<section id="HBB861352A7CB4734BC7845C10B7684D7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Vaccine Transportation Access Act</short-title></quote>.</text></section> <section id="H3FE100CCC46E4F828C96AD70535B4D00"><enum>2.</enum><header>Grant program for vaccine access and mobility</header> <subsection id="HB974F45643FD4C99B22D6634201D15AA"><enum>(a)</enum><header>General authority</header> <paragraph id="HBE1A8963614847808AF17C932EF2C312"><enum>(1)</enum><header>Awards</header><text display-inline="yes-display-inline">The Secretary shall award grants to qualified community organizations to assist in financing projects to remove transportation barriers to accessing eligible vaccines for individuals from low-income communities, minority communities, or other communities in which transportation poses a barrier to health care access.</text></paragraph> 
<paragraph id="HD5EE9EAFB9124971AFD73A91A643471B"><enum>(2)</enum><header>Transfer of duties</header><text>The Secretary shall—</text> <subparagraph id="H03D72886AE2F4991A4CBF873414361D1"><enum>(A)</enum><text>enter into agreements with State health agencies for purposes of carrying out the duties assigned to the Secretary under this section; and</text></subparagraph> 
<subparagraph id="HD392AA6760B94BBC8626128C2B6DD2DE"><enum>(B)</enum><text>transfer to such agencies for such purposes funds appropriated to carry out this section.</text></subparagraph></paragraph></subsection> <subsection id="H6FCBE4EC1CF942009F22D93EEBEFCB1E"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">A qualified community organization seeking a grant under this section shall submit to the Secretary an application that contains—</text> 
<paragraph id="HBCF4AA86464946038EFCA5F856A5BBBA"><enum>(1)</enum><text>a description of the project to be funded through the grant;</text></paragraph> <paragraph id="H11E3949ADBAB456ABE477171C180F967"><enum>(2)</enum><text display-inline="yes-display-inline">an identification of all project partners and their specific role in the proposed project, including private for-profit and nonprofit entities engaged in the coordination of transportation services for the project; and</text></paragraph> 
<paragraph id="HE3FE8FD81A2F4A8BAD042EF8BA7B4184"><enum>(3)</enum><text>specific performance measures the qualified community organization will use to reduce cancellations or missed appointments.</text></paragraph></subsection> <subsection id="HD112AD81F2FA4F31AB856FF472FDCB6C"><enum>(c)</enum><header>Period of performance</header><text>Each grant awarded under subsection (a) shall be for a period of performance of not less than 6 months.</text></subsection> 
<subsection id="H75AC734D9092455ABBC02A5A8C31548D"><enum>(d)</enum><header>Use of funds</header><text>Each grant awarded under subsection (a)—</text> <paragraph id="H66DFAA5DB2704DC3B25F876B2C5DF94E"><enum>(1)</enum><text display-inline="yes-display-inline">shall be used to develop, expand, and enhance access to transportation to and from sites for receipt of an eligible vaccine by individuals from low-income communities, minority communities, or other communities in which transportation poses a barrier to health care access; and</text></paragraph> 
<paragraph id="H888D7C7F054647A18061A20575FB710E"><enum>(2)</enum><text>may be used to—</text> <subparagraph id="HE0F20BFA06F24F4CB9FA8EE52D8E6570"><enum>(A)</enum><text display-inline="yes-display-inline">provide prescheduled or on-demand transportation to and from a site for administration of an eligible vaccine; or</text></subparagraph> 
<subparagraph id="H49A74E77C7004D8BAB2105BD8F86D610"><enum>(B)</enum><text display-inline="yes-display-inline">provide first and last mile transportation services for appointments for administration of such a vaccine.</text></subparagraph></paragraph></subsection> <subsection id="HAE61418E54F7468A8BB30EA2749867DA"><enum>(e)</enum><header>Reporting</header> <paragraph id="HC0DE3A63DE634AFE99DDBFB21C09B133"><enum>(1)</enum><header>Grant recipients</header><text>As a condition on receipt of a grant under this section, a grantee shall agree to submit to the Secretary, not later than 6 months after the completion of the period of performance of the grant, a report containing such information as the Secretary determines necessary to evaluate performance under the grant.</text> </paragraph> 
