arctic 1, 2, and 3 Liquefied Natural Gas Projects or a successor project.</text> </clause> 
<clause id="H3FB24F223DAF498CB02E2D305E381B9C"> <enum>(iii)</enum> <text>Projects in the Arctic region carried out after the date of the enactment of this Act.</text> </clause> </subparagraph></paragraph> <paragraph id="HC3C44C6DF0F8463CBCE043806812C79A"><enum>(3)</enum><text>Any foreign vessel the President determines, based on credible information, is used by the Government of the Russian Federation or Russian persons to move crude oil, arms, or other goods for the purpose of circumventing sanctions imposed by the United States or other countries, including any vessel the owner, operator, or manager of which knowingly—</text>
<subparagraph id="H501EECD3440D48F5B5C76785355F6A89"><enum>(A)</enum><text>exhibits or engages in unsafe or nonstandard maritime behavior in furtherance of the transportation of crude oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, or coal products that originated in the Russian Federation;</text></subparagraph> <subparagraph id="H994411837DCB4CA987EC15EB0F728D17"><enum>(B)</enum><text>lacks adequate maritime insurance for the transport of goods described in subparagraph (A); or</text></subparagraph>
<subparagraph id="H3B1B994F27614A01BDB99E92AB3C66CD"><enum>(C)</enum><text>evades compliance with a price cap for crude oil and petroleum products that originated in the Russian Federation established by—</text> <clause id="H74D31D4C849444BEBEDBD3EA6B20ECE3"><enum>(i)</enum><text>the international coalition made up of Australia, Canada, the European Union, France, Germany, Italy, Japan, New Zealand, the United Kingdom, and the United States and known as the <quote>Price Cap Coalition</quote>; or</text></clause>
<clause id="H749AEA0A15C24A1BAC622B39B4283936"><enum>(ii)</enum><text>the United States.</text></clause></subparagraph></paragraph> <paragraph id="HC6274473765B46C5B3DA22AF3F583942"><enum>(4)</enum><text>Any foreign person that the President determines knowingly—</text>
<subparagraph id="H77339170DC5C4BA091075565B2065D46"><enum>(A)</enum><text>owns, operates, or manages a vessel described in paragraph (3);</text></subparagraph> <subparagraph id="HC64B203994894D4DAD6AB17668FCF16C"><enum>(B)</enum><text>provides underwriting services or insurance or reinsurance necessary for such a vessel;</text></subparagraph>
<subparagraph id="HA8D3B18FECCF48F78BE7FB7A34784DAC"><enum>(C)</enum><text>serves as a captain or senior leadership of the crew of such a vessel; or</text></subparagraph> <subparagraph id="H091BF81B0A6941A09F2E52B5C7BB3C34"><enum>(D)</enum><text>transfers to the Russian Federation, or provides for the use of by a Russian person, any vessel designed for the transportation of crude oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, or coal products.</text></subparagraph></paragraph>
<paragraph id="HA7BEA11E83344825AFB861518DFEB10E"><enum>(5)</enum><text>Any foreign vessel that the President determines knowingly—</text> <subparagraph id="H8E8B931997FF435D8E8232E93F155EFC"><enum>(A)</enum><text>transports crude oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, or coal products that originated in the Russian Federation;</text></subparagraph>
<subparagraph id="H55DA32D3933C41508FD0FEE4236E308B"><enum>(B)</enum><text>engages in a ship-to-ship transfer involving crude oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, or coal products that originated in the Russian Federation with a vessel that is subject to sanctions imposed by the United States; or</text></subparagraph> <subparagraph id="H55ED462DF60B4646893FF5315706E963"><enum>(C)</enum><text>provides services to a vessel described in subparagraph (A) or (B).</text></subparagraph></paragraph>
<paragraph id="H892E319FE48A4BD0AEB10D76F978788D"><enum>(6)</enum><text>Any foreign person that the President determines is the owner or operator of a foreign port that allows a vessel subject to sanctions imposed by the United States for supporting the Russian Federation to port or otherwise receive services.</text></paragraph> <paragraph id="HD5B8E8B3450F4EA29FF6A103E0DA4CB3"><enum>(7)</enum><text>Any foreign person, including a foreign person acting on behalf of a person described in this subsection (in this paragraph referred to as the <quote>sanctioned person</quote>), if the sanctioned person transferred property or an interest in property to the person—</text>
<subparagraph id="H0C765ABED8094DEA8292CE3AE06A84BB"><enum>(A)</enum><text>after the date on which the President imposed sanctions with respect to the sanctioned person; or</text></subparagraph> <subparagraph id="HC42FD3FBFE0241AF8BF06A2FDC057A7D"><enum>(B)</enum><text>before that date, if the sanctioned person did so in an attempt to evade the imposition of sanctions.</text></subparagraph></paragraph></subsection>
<subsection id="H9413AC4FDC864AEF90371B0DAE1DB3C8"><enum>(c)</enum><header>Vessels subject to sanctions by the united kingdom or european union</header><text>In determining under subsection (b)(3) if a vessel is a foreign vessel used by the Government of the Russian Federation or Russian persons to move crude oil, arms, or other goods for the purpose of circumventing sanctions, the President may use as prima facie evidence that the vessel is subject to sanctions imposed by the United Kingdom, the European Union, the Group of 7, or a member of the Five Eyes intelligence alliance.</text></subsection> <subsection id="HF7E2B19195284406A8F6F9C11496EDAE"><enum>(d)</enum><header>Maintenance of certain sanctions relating to specified harmful foreign activities</header><text>Sanctions and other measures provided for under any Executive order issued to address the national emergency that the President continued on April 10, 2025, with respect to specified harmful foreign activities of the Government of the Russian Federation (90 Fed. Reg. 15523), as in effect on the day before the date of the enactment of this Act, including with respect to all persons sanctioned under any such Executive order, shall remain in effect.</text></subsection>
<subsection id="HB0C9351779A4418ABBFC3B5F0675C2E1"><enum>(e)</enum><header>Sanctions described</header><text>The sanctions described in this subsection to be imposed with respect to a person described in subsection (b) are the following:</text> <paragraph id="H0F396FCF8D85440D9A5D6AA63F4995A4"><enum>(1)</enum><header>Blocking of property</header><text>The President shall exercise all of the powers granted by the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>) to block any vessel described in subsection (b), and block and prohibit all transactions in all property and interests in property of a person described in subsection (b), if such property and interests in property are in the United States, come within the United States, or are or come within the possession or control of a United States person.</text></paragraph>
<paragraph id="HB792EC6708524E27AEEFE3AB2967EF2A"><enum>(2)</enum><header>Ineligibility for visas, admission, or parole</header>
<subparagraph id="HFB529A8ABAA849FDAC44F01FE116A625"><enum>(A)</enum><header>Visas, admission, or parole</header><text>An alien described in subsection (b) shall be—</text> <clause id="H75D8F9834CFC4DA5B70157EC84B02507"><enum>(i)</enum><text>inadmissible to the United States;</text></clause>
<clause id="H73F4D5E523144BD8B4EEDD4860F1B8F1"><enum>(ii)</enum><text>ineligible to receive a visa or other documentation to enter the United States; and</text></clause> <clause id="HD42CC2931E2A426CAF59C1A39225ABAA"><enum>(iii)</enum><text>otherwise ineligible to be admitted or paroled into the United States or to receive any other benefit under the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101 et seq.</external-xref>).</text></clause></subparagraph>
<subparagraph id="H8F3EF25398EE46B5B2D732B343BD5438"><enum>(B)</enum><header>Current visas revoked</header>
<clause id="HD3F512E5BE294BEDBF01772FE940831F"><enum>(i)</enum><header>In general</header><text>The visa or other entry documentation of an alien described in subsection (b) shall be revoked, regardless of when such visa or other entry documentation is or was issued.</text></clause> <clause id="H93362A0361DE41238D928B3FDD55CDD2"><enum>(ii)</enum><header>Immediate effect</header><text>A revocation under clause (i) shall—</text>
<subclause id="H6E0B3E25063744E8B20B7B0B7F399D92"><enum>(I)</enum><text>take effect immediately; and</text></subclause> <subclause id="HB39845226BA04780B2DBBEABA96EC99C"><enum>(II)</enum><text>automatically cancel any other valid visa or entry documentation that is in the possession of the alien.</text></subclause></clause></subparagraph></paragraph></subsection></section>
