R. 6715</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20251215">December 15, 2025</action-date><action-desc><sponsor name-id="H001102">Mr. Harris of North Carolina</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit sexual exploitation and sexually explicit depictions of minors, and for other purposes.</official-title></form><legis-body id="H0D9C6476C6314C17B979BD23A047DB48" style="OLC"><section id="HAB0280E39CD94AA78A44A9D6AF5F8B5B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Child Predators Accountability Act of 2025</short-title></quote>.</text></section><section id="H927EB48334434218BF99FA1B7B7082FF"><enum>2.</enum><header>Preventing sexual exploitation and sexually explicit depictions of minors</header><subsection id="HEDA01F5D249D45088F7DA9E371C24DD8"><enum>(a)</enum><header>Sexual exploitation of children</header><text display-inline="yes-display-inline">Section 2251(a) of title 18, United States Code, is amended by inserting after <quote>coerces any minor to engage in,</quote> the following: <quote>or be depicted engaging in,</quote>.</text></subsection><subsection id="H891218BA7CA94D64AB07680604C9E3EE"><enum>(b)</enum><header>Sexually explicit depictions of a minor for importation</header><text>Section 2260(a) of title 18, United States Code, is amended by inserting after <quote>coerces any minor to engage in,</quote> the following: <quote>or be depicted engaging in,</quote>.</text></subsection><subsection id="HAD0E4999F49B4E48BA60BD3FDA15676D" commented="no"><enum>(c)</enum><header>Definition</header><text display-inline="yes-display-inline">Section 2256 of title 18, United States Code, is amended—</text><paragraph id="H096C571DF3F248C9A6A470CEB4D9DE7A"><enum>(1)</enum><text>in paragraph (10), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="H40D32638001A472E94E79A5AA2FEE8D1"><enum>(2)</enum><text>in paragraph (11), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H679C0FD565F9419B97F52B4F03C248BA"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="USC" id="H478E449A9548491382B0467D8C57E1B5" display-inline="no-display-inline"><paragraph id="HB2563D9FB63B4198A0AD9CB474A1F4F7" commented="no"><enum>(12)</enum><text display-inline="yes-display-inline"><quote>engage in</quote>, when used with respect to a minor depicted in a visual depiction of sexually explicit conduct, includes—</text><subparagraph id="H20A75CEA3FA2436EAFDCF2E0EB650139" commented="no"><enum>(A)</enum><text>the participation of the minor in the sexually explicit conduct; or</text></subparagraph><subparagraph id="H411C52A29A94464E9C4D90D2A9743BDC" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">the depiction of the minor in the visual depiction of the sexually explicit conduct, regardless of whether the minor participated in such conduct, if the defendant intentionally included such minor in the visual depiction.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