<paragraph id="HF126EC5CF07C40F69E815340A3823009"><enum>(2)</enum><header>Annual report to Congress</header><text display-inline="yes-display-inline">Not later than one year after the date of enactment of this Act, and annually thereafter during the term of the grant program under this section, the Secretary shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate a report containing a summary of the information received by the Secretary during the preceding year under paragraph (1).</text></paragraph> </subsection> <subsection id="H32FBC1A7E305432288B973F612A5EDA4"><enum>(f)</enum><header>Definitions</header><text>For purposes of this section:</text> 
<paragraph id="HD24CEBF9D8CE44BE963903797787A16F"><enum>(1)</enum><header>Eligible vaccine</header><text display-inline="yes-display-inline">The term <term>eligible vaccine</term> means any immunization that—</text> <subparagraph id="HF273957D8CB54E37B817E0170E20C033"><enum>(A)</enum><text>had in effect a recommendation from the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention with respect to the individual involved as of October 25, 2024, including such an immunization as updated or changed after that date under a supplement to a biologics license application approved by the Food and Drug Administration; or</text></subparagraph>
<subparagraph id="H1A4455545E664777999D5CD49B2A1ED2"><enum>(B)</enum><text display-inline="yes-display-inline">is recommended under evidenced-based, clinical care guidelines published by one or more United States professional medical societies.</text></subparagraph></paragraph> <paragraph id="H43461497BEB44BC7A910FD037D2FA9FA"><enum>(2)</enum><header>First and last mile</header><text>The term <term>first and last mile</term> means, with respect to transportation services and an individual’s trip to and from a vaccine appointment—</text> 
<subparagraph id="H119C14F312B94FC980C4AC74A3B04AAF"><enum>(A)</enum><text display-inline="yes-display-inline">transportation—</text> <clause id="H7FBD7E1284F94767A391392C209D528E"><enum>(i)</enum><text>between the individual’s point of trip origin and a source of public transit; and</text></clause> 
<clause id="H5EC5D6CA9D0F49C39F3CDC1BA3F28231"><enum>(ii)</enum><text>between a source of public transit and the individual’s destination; or</text></clause></subparagraph> <subparagraph id="H3E26FB233A164E75B79601B9B8E5DDA3"><enum>(B)</enum><text display-inline="yes-display-inline">where no source of public transit is available, transportation between the individual’s point of trip origin and the individual’s destination.</text></subparagraph></paragraph> 
<paragraph id="HD49790983AAB4C918BB0B7B36E95E322"><enum>(3)</enum><header>Qualified community organization</header><text>The term <term>qualified community organization</term> means an organization that—</text> <subparagraph id="H99C35A12DA6F4D29BE40B24C028A1B2E"><enum>(A)</enum><text>is a nonprofit organization; and</text></subparagraph> 
<subparagraph id="HE2059F6790A242FA94732FD60466B590"><enum>(B)</enum><text>has experience in—</text> <clause id="H2B0E2DE0FE614BA0B3EE68326369AB5F"><enum>(i)</enum><text>managing Federal grants; and</text></clause> 
<clause id="H7A6F78E62DCD48428F7C29CA00192323"><enum>(ii)</enum><text>providing services to low-income or minority communities or communities that disproportionately experience disparities in health status and health care access.</text></clause></subparagraph></paragraph> <paragraph id="H64101623390F414983FD0AC42A034034"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Health and Human Services.</text></paragraph></subsection> 
<subsection id="H714CE9CFA94C4F71B8C806EBD10CBCBB"><enum>(g)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as may be necessary to carry out this section.</text></subsection></section> <section id="H1BD82FD510FB451EB342BC1C6C993F19"><enum>3.</enum><header>Federal medical assistance percentage</header><text display-inline="no-display-inline">Section 1905(b) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396d">42 U.S.C. 1396d(b)</external-xref>) is amended by adding at the end the following new sentence: <quote>Notwithstanding the first sentence of this subsection, the Federal medical assistance percentage shall be 100 per centum with respect to amounts expended for nonemergency transportation benefits provided to individuals eligible for medical assistance under this subchapter that are attributable to transportation costs incurred on or after the date of the enactment of this sentence related to providing eligible vaccines (as defined in section 2(f) of the Vaccine Transportation Access Act) to such individuals under the State plan.</quote>.</text></section>