<section id="H74DCC37718AA412B9DB626CBD03CC4B0"><enum>103.</enum><header>Imposition of sanctions with respect to financial institutions affiliated with the government of the russian federation</header>
<subsection id="HAF88CDAB2E2F4BA0B98008F132CA7036"><enum>(a)</enum><header>Imposition of sanctions</header>
<paragraph id="HD1C538E99EE440E789B9B72A2FDD7C7C"><enum>(1)</enum><header>In general</header><text>Not later than 30 days after the date of the enactment of this Act, the President shall—</text> <subparagraph id="H020EBCFC91854B5FB973E804E1048B99"><enum>(A)</enum><text>impose 2 or more of the sanctions described in subsection (d) with respect to the Central Bank of the Russian Federation (Bank of Russia) and any subsidiary of, or successor entity to, that Bank;</text></subparagraph>
<subparagraph id="HF9FB0CE2A8CB4C0786A3A42D5925B1D4"><enum>(B)</enum><text>impose all of the sanctions described in subsection (d) with respect to—</text> <clause id="H6419E1F646C64E86AF2E68D29EC63306"><enum>(i)</enum><text>Sberbank;</text></clause>
<clause id="H252364A7D54446469EE0050184991677"><enum>(ii)</enum><text>VTB Bank;</text></clause> <clause id="H833C2DBBCA0A4D5B89B8EA8B0A536C5F"><enum>(iii)</enum><text>Gazprombank;</text></clause>
<clause id="H83490132F0B54FC089A0D1968C394A90"><enum>(iv)</enum><text>any other financial institution organized under the laws of the Russian Federation and owned in whole or in part by the Government of the Russian Federation;</text></clause> <clause id="H48EA19258D5C43B09611CFC155468A7F"><enum>(v)</enum><text>any foreign financial institution that knowingly facilitates a significant transaction or provides significant financial services for a foreign person described in section 102(b)(2)(F)(i) or (ii);</text></clause>
<clause id="HC8B66B4C6F4B4C498412DFFD59530804"><enum>(vi)</enum><text>any subsidiary of, or successor entity to, any of the financial institutions described in clauses (i) through (iv); and</text></clause> <clause id="H32E3D0FCEF1C47978774E393EA8DCE39"><enum>(vii)</enum><text>except as provided by subsection (c), any foreign financial institution that engages in significant transactions with any of the financial institutions described in clauses (i) through (vi); and</text></clause></subparagraph>
<subparagraph id="H681C1102F4EE4C84BD9422D5DD68E33A"><enum>(C)</enum><text>impose the sanctions described in section 102(e) with respect to any leaders, officials, senior executive officers, or members of the board of directors of, or any principal shareholders with a controlling or majority interest in, a financial institution described in subparagraph (A) or (B).</text></subparagraph></paragraph> <paragraph id="H302FA741DAED4FBDB6F3991910387779"><enum>(2)</enum><header>Updates</header><text>Not later than 210 days after the date of the enactment of this Act, and every 180 days thereafter, the President shall—</text>
<subparagraph id="H124663A115CE4BBC93CB75A477F6A128"><enum>(A)</enum><text>review any persons that may be described in paragraph (1); and</text></subparagraph> <subparagraph id="HA865DAAF0A024B5BA8C22C44600660FC"><enum>(B)</enum><text>if sanctions have not been imposed under this subsection with respect to any person the President determines is described in paragraph (1), impose such sanctions with respect to that person.</text></subparagraph></paragraph></subsection>
<subsection id="H7CFF8CDF022547D28EFD12EC38670069"><enum>(b)</enum><header>Prohibition on transactions by united states persons</header><text>Effective on the date that is 30 days after the date of the enactment of this Act, the President shall prohibit any United States person from engaging in any transaction with a financial institution described in subsection (a)(1)(B).</text></subsection> <subsection id="H59885A9CB645467E909CF26E30CB8A2C"><enum>(c)</enum><header>Exception for certain financial institutions</header><text>The President is not required to impose sanctions under subsection (a)(1)(B) with respect to a foreign financial institution described in clause (vi) of that subsection if the Secretary of the Treasury determines that imposing such sanctions is not consistent with the economic or foreign policy interests of the United States.</text></subsection>
<subsection id="H02C2F3B6B1C3473791DBBCC08C26E4DD"><enum>(d)</enum><header>Sanctions described</header><text>The sanctions described in this subsection to be imposed with respect to a financial institution described in subsection (a) are the following:</text> <paragraph id="H459495AB8BE447A399052004117A5DFF"><enum>(1)</enum><header>Blocking of property</header><text>The President shall exercise all of the powers granted to the President under the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>) to the extent necessary to block and prohibit all transactions in property and interests in property of the financial institution if such property and interests in property are in the United States, come within the United States, or are or come within the possession or control of a United States person.</text></paragraph>
<paragraph id="H4687AA2F23D541E5880DD69A3D4729B3"><enum>(2)</enum><header>CAATSA sanctions</header><text>2 or more of the sanctions described in section 235 of the Countering America’s Adversaries Through Sanctions Act (<external-xref legal-doc="usc" parsable-cite="usc/22/9529">22 U.S.C. 9529</external-xref>) that are not already imposed.</text></paragraph> <paragraph id="H359E62FC4DF74DA18A33FD550DF38A22"><enum>(3)</enum><header>Restrictions on correspondent and payable-through accounts</header><text>The President shall prohibit the opening, and prohibit or impose strict conditions on the maintaining, in the United States, of a correspondent account or payable-through account by the financial institution.</text></paragraph></subsection>
<subsection id="H4907415944264834873F256930BBC7A1"><enum>(e)</enum><header>Rule of construction</header>
<paragraph id="H34E27D41DCEB43FA980F7C8370469218"><enum>(1)</enum><header>Treatment of returns on immobilized russian sovereign assets</header>
<subparagraph id="H88D9715613A846F9873BF98FE61E9430"><enum>(A)</enum><header>In general</header><text>A United States or foreign financial institution holding immobilized Russian sovereign assets under the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act (division F of <external-xref legal-doc="public-law" parsable-cite="pl/118/50">Public Law 118–50</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/9521">22 U.S.C. 9521</external-xref> note) or any other provision of law is not required to return any interest earned on those assets and due to the Russian Federation.</text></subparagraph> <subparagraph id="H74013C8107334837872EBCE90F81F3AA"><enum>(B)</enum><header>Exception for interest earned</header><text>Subparagraph (A) shall not be construed as affecting the treatment of interest earned on the assets of persons the assets of which have been blocked under any provision of law.</text></subparagraph></paragraph>
<paragraph id="H7DB6FF3C658449C0AA3B71A6F8B41250"><enum>(2)</enum><header>Loans to ukraine using immobilized russian sovereign assets</header><text>Sanctions imposed under this section shall not apply with respect to payments on—</text> <subparagraph id="HAB7AEDBC483A469880FA0953BCE8A919"><enum>(A)</enum><text>the loans provided by the United States and the Group of 7 or the European Union to Ukraine that are serviced and repaid with the proceeds of immobilized Russian sovereign assets; or</text></subparagraph>
<subparagraph id="HD326B755258A4F4184BB1A8AAD6CB8B8"><enum>(B)</enum><text>any loans from the United States or countries that are members of the Group of 7 or the European Union made after the date of the enactment of this Act using proceeds from immobilized Russian sovereign assets.</text></subparagraph></paragraph></subsection></section> <section id="HEF0E61ACB03A491CA3B452811D00CE26"><enum>104.</enum><header>Imposition of sanctions with respect to other entities owned or controlled by the government of the russian federation</header> <subsection id="H3A486E9D533A4697A9A21F24CCD81CFE"><enum>(a)</enum><header>In general</header><text>Not later than 30 days after the date of the enactment of this Act, and every 180 days thereafter, the President shall—</text>
<paragraph id="HC9F01BCC228D4C89B2FECABB39D3998A"><enum>(1)</enum><text>review any entity—</text> <subparagraph id="H71A7AF7D6F8C4C61AE7B0783A617D250"><enum>(A)</enum><text>in which the Government of the Russian Federation may have a controlling or majority ownership interest; or</text></subparagraph>
