R. 658</legis-num><current-chamber display="yes">IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260203">February 3, 2026</action-date><action-desc>Received; read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To amend title 38, United States Code, to establish qualifications for the appointment of a person as a marriage and family therapist, qualified to provide clinical supervision, in the Veterans Health Administration.</official-title></form><legis-body id="H5DAD152046184CBAA8D24B66D675F58F" style="OLC"><section id="H88604DBAC7E34C4BA4F58CF4BC544402" section-type="section-one"><enum>1.</enum><header>Establishment of qualifications for the appointment of a person as a marriage and family therapist, qualified to provide clinical supervision, in the Veterans Health Administration</header><text display-inline="no-display-inline">Section 7402(b)(10) of title 38, United States Code, is amended—</text><paragraph id="H3EDC7CFE21314D4698B20DD6CB7DE17F"><enum>(1)</enum><text>by redesignating subparagraphs (A) and (B) as clauses (i) and (ii), respectively;</text></paragraph><paragraph id="HCE47876135EB40A08569A5C80F88F968"><enum>(2)</enum><text>by inserting <quote><header-in-text level="subparagraph" style="USC">(A)</header-in-text></quote> before <quote>To be eligible</quote>; and</text></paragraph><paragraph id="HE6A92EF74BBD4C99983934D9E39B66D4"><enum>(3)</enum><text>by adding at the end the following new subparagraph (B):</text><quoted-block style="USC" id="H320F65358B5843A49B49C65E96A493B6" display-inline="no-display-inline"><subparagraph id="HB36C1A671D8844979D795CEA18058200" indent="up2"><enum>(B)</enum><text display-inline="yes-display-inline">To be eligible to be appointed to a marriage and family therapist position and qualified to provide clinical supervision, a person must—</text><clause id="H8C9877599B764764A3C5D865C2502066"><enum>(i)</enum><text>have the qualifications set forth in subparagraph (A); and</text></clause><clause id="HE0436304ED24433381AE0D31BEE59FE2"><enum>(ii)</enum><text display-inline="yes-display-inline">be recognized by the State described in clause (ii) of such subparagraph as a provider of, or<pagebreak></pagebreak> otherwise allowed by such State to provide, clinical supervision.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body><attestation><attestation-group><attestation-date date="20260202" chamber="House">Passed the House of Representatives February 2, 2026.</attestation-date><attestor display="yes">Kevin F.
