R. 6524</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20251209">December 9, 2025</action-date><action-desc><sponsor name-id="H001072">Mr. Hill of Arkansas</sponsor> (for himself, <cosponsor name-id="D000629">Ms. Davids of Kansas</cosponsor>, <cosponsor name-id="D000624">Mrs. Dingell</cosponsor>, <cosponsor name-id="C001126">Mr. Carey</cosponsor>, and <cosponsor name-id="M000317">Ms. Malliotakis</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to extend the work opportunity credit and to make employers of social security disability insurance beneficiaries eligible for such credit, and for other purposes.</official-title></form><legis-body id="HCE6ECAE153344C17854BD6B6377C2744" style="OLC"><section id="HD5F794E36CD045439E4A7F537CAD9C30" commented="no" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Individuals Rejoin Employment Act</short-title></quote> or the <quote><short-title>HIRE Act</short-title></quote>.</text></section><section id="HCCE36BBAA3664F7BABBE65F1BCB3D127"><enum>2.</enum><header>Extension and modification of work opportunity tax credit</header><subsection id="HDB771D0B404C4CE89A6E84946FC39ECC"><enum>(a)</enum><header>Extension of credit</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/51">Section 51(c)(4)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>December 31, 2025</quote> and inserting <quote>December 31, 2030</quote>.</text></subsection><subsection id="H7065F6DC0E1A4D10ABB183F04F95564F"><enum>(b)</enum><header>Credit for hiring social security disability insurance beneficiaries</header><paragraph id="H7E310E59EE094EC5B706156339D81E8E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Section 51(d)(1) of such Code is amended by striking <quote>or</quote> at the end of subparagraph (I), by striking the period at the end of subparagraph (J) and inserting <quote>, or</quote>, and by adding at the end the following new subparagraph:</text><quoted-block style="OLC" id="H65560E9CBCFD465FA5A94DEB0932822A" display-inline="no-display-inline"><subparagraph id="H117F25AB79184E76B1D6FA729DE23A2A"><enum>(K)</enum><text display-inline="yes-display-inline">a qualified social security disability insurance beneficiary.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H7F8A776447AF4FC58FB2F9E9EA7C5828"><enum>(2)</enum><header>Qualified social security disability insurance beneficiary</header><text>Section 51(d) of such Code is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="H01E026F4182A4D4CAA7DECCB2E38D731" display-inline="no-display-inline"><paragraph id="HBF84B816885E4288B14FAA9C1F91744C"><enum>(16)</enum><header>Qualified social security disability insurance beneficiary</header><text display-inline="yes-display-inline">The term <term>qualified social security disability insurance beneficiary</term> means any individual who is certified by the designated local agency as being entitled to disability insurance benefits under title II of the Social Security Act for any month ending within the 60-day period ending on the hiring date.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H1FCEC5B93866496496F6B1E4822C448F"><enum>(c)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply to individuals who begin work for the employer after December 31, 2025.</text></subsection></section></legis-body></bill>