<subparagraph id="HA4113D13AA054E1F87BC666E876C560A"><enum>(B)</enum><text>that may otherwise be affiliated with the Government of the Russian Federation; and</text></subparagraph></paragraph> <paragraph id="HD6B2887FF59F4DA796E28BBD2EC24C3A"><enum>(2)</enum><text>impose the sanctions described in subsection (b) with respect to an entity if the President determines that—</text>
<subparagraph id="H22458681DC0F4215A12C0707BE38B467"><enum>(A)</enum><text>the Government of the Russian Federation has a controlling or majority ownership interest in the entity; or</text></subparagraph> <subparagraph id="H5B4FB394025C4771901F12E2F574C0B8"><enum>(B)</enum><text>the entity is otherwise affiliated with the Government of the Russian Federation.</text></subparagraph></paragraph></subsection>
<subsection id="H4FFC0C8CAC7145F281EE3B13AE4D944F"><enum>(b)</enum><header>Sanctions described</header><text>The President shall exercise all of the powers granted to the President under the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>) to the extent necessary to block and prohibit all transactions in property and interests in property of an entity described in subsection (a) if such property and interests in property are in the United States, come within the United States, or are or come within the possession or control of a United States person.</text></subsection></section> <section id="HE92B4DFD76434076AC85EA6D3ED55A7E"><enum>105.</enum><header>Prohibition on transfers of funds involving the russian federation</header> <subsection id="H5C97D1FAE98245A999ED0C47B67E4408"><enum>(a)</enum><header>In general</header><text>Except as provided by subsection (b), effective on the date that is 30 days after the date of the enactment of this Act, a depository institution (as defined in section 19(b)(1)(A) of the Federal Reserve Act (<external-xref legal-doc="usc" parsable-cite="usc/12/461">12 U.S.C. 461(b)(1)(A)</external-xref>)) or a broker or dealer in securities registered with the Securities and Exchange Commission under the Securities Exchange Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/15/78a">15 U.S.C. 78a et seq.</external-xref>) may not process transfers of funds—</text>
<paragraph id="H072680B01A22435E8ADBA9F4D820C288"><enum>(1)</enum><text>to or from the Government of the Russian Federation, including any entity owned by the Government of the Russian Federation; or</text></paragraph> <paragraph id="H44727232B82F4B87A7C9B56118DA518D"><enum>(2)</enum><text>for the direct or indirect benefit of officials of the Government of the Russian Federation.</text></paragraph></subsection>
<subsection id="H9D80C4329B8C4C5BB434EA09AB023352"><enum>(b)</enum><header>Exception</header><text>A depository institution, broker, or dealer described in subsection (a) may process a transfer described in that subsection if the transfer arises from, and is ordinarily incident and necessary to give effect to, an underlying transaction that is authorized by a specific or general license.</text></subsection></section> <section id="H5827B668D75F44018D97279F121328FA"><enum>106.</enum><header>Prohibition on listing or trading of russian entities on united states securities exchanges</header> <subsection id="HBA885B1FCAD644AA99E0DC5964868483"><enum>(a)</enum><header>In general</header><text>Not later than 30 days after the date of the enactment of this Act, the Securities and Exchange Commission shall prohibit the securities of an issuer described in subsection (b) from being traded on a national securities exchange.</text></subsection>
<subsection id="H47A3BDCA4AB141659874CE9CF862191B"><enum>(b)</enum><header>Issuers</header><text>An issuer described in this subsection is an issuer that is—</text> <paragraph id="H41FD9C172A2F46EC9CEFC6E050C2A295"><enum>(1)</enum><text>an official of or individual affiliated with the Government of the Russian Federation; or</text></paragraph>
<paragraph id="H805D51752F744CD4B6052D6024AD7E44"><enum>(2)</enum><text>an entity—</text> <subparagraph id="H882177F397744DA6BA757162BD3ED78C"><enum>(A)</enum><text>in which the Government of the Russian Federation has a controlling or majority ownership interest; or</text></subparagraph>
<subparagraph id="H2D0DDFD86A3A4BE5A6F1BB63AC0FB226"><enum>(B)</enum><text>that is otherwise affiliated with the Government of the Russian Federation.</text></subparagraph></paragraph></subsection> <subsection id="HF68DC53656094DB0921E001BD6046B50"><enum>(c)</enum><header>Definitions</header><text>In this section:</text>
<paragraph id="H4E9B8FC7EACA48EA98DBF4FADA9AD55B"><enum>(1)</enum><header>Issuer; security</header><text>The terms <quote>issuer</quote> and <quote>security</quote> have the meanings given those terms in section 3(a) of the Securities Exchange Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/15/78c">15 U.S.C. 78c(a)</external-xref>).</text></paragraph> <paragraph id="H28A46BDF68B94EEEA2386C527D8FB530"><enum>(2)</enum><header>National securities exchange</header><text>The term <quote>national securities exchange</quote> means an exchange registered as a national securities exchange in accordance with section 6 of the Securities Exchange Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/15/78f">15 U.S.C. 78f</external-xref>).</text></paragraph></subsection></section>
<section id="H4F3217A606B34559A1BE8603292E1F15"><enum>107.</enum><header>Prohibition on investments by united states persons in the russian federation</header><text display-inline="no-display-inline">Effective on the date that is 30 days after the date of the enactment of this Act, the following are prohibited:</text> <paragraph id="H6269970D7BCA4DE08A2DCD947941611C"><enum>(1)</enum><text>New investment in the Russian Federation by a United States person, wherever located.</text></paragraph>
<paragraph id="HEF922401DD0949E2AF8BBB3E93B2B773"><enum>(2)</enum><text>The exportation, reexportation, sale, or supply, directly or indirectly, from the United States, or by a United States person, wherever located, of any category of services identified by the Secretary of the Treasury, in consultation with the Secretary of State, to any person located in the Russian Federation.</text></paragraph> <paragraph id="H4965743FFC1C4941B7F954E7D95D5BED"><enum>(3)</enum><text>Any approval, financing, facilitation, or guarantee by a United States person, wherever located, of a transaction by a foreign person if the transaction by that foreign person would be prohibited by this section if performed by a United States person or within the United States.</text></paragraph></section>
<section id="HD66881BA132041769E01BF7D322985EC"><enum>108.</enum><header>Prohibition on energy exports to, and investments in energy sector of, the russian federation</header>
<subsection id="HED0FF683CB4E4C83972C2C41065CB80D"><enum>(a)</enum><header>Prohibitions on investments and exports</header>
<paragraph id="H3D5066ECA07A44808615E86BCA3C566B"><enum>(1)</enum><header>In general</header><text>Effective on the date that is 30 days after the date of the enactment of this Act, the following are prohibited:</text> <subparagraph id="H1A12617EF4D44D75AD63A61B4BAF3A78"><enum>(A)</enum><text>Any new investment in the energy sector of the Russian Federation by a United States person.</text></subparagraph>
<subparagraph id="H8227DD40F1384D6894F6C4F68BB41BCA"><enum>(B)</enum><text>The export, reexport, or in-country transfer to or in the Russian Federation of any energy or energy product produced in the United States.</text></subparagraph></paragraph> <paragraph id="HA41C69AB339F4F7CA2E3B53F4FD3CA89"><enum>(2)</enum><header>Definitions</header><text>In this subsection, the terms <quote>export</quote>, <quote>in-country transfer</quote>, and <quote>reexport</quote> have the meanings given those terms in section 1742 of the Export Control Reform Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/50/4801">50 U.S.C. 4801</external-xref>).</text></paragraph></subsection>
<subsection id="H66F94C83267447588EC3D8DB3D63DDC3"><enum>(b)</enum><header>Sanctions</header><text>The President shall impose the sanctions described in section 102(e) with respect to any foreign person that the President determines knowingly sells, supplies, transfers, markets, or otherwise provides goods, services, technology, or other support that facilitates the maintenance or expansion of the production of oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, or coal products for use by any person subject to sanctions under section 102 or 103.</text></subsection></section> <section id="H27CF8EA8E3724DCD8C6431F6E391428B"><enum>109.</enum><header>Prohibition on purchases of sovereign debt of the russian federation by united states persons</header><text display-inline="no-display-inline">Upon the enactment of this Act, the purchase of sovereign debt of the Government of the Russian Federation by any United States person (including a United States financial institution) is prohibited.</text></section>
<section id="H0CBBF3F492ED4DEFA6A433C74BA9708C"><enum>110.</enum><header>Prohibition on provision of services to sanctioned financial institutions by international financial messaging systems</header>
<subsection id="H3D62CD1B9F46440BBF26EA9A30DC9F18"><enum>(a)</enum><header>In general</header><text>Not later than 30 days after the date of the enactment of this Act, and every 180 days thereafter, the President shall—</text> <paragraph id="H912987634C554213874BF847EAA279E5"><enum>(1)</enum><text>review any person that may be described in subsection (b); and</text></paragraph>
<paragraph id="HE3EC185903FC4CB5931CCAE16398DF92"><enum>(2)</enum><text>impose sanctions pursuant to the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>) with respect to any person the President determines is described in that subsection.</text></paragraph></subsection> <subsection id="H4D0AEBE8E3954A209113AAC2FB85302C"><enum>(b)</enum><header>Persons described</header><text>A person described in this subsection is—</text>
<paragraph id="HC8811E3F4F384431AEA1E1D201A52C01"><enum>(1)</enum><text>any entity that—</text> <subparagraph id="H11D21B0691314693BEABB8B97E1C3D3E"><enum>(A)</enum><text>operates with the intent to predominantly engage in the business of providing global financial messaging services; and</text></subparagraph>
<subparagraph id="HD21F6EE638B84AB3BF6FA79C5D4A2458"><enum>(B)</enum><text>is determined by the Secretary of the Treasury, in consultation with the Secretary of State, as knowingly being used to circumvent any sanctions imposed under section 103 or any other provision of this title; or</text></subparagraph></paragraph> <paragraph id="H18ABBCF03E7041F09987A69A28FD01A0"><enum>(2)</enum><text>a leader, official, senior executive officer, or member of the board of directors of, or principal shareholder with a controlling or majority interest in, any entity described in paragraph (1).</text></paragraph></subsection>
<subsection id="H5D81CA9255C04DDFA55CC1F5CFF63E94"><enum>(c)</enum><header>Exception</header><text>The President may waive the imposition of sanctions under subsection (a) with respect to an entity predominantly engaged in the business of providing global financial messaging services for, directly providing such services to, or enabling or facilitating direct or indirect access to such services for, any financial institution subject to sanctions under section 103 or any other provision of this title if the entity—</text> <paragraph id="H3F71ED1D4A6E4BD8B5417F565254BCBC"><enum>(1)</enum><text>is subject to a sanctions regime under its governing foreign law that requires it to eliminate the knowing provision of such services to, and the knowing enabling and facilitation of direct or indirect access to such services for, foreign financial institutions identified under such governing foreign law for purposes of that sanctions regime if the President determines that the sanctions regime under governing foreign law is not inconsistent with the economic or foreign policy interests of the United States;</text></paragraph>
<paragraph id="H18E87AF978B64A6C943DF2204E2C1610"><enum>(2)</enum><text>has, pursuant to that sanctions regime, terminated the knowing provision of such services to, and the knowing enabling and facilitation of direct or indirect access to such services for, foreign financial institutions identified under such governing foreign law for purposes of that sanctions regime; and</text></paragraph> <paragraph id="H0593D8D0F32945ADBBFB4A19DCA7A45F"><enum>(3)</enum><text>provides significant financial messaging services to United States financial institutions, as determined by the Secretary of the Treasury, in consultation with the Secretary of State.</text></paragraph></subsection>
<subsection id="H9738FBFBCB5E48E9904AE06F919EE100"><enum>(d)</enum><header>Rule of construction</header><text>Nothing in this section shall be construed to limit the authority of the President pursuant to the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>).</text></subsection></section> <section id="HA1148DE5EAD3497FB30A11909E791219"><enum>111.</enum><header>Prohibition on importing, and sanctions with respect to, uranium from the russian federation</header> <subsection id="H2325273B22FA4D4FA6D814F667BCEB02"><enum>(a)</enum><header>Implementation of prohibition on uranium imports from the russian federation</header><text>Upon the date of the enactment of this Act, the President shall take all necessary steps to implement the requirements of section 3112A(d) of the USEC Privatization Act (42 U.S.C. 2297h–10a(d)) regarding the importation of uranium from the Russian Federation, including the importation of any uranium from Rosatom State Atomic Energy Corporation or any subsidiary or successor entity.</text></subsection>
<subsection id="HE1C1AF35CCC24E3B8821B21108C40B81"><enum>(b)</enum><header>Sanctions</header><text>Beginning on the date described in section 3112A(d)(2)(C) of the USEC Privatization Act (42 U.S.C. 2297h–10a(d)(2)(C)), and every 180 days thereafter, the President shall impose sanctions described in section 102(e) with respect to any leaders, officials, senior executive officers, or members of the board of directors of, or principal shareholders with a controlling or majority interest in, Rosatom State Atomic Energy Corporation or any subsidiary or successor entity.</text></subsection></section> <section id="HA83590655F4447CC8E9FCC074EBCFA36"><enum>112.</enum><header>Ending russian oil import loophole</header> <subsection id="H13B9116338094C14B6470F8B8A519FAF"><enum>(a)</enum><header>In general</header><text>The Ending Importation of Russian Oil Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/109">Public Law 117–109</external-xref>; 136 Stat. 1154) is amended—</text>
<paragraph id="H994DC1EC76FC49DEBE748E34C9560D42"><enum>(1)</enum><text>by redesignating section 3 as section 4; and</text></paragraph> <paragraph id="H33A2D612E7174390B6913801D220956B"><enum>(2)</enum><text>by inserting after section 2 the following:</text>

<section id="HED62F3E54A684AB681AFB9116F5F156C"><enum>3.</enum><header>Prohibition on importation of energy products produced at refineries outside the russian federation</header><text display-inline="no-display-inline">All products classified under chapter 27 of the Harmonized Tariff Schedule that were produced at any refinery that uses crude oil originating in the Russian Federation shall be banned from importation into the United States.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HF12B84EC6AF84012B6738A7C9A458DA4"><enum>(b)</enum><header>Conforming amendments</header><text>Section 4 of the Ending Importation of Russian Oil Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/109">Public Law 117–109</external-xref>; 136 Stat. 1154), as redesignated by subsection (a)(1), is amended—</text>
<paragraph id="H77C80FA8150F4F81ADC90CB7909872E9"><enum>(1)</enum><text>in subsection (a), by inserting <quote>or 3</quote> after <quote>section 2</quote>; and</text></paragraph> <paragraph id="H1E8938DE9CCF44B4985354825E24BABB"><enum>(2)</enum><text>in subsection (c)(1), by inserting <quote>or 3</quote> after <quote>section 2</quote>.</text></paragraph></subsection></section>
<section id="H35A36A02F2F94737BBDE90C0EFC353E6"><enum>113.</enum><header>Imposition of sanctions on russia-north korea cooperation</header>
<subsection id="HCA8405F643614DB79CB8D2E2FCE794FE"><enum>(a)</enum><header>In general</header><text>Not later than 30 days after the date of the enactment of this Act, and every 180 days thereafter, the President shall impose the sanctions described in section 102(e) of this Act with respect to the following:</text> <paragraph id="H7603118C9A9744D1BDE5984A7A2EE48F"><enum>(1)</enum><text>Any foreign person that is responsible for or facilitates the transfer or sale of arms or material support from North Korea to be used in Russia’s illegal war in Ukraine.</text></paragraph>
<paragraph id="H144576FDE83E498B85FE67DD9A77627A"><enum>(2)</enum><text>Any foreign person that knowingly, directly or indirectly, imports, exports, or reexports to, into, or from North Korea any goods services or technology for weapons that may be used by Russian forces or their proxies in Russia’s illegal war in Ukraine.</text></paragraph> <paragraph id="H86E0A2C931E3499FB877C8DED5616553"><enum>(3)</enum><text>Any foreign financial institution that knowingly facilitates a significant transaction or provides significant financial services for a foreign person described in paragraph (1) or (2).</text></paragraph>
<paragraph id="HE4F738CF0DEF476F81D21BF8DB78E00E"><enum>(4)</enum><text>Any foreign person that engages in a significant transaction related to the transfer or sale of arms or material support with a foreign person described in paragraph (1) or (2) or foreign financial institution described in paragraph (3).</text></paragraph> <paragraph id="H8CEAC1776F344FED84A15F7F8004693E"><enum>(5)</enum><text>Any foreign person assisting in the logistical supply and movement of North Korean personnel, arms or material support to be used in Russia’s illegal war in Ukraine.</text></paragraph></subsection>
<subsection id="HA20438B36F8B4E7AA2F79181312CE13D"><enum>(b)</enum><header>Report</header><text>Not later than 90 days after the date of the enactment of this Act, and every 180 days thereafter, the President shall submit to the appropriate congressional committees a report that describes significant activities by the Democratic People’s Republic of Korea to support the Russian Federation and its proxies in Russia’s illegal war in Ukraine.</text></subsection> <subsection id="H782FCAAC5616425C9A9F03F21BA8A307"><enum>(c)</enum><header>Matters To Be included</header><text>The report required by this section shall include the following:</text>
<paragraph id="H27AD5A94E3184F39BCA16D075C477414"><enum>(1)</enum><text>The number of North Korean troops that have been sent to fight Ukraine, casualties inflicted on these troops, and the impact on the battlefield of having North Korean military personnel on the frontlines.</text></paragraph> <paragraph id="HF39B73B64D3B4F589609B1A30F67601A"><enum>(2)</enum><text>The identity and nationality of foreign persons and foreign financial institutions that are subject to sanctions pursuant to this section.</text></paragraph>
<paragraph id="H1B836FAC22F149408060D74E9DE53008"><enum>(3)</enum><text>A description of the conduct engaged in by such persons and institutions.</text></paragraph> <paragraph id="HA5113AC24631435E80CA642B296DDFD1"><enum>(4)</enum><text>An assessment of the extent to which a foreign government has provided material support to the Government of North Korea or any person acting for or on behalf of that government to conduct significant activities to materially support Russia’s illegal war in Ukraine.</text></paragraph>
<paragraph id="HBF464688991D4DE88A59D8DC06E18873"><enum>(5)</enum><text>A United States strategy to counter North Korea’s efforts to conduct significant activities to support Russia’s war in Ukraine, that includes efforts to engage foreign governments to halt the capability of the Government of North Korea and persons acting for or on behalf of that government to conduct significant activities supporting Russia’s illegal war in Ukraine.</text></paragraph></subsection> <subsection id="H84B74695355C4C7F8F4F4EF5F445F065"><enum>(d)</enum><header>Form</header><text>The report required by this section shall be submitted in unclassified form, but may include a classified annex.</text></subsection></section>
<section id="H8182D53B382B4D4B96FE37CB24DF09B4"><enum>114.</enum><header>Sanctions for kidnapping ukrainian children</header><text display-inline="no-display-inline">Not later than 30 days after the date of the enactment of this Act, and every 180 days thereafter, the President shall impose the sanctions described in Section 102(e) of this Act with respect to all foreign persons that have directed or in any way participated in the kidnapping and wrongful patriation of Ukrainian children.</text></section> <section id="HB390EB3CDAC54CAAA78D40669B1F5982"><enum>115.</enum><header>Increases in duties on goods imported from the russian federation</header> <subsection id="H6A99B77BAF7D43F5A4FE1C163AFCFA6E"><enum>(a)</enum><header>In general</header><text>Not later than 30 days after the date of the enactment of this Act, the President shall, notwithstanding any other provision of law, increase the rate of duty for all goods, including oil, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, and coal products, imported into the United States from the Russian Federation to a rate of up to 500 percent ad valorem.</text></subsection>
<subsection id="H5A1F9196212D467AA537D8034BEE36B8"><enum>(b)</enum><header>Duty rate in addition to antidumping and countervailing duties</header><text>The rate of duty required under subsection (a) with respect to a good described in that subsection shall be in addition to any antidumping or countervailing duty applicable with respect to the good under title VII of the Tariff Act of 1930 (<external-xref legal-doc="usc" parsable-cite="usc/19/1671">19 U.S.C. 1671 et seq.</external-xref>).</text></subsection></section> <section id="H61605E3CE4554F6990606BE7FB3B8592"><enum>116.</enum><header>Exceptions</header> <subsection id="H819A5814E6EB4A19BEEA24F9F12BD4B1"><enum>(a)</enum><header>Exception for humanitarian assistance</header> <paragraph id="HE08C4151AA124C01BB9FE6C1439A1400"><enum>(1)</enum><header>In general</header><text>Sanctions and other measures under this title shall not apply to—</text>
<subparagraph id="H56FCC34FA5AF4C269B0FA602CF93E061"><enum>(A)</enum><text>the conduct or facilitation of a transaction for the provision of agricultural commodities, food, medicine, medical devices, humanitarian assistance, or for humanitarian purposes; or</text></subparagraph> <subparagraph id="HB3196E9BA19D4B8BA36E6FF6111E1099"><enum>(B)</enum><text>transactions that are necessary for, or related to, the activities described in subparagraph (A).</text></subparagraph></paragraph>
<paragraph id="H4D9656426F5D47D3AC1D22C0B5A37D23"><enum>(2)</enum><header>Rule of interpretation</header><text>This subsection should be interpreted to apply to an entity carrying out any internationally recognized agreement with the Government of Ukraine for the sale or provision of agricultural commodities, food, medicine, or medical devices to and from Ukraine unless the President determines that the agreement is being used to evade sanctions imposed by the United States, the United Kingdom, the European Union, or the Group of 7.</text></paragraph> <paragraph id="HAE67C5723AD64EE8A9B82A7F3E9ABD04"><enum>(3)</enum><header>Definitions</header><text>In this subsection:</text>
<subparagraph id="H9F844AE0F9294617B9ABFFAED32127BD"><enum>(A)</enum><header>Agricultural commodity</header><text>The term <quote>agricultural commodity</quote> has the meaning given such term in section 102 of the Agricultural Trade Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/7/5602">7 U.S.C. 5602</external-xref>).</text></subparagraph> <subparagraph id="H822A6663929B48419DD5BDFB32611031"><enum>(B)</enum><header>Medical device</header><text>The term <quote>medical device</quote> has the meaning given the term <quote>device</quote> in section 201 of the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/321">21 U.S.C. 321</external-xref>).</text></subparagraph>
<subparagraph id="H16BC21DCC805416A969FDCDC318F4BB5"><enum>(C)</enum><header>Medicine</header><text>The term <quote>medicine</quote> has the meaning given the term <quote>drug</quote> in section 201 of the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/321">21 U.S.C. 321</external-xref>).</text></subparagraph></paragraph></subsection> <subsection id="HB3EEF7D01E654A1299C8736E77E64E86"><enum>(b)</enum><header>Exception for intelligence and law enforcement activities</header><text>This title shall not apply with respect to activities subject to the reporting requirements under title V of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3091">50 U.S.C. 3091 et seq.</external-xref>) or to carry out or assist any authorized intelligence or law enforcement activities of the United States.</text></subsection>
<subsection id="H945FFB82097E4287A6EC15E6894886F3"><enum>(c)</enum><header>Exception To comply with international obligations</header><text>Sanctions under this title shall not apply to the admission or parole of an alien into the United States if such admission or parole is necessary to comply with United States obligations under the Agreement between the United Nations and the United States of America regarding the Headquarters of the United Nations, signed at Lake Success June 26, 1947, and entered into force November 21, 1947, or under the Convention on Consular Relations, done at Vienna April 24, 1963, and entered into force March 19, 1967, or other international obligations.</text></subsection> <subsection id="H5307AD03FC4548C1A2951987CD91D5AB"><enum>(d)</enum><header>Exception To comply with civilian nuclear cooperation agreements</header><text>This title shall not apply to activities carried out under an agreement for cooperation between the United States and the Russian Federation entered into under section 123 of the Atomic Energy Act of 1954 (<external-xref legal-doc="usc" parsable-cite="usc/42/2153">42 U.S.C. 2153</external-xref>).</text></subsection>
<subsection id="HF3A002A3622249A38C03D81E7EFD6522"><enum>(e)</enum><header>Exception for certain imports of low-Enriched uranium for nuclear reactors</header><text>This title shall not apply with respect to imports into the United States of low-enriched uranium described in paragraph (1) of section 3112A(d) of the USEC Privatization Act (42 U.S.C. 2297h–10a(d)) or medical isotopes for which a waiver has been issued under paragraph (2) of that section.</text></subsection> <subsection id="H0873591ADD2A4470832FE3407E3F4D0F"><enum>(f)</enum><header>Exception for official government business</header><text>This title shall not apply to transactions for the conduct of the official business of the United States Government (including transactions necessary for the operation of the United States embassy or United States consulates in the Russian Federation) or the United Nations (including its specialized agencies, programs, funds, and related organizations) by employees, grantees, or contractors thereof.</text></subsection>
<subsection id="H2DEECE6E1E324DE2981B6FD00BEF0D52"><enum>(g)</enum><header>Exception for non-Russian oil that transits russian territory</header><text>This title shall not apply to oil originating in a country other than the Russian Federation that transits the territory of the Russian Federation, or to any entity that transports such oil, for export to international markets.</text></subsection> <subsection id="H82DA2A432AB541EA8486E452C5B3E450"><enum>(h)</enum><header>General licenses</header> <paragraph id="HE14933B4965243DBA105535D992B0E5F"><enum>(1)</enum><header>In general</header><text>This title shall not apply with respect to a United States person that is operating under the terms of a general license issued by the Department of the Treasury before the date of the enactment of this Act.</text></paragraph>
<paragraph id="H3289D3383F9449A3AC6551B66353F556"><enum>(2)</enum><header>Rule of construction</header><text>Nothing in this title shall be construed to affect the terms of a general license described in paragraph (1), the authority of United States persons to continue to operate under such a license, or the authority of the Secretary of the Treasury to extend or issue new general licenses.</text></paragraph></subsection> <subsection id="HACA83C117DBB459A94EC7F4640BD3989"><enum>(i)</enum><header>Exception for wind-Down operations</header><text>During the 270-day period beginning on the date of the enactment of this Act, sanctions under this title shall not apply with respect to—</text>
<paragraph id="H5651D86CA8E64FE5B60E4AF1F2FB116C"><enum>(1)</enum><text>an activity related to the wind down or divestiture of operations in the Russian Federation by an entity located in the Russian Federation that is not owned or controlled, directly or indirectly, by a Russian person; or</text></paragraph> <paragraph id="HC9236CDBFC234A9386C2AB1B658EF642"><enum>(2)</enum><text>an entity located in the Russian Federation that is owned or controlled, directly or indirectly, by a United States person if that United States person is engaged in good faith efforts to wind down or divest operations in the Russian Federation, including providing ongoing operational support to wind down or divest operations.</text></paragraph></subsection>
<subsection id="H783F09DE7C7A43C7AE73A8B126DADA58"><enum>(j)</enum><header>Exception for safety of vessels and crew</header><text>Sanctions under this title shall not apply with respect to a person providing provisions to a vessel otherwise subject to sanctions under this title if such provisions are intended—</text> <paragraph id="H7B8DE01C37344E0D944E2457EAB1837A"><enum>(1)</enum><text>for the safety and care of the crew aboard the vessel;</text></paragraph>
<paragraph id="HF1DC78D8B9134EFCBC973C77B0637DC0"><enum>(2)</enum><text>for the protection of human life aboard the vessel; or</text></paragraph> <paragraph id="HC81191A866504A008A67F45C0D7602BF"><enum>(3)</enum><text>to avoid any environmental or other significant damage.</text></paragraph></subsection>
<subsection id="H83265479B63D4356B514C01D3CC0B7A4"><enum>(k)</enum><header>Exception relating to activities of the national aeronautics and space administration</header>
<paragraph id="H066C0E56CF0D440AA3E16374D6E37DE5"><enum>(1)</enum><header>In general</header><text>This title shall not apply with respect to activities of the National Aeronautics and Space Administration.</text></paragraph> <paragraph id="HF3E1BB95113E4A9DBDAA9D3821C2741C"><enum>(2)</enum><header>Rule of construction</header><text>Nothing in this title shall be construed to authorize the imposition of any sanction or other condition, limitation, restriction, prohibition, or other measure, that directly or indirectly impedes the supply by any entity of the Russian Federation of any product or service, or the procurement of such product or service by any contractor or subcontractor of the United States or any other entity, relating to or in connection with any space launch conducted for—</text>
<subparagraph id="HBCECA96AEA9A4B148E80BD75CAEAB340"><enum>(A)</enum><text>the National Aeronautics and Space Administration; or</text></subparagraph> <subparagraph id="H830E81CD194747B8B0165206C4359495"><enum>(B)</enum><text>any other non-Department of Defense customer.</text></subparagraph></paragraph></subsection>
<subsection id="HBC8EB993C1B146798DC060F217459FA1"><enum>(l)</enum><header>Exception relating to zaporizhzhia nuclear power plant</header><text>This title shall not apply to any foreign person seeking to reestablish Ukrainian operational control of the Zaporizhzhia Nuclear Power Station or the surrounding region.</text></subsection></section> <section id="H1B80F413917F4B46AF399DC97D07DCE4"><enum>117.</enum><header>Waiver</header> <subsection id="HD2941B093BB54B2F85FD3ED7201FA98F"><enum>(a)</enum><header>In general</header><text>The President may, subject to subsection (b), waive the application of any provision of this title to a foreign person or nation for such time as the President determines appropriate for up to renewable periods of 2 years.</text></subsection>
<subsection id="H25D5A1BF0492447290923F4F179D1C6A"><enum>(b)</enum><header>Reports required</header>
<paragraph id="H01C7CD06AC7A4CB2861C235EDD4A4B8A"><enum>(1)</enum><header>In general</header><text>Before issuing a waiver under subsection (a), the President shall submit to Congress—</text> <subparagraph id="H098B8455CAE945328935FB346E7A1780"><enum>(A)</enum><text>a certification in writing that the issuance of the waiver is in the national security interests of the United States; and</text></subparagraph>
<subparagraph id="HC6C48878C2F442B6ADAF391A5F3B5E3B"><enum>(B)</enum><text>a report explaining the basis for the certification.</text></subparagraph></paragraph> <paragraph id="H1DF9EF1067624D1F8860F64AADF8CDE7"><enum>(2)</enum><header>Consolidation of reports</header><text>If the President is issuing more than one waiver of a section of this title, the President may include, in one report submitted under paragraph (1), the certifications and explanations required by that paragraph with respect to each such waiver, as long as all of such certifications and explanations relate to a waiver of the same section of this title.</text></paragraph>
<paragraph id="H36435639423F47EC953A7A490930D70B"><enum>(3)</enum><header>Form of report</header><text>Each report required by paragraph (1) shall be submitted in unclassified form but may include a classified annex.</text></paragraph> <paragraph id="HD8A7BAFBE6F1425B8239BD1929BAB29D"><enum>(4)</enum><header>Rule of construction</header><text>Pursuant to the authority provided under section 115, the President is not required to issue a waiver or submit a report to Congress under this section if the President is adjusting the rate of duty under those sections to a rate that is greater than 0 and less than or equal to 500 percent ad valorem.</text></paragraph></subsection></section>
<section id="H79C109B295304874BDCF530CB5905F8F"><enum>118.</enum><header>Sanctions implementation and penalties</header>
<subsection id="H90F1052C71AC4FA89A8D4870CC7CEEF4"><enum>(a)</enum><header>Implementation</header><text>The President may exercise all authorities provided under sections 203 and 205 of the International Emergency Economic Powers Act (50 U.S.C. 1702 and 1704) to carry out sections 102 through 114.</text></subsection> <subsection id="H2171249881F6484AB96600BFB5E10748"><enum>(b)</enum><header>Penalties</header><text>The penalties provided for in subsections (b) and (c) of section 206 of the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1705">50 U.S.C. 1705</external-xref>) shall apply to any person that violates, attempts to violate, conspires to violate, or causes a violation of any prohibition under any of sections 102 through 114, or an order or regulation prescribed under any of such sections, to the same extent that such penalties apply to a person that commits an unlawful act described in subsection (a) of that section.</text></subsection></section>
<section id="HC607EDAD91F8432D904EFC864B7E032A"><enum>119.</enum><header>Termination</header>
<subsection id="H1E744563509A43488154E34704154B06"><enum>(a)</enum><header>In general</header><text>Subject to subsection (b), the President may terminate the application of any provision of this title if the President submits to Congress a report—</text> <paragraph id="H639AC77F162646D2AE47D1FF09DD7404"><enum>(1)</enum><text>certifying in writing that—</text>
<subparagraph id="H769FCFF9851643C2B463DF379EC0589B"><enum>(A)</enum><text>in the case of application of the provision to a Russian person or the Russian Federation, the Russian Federation has—</text> <clause id="H6C8A213CF4314681889EABFD720591E3"><enum>(i)</enum><text>signed a peace agreement that is accepted by the free and independent Government of Ukraine; and</text></clause>
<clause id="H5225988EFD454FDBB18498216E44FB64"><enum>(ii)</enum><text>ceased all military hostilities against and any activities to overthrow, dismantle, and subvert the Government of Ukraine; or</text></clause></subparagraph> <subparagraph id="H1E35D35BD09A458591E4E5B8976495DF"><enum>(B)</enum><text>in the case of application of the provision to any foreign person or foreign country (other than a Russian person or the Russian Federation)—</text>
<clause id="H17AFD3ED1E9D4E77907FC7A5C25DBC8A"><enum>(i)</enum><text>the foreign person or the government of the foreign country, as the case may be, is not engaging in the activity that was the basis for the sanctions or other measures being terminated; and</text></clause> <clause id="H47213422D8534294910B935671044DE9"><enum>(ii)</enum><text>the President has received reliable assurances that the foreign person or the government of the foreign country, as the case may be, will not knowingly engage in activity subject to sanctions or other measures under this title in the future; and</text></clause></subparagraph></paragraph>
<paragraph id="HB158D59517E447F58A17DC04F0FE2A4E"><enum>(2)</enum><text>that includes, in the case of a report not relating to the termination of any provision of section 115, a determination of whether the termination is intended to significantly alter United States foreign policy with regard to the Russian Federation.</text></paragraph></subsection> <subsection id="H2539CD8A8F30441A819F9C6A8EEFE0AF"><enum>(b)</enum><header>Period for review by congress</header> <paragraph id="H62E034816D544CCFB156B628A14D5604"><enum>(1)</enum><header>In general</header><text>During the period of 30 calendar days beginning on the date on which the President submits a report under subsection (a) with respect to the termination of the application of a provision of this title, the termination shall not take effect. If, after the end of that period, a joint resolution of disapproval with respect to the termination has not been enacted into law under subsection (c), the termination may take effect.</text></paragraph>
<paragraph id="HAF4511E8546E46EFAFF333A44DE0BF08"><enum>(2)</enum><header>Consideration by congress</header><text>During the period described in paragraph (1), the appropriate committee of the Senate and the appropriate committee of the House of Representatives should, as appropriate, hold hearings and briefings and otherwise obtain information in order to fully review the report.</text></paragraph> <paragraph id="H3290ED0BD34D4813ABFE8B9C22DADFD8"><enum>(3)</enum><header>Exception</header><text>The period for congressional review under paragraph (1) of a report required to be submitted under subsection (a) shall be 60 calendar days if the report is submitted on or after July 10 and on or before September 7 in any calendar year.</text></paragraph></subsection>
<subsection id="HB859E66A0F8E411593F68200FB5377B7"><enum>(c)</enum><header>Joint resolution of disapproval</header>
<paragraph id="H661CC2496804455CB1109538D94497C1"><enum>(1)</enum><header>Joint resolution of disapproval defined</header><text>In this subsection, the term <quote>joint resolution of disapproval</quote> means only a joint resolution of either House of Congress the sole matter after the resolving clause of which is as follows: <quote>That Congress disapproves of the termination of the application of section __ of the Peace Through Strength Against Russia Act of 2025, with respect to which the President submitted a report on ___.</quote>, with the first blank space being filled with the appropriate section number and the second blank space being filled with the appropriate date.</text></paragraph> <paragraph id="HFC68148881D84D54A5CD189DEC666D49"><enum>(2)</enum><header>Introduction</header><text>During the period of 30 calendar days provided for under subsection (b)(1), including any additional period as applicable under the exception provided in subsection (b)(3), a joint resolution of disapproval may be introduced—</text>
<subparagraph id="H79AB33CF786B40949DC974E7694C86B7"><enum>(A)</enum><text>in the House of Representatives, by the majority leader or the minority leader; and</text></subparagraph> <subparagraph id="H2CA19689A5AD4C808CF4AA13892541B7"><enum>(B)</enum><text>in the Senate, by the majority leader (or a designee of the majority leader) or the minority leader (or a designee of the minority leader).</text></subparagraph></paragraph>
<paragraph id="H564B9C8472894611B48875F61A7419A6"><enum>(3)</enum><header>Consideration in house of representatives</header>
<subparagraph id="H7F5C5713BAA74606A10980DDD1466960"><enum>(A)</enum><header>Reporting and discharge</header><text>Any committee of the House of Representatives to which a joint resolution of disapproval is referred shall report it to the House of Representatives without amendment not later than 10 calendar days after the date of referral. If a committee fails to report the joint resolution within that period, the committee shall be discharged from further consideration of the joint resolution and the joint resolution shall be referred to the appropriate calendar.</text></subparagraph> <subparagraph id="H877DDF55FB0D407C9CA457801ECD5027"><enum>(B)</enum><header>Proceeding to consideration</header><text>After each committee authorized to consider a joint resolution of disapproval reports it to the House of Representatives or has been discharged from its consideration, it shall be in order to move to proceed to consider the joint resolution of disapproval in the House of Representatives. All points of order against the motion are waived. The previous question shall be considered as ordered on the motion to its adoption without intervening motion. The motion shall not be debatable. A motion to reconsider the vote by which the motion is disposed of shall not be in order.</text></subparagraph>
<subparagraph id="H2A7986D36F4B4D439E77EF4730CC3F0E"><enum>(C)</enum><header>Consideration</header><text>The joint resolution of disapproval shall be considered as read. All points of order against the joint resolution of disapproval and against its consideration are waived. The previous question shall be considered as ordered on the joint resolution of disapproval to its passage without intervening motion except 2 hours of debate equally divided and controlled by the proponent and an opponent. A motion to reconsider the vote on passage of the joint resolution of disapproval shall not be in order.</text></subparagraph></paragraph> <paragraph id="H239D5CF4955A4154A328E8BA657D643F"><enum>(4)</enum><header>Consideration in the senate</header> <subparagraph id="H4B91679133804D4FABF94D42CBC0F8FE"><enum>(A)</enum><header>Committee referral</header><text>A joint resolution of disapproval introduced in the Senate shall be referred to the appropriate committee of the Senate.</text></subparagraph>
<subparagraph id="HF3AD1E00DFE0494C911281B3B723A978"><enum>(B)</enum><header>Reporting and discharge</header><text>If the appropriate committee of the Senate has not reported the joint resolution within 10 calendar days after the date of referral of the joint resolution, that committee shall be discharged from further consideration of the joint resolution and the joint resolution shall be placed on the appropriate calendar.</text></subparagraph> <subparagraph id="H4B3B30FC5EC04A2A960003E31060232D"><enum>(C)</enum><header>Proceeding to consideration</header><text>Notwithstanding Rule XXII of the Standing Rules of the Senate, it is in order at any time after the appropriate committee of the Senate reports a joint resolution of disapproval to the Senate or has been discharged from consideration of such a joint resolution to move to proceed to the consideration of the joint resolution, and all points of order against the joint resolution (and against consideration of the joint resolution) are waived. The motion to proceed is not debatable. The motion is not subject to a motion to postpone. A motion to reconsider the vote by which the motion is agreed to or disagreed to shall not be in order. Approval by the Senate of a motion to proceed to a joint resolution of disapproval shall require the affirmative vote of three-fifths of Members of the Senate, duly chosen and sworn.</text></subparagraph>
<subparagraph id="HB0FF2C676A604201893763B8B3BD67AF"><enum>(D)</enum><header>Consideration</header><text>Consideration in the Senate of a joint resolution of disapproval and of all debatable motions and appeals in connection therewith shall not exceed a total of 10 hours, which shall be divided equally between the majority and minority leaders or their designees. Any debatable motion or appeal is debatable for not to exceed 1 hour, to be divided equally between those favoring and those opposing the motion or appeal.</text></subparagraph> <subparagraph id="HB0F7F05EFEA94703BA1186D4B7AC20A6"><enum>(E)</enum><header>No amendments or motions</header><text>An amendment to a joint resolution of disapproval, a motion to postpone, a motion to proceed to the consideration of other business, or a motion to recommit the joint resolution is not in order.</text></subparagraph>
<subparagraph id="HE951C8F5F2A34CD090FAA19580ED5BD8"><enum>(F)</enum><header>Vote on joint resolution</header><text>If the Senate has voted to proceed to a joint resolution of disapproval, the vote on approval of the joint resolution shall occur immediately following the conclusion of consideration of the joint resolution, and a single quorum call if requested. Approval by the Senate of a joint resolution of disapproval shall require the affirmative vote of three-fifths of Members of the Senate, duly chosen and sworn.</text></subparagraph> <subparagraph id="H49F1CA80CE314D8092A29F833D4FCF56"><enum>(G)</enum><header>Consideration of veto messages</header><text>Consideration in the Senate of any veto message with respect to a joint resolution of disapproval, including all debatable motions and appeals in connection with the joint resolution, shall be limited to 10 hours, to be equally divided between, and controlled by, the majority leader and the minority leader or their designees.</text></subparagraph></paragraph>
<paragraph id="H7FCA799C752F4A0A96E2302DD3BDC8DA"><enum>(5)</enum><header>Treatment of house joint resolution in senate</header>
<subparagraph id="HA93C646AF2E349B68003C85B56FBC388"><enum>(A)</enum><text>If, before the passage by the Senate of a joint resolution of disapproval, the Senate receives an identical joint resolution from the House of Representatives, the following procedures shall apply:</text> <clause id="HC1BF3DED2B6B41D59DF310EBAC70D47C"><enum>(i)</enum><text>Joint resolution shall not be referred to a committee.</text></clause>
<clause id="H7C03A783C4584B3A860B1FB9CE6EC466"><enum>(ii)</enum><text>With respect to that joint resolution—</text> <subclause id="H86DBADCE11D747C1AEAFD5DA0608518E"><enum>(I)</enum><text>the procedure in the Senate shall be the same as if no joint resolution had been received from the House of Representatives; but</text></subclause>
<subclause id="H45A47B57E67D42BEBC739A67C40FE15F"><enum>(II)</enum><text>the vote on passage shall be on the joint resolution from the House of Representatives.</text></subclause></clause></subparagraph> <subparagraph id="H390467AC963E458B97F76ABE6C458937"><enum>(B)</enum><text>If the Senate passes a joint resolution of disapproval before receiving a joint resolution of disapproval from the House of Representatives, the joint resolution passed by the Senate shall be held at the desk pending receipt of the joint resolution from the House of Representatives. Upon receipt of a joint resolution from the House of Representatives that is identical to the joint resolution passed by the Senate, the Senate shall proceed to its immediate consideration and the joint resolution shall be considered read a third time and passed and the motion to reconsider be considered made and laid upon the table with no intervening action or debate.</text></subparagraph>
<subparagraph id="H6EBDA5DEA16143AC91C5D30C96B78FCA"><enum>(C)</enum><text>If a joint resolution of disapproval is received from the House, and no companion joint resolution has been introduced in the Senate, the Senate procedures under this subsection shall apply to the House joint resolution.</text></subparagraph></paragraph> <paragraph id="HF7DADF4FA7FE4386B4FD48654B05E4FA"><enum>(6)</enum><header>Rules of house of representatives and senate</header><text>This subsection is enacted by Congress—</text>
<subparagraph id="HC7C16484D09146AEADE370943B29909D"><enum>(A)</enum><text>as an exercise of the rulemaking power of the Senate and the House of Representatives, respectively, and as such is deemed a part of the rules of each House, respectively, and supersedes other rules only to the extent that it is inconsistent with such rules; and</text></subparagraph> <subparagraph id="H92B40E99A5084205B401F6B6E163217B"><enum>(B)</enum><text>with full recognition of the constitutional right of either House to change the rules (so far as relating to the procedure of that House) at any time, in the same manner, and to the same extent as in the case of any other rule of that House.</text></subparagraph></paragraph>
<paragraph id="H3310CF848DF24D188825FA384BAB8C18"><enum>(7)</enum><header>Definitions</header><text>In this subsection:</text> <subparagraph id="HF43ED671462848DC95A009A77583A14D"><enum>(A)</enum><header>Appropriate committee of the senate</header><text>The term <quote>appropriate committee of the Senate</quote> means—</text>
<clause id="HBCCF6CF983D74AF5A4FA4CF5EC0DA824"><enum>(i)</enum><text>with respect to the termination of any provision of section 115, the Committee on Finance of the Senate;</text></clause> <clause id="HEB07995285264256857D3155C083AD41"><enum>(ii)</enum><text>with respect to the termination of any provision of sections 102 through 114 that is intended to significantly alter United States foreign policy with regard to the Russian Federation, the Committee on Foreign Relations of the Senate; or</text></clause>
<clause id="H73EF54D4D53840109847BC14CDF27087"><enum>(iii)</enum><text>with respect to the termination of any provision of sections 102 through 114 that is not intended to significantly alter United States foreign policy with regard to the Russian Federation, the Committee on Banking, Housing, and Urban Affairs of the Senate.</text></clause></subparagraph> <subparagraph id="HCA021F6F97B34235A5B63F9D722D2320"><enum>(B)</enum><header>Appropriate committee of the house of representatives</header><text>The term <quote>appropriate committee of the House of Representatives</quote> means—</text>
<clause id="HFDC75353BCF543678119F282F461AE0C"><enum>(i)</enum><text>with respect to the termination of any provision of section 115, the Committee on Ways and Means of the House of Representatives;</text></clause> <clause id="HD74AAC1304984026A19C4C4088A649F1"><enum>(ii)</enum><text>with respect to the termination of any provision of sections 102 through 114 that is intended to significantly alter United States foreign policy with regard to the Russian Federation, the Committee on Foreign Affairs of the House of Representatives; or</text></clause>
