provided otherwise, any reference to <quote>this Act</quote> contained in any division of this Act shall be treated as referring only to the provisions of that division.</text></section><division id="id450c13455cb5439aa7fad4f2479ec755" style="appropriations"><enum>A</enum><header display-inline="yes-display-inline">CONTINUING APPROPRIATIONS ACT, 2027</header><section id="id9033d5f1e606434c9b9afaaeb5b6be08" section-type="undesignated-section"><text display-inline="yes-display-inline">The following sums are hereby appropriated, out of any money in the Treasury not otherwise appropriated, and out of applicable corporate or other revenues, receipts, and funds, for the several departments, agencies, corporations, and other organizational units of Government for fiscal year 2027, and for other purposes, namely:</text></section><section id="ide61f497631a847e8b6aa70b80d55438a"><enum>101.</enum><text display-inline="yes-display-inline">Such amounts as may be necessary, at a rate for operations as provided in the applicable appropriations Acts for fiscal year 2026 and under the authority and conditions provided in such Acts, for continuing projects or activities (including the costs of direct loans and loan guarantees) that are not otherwise specifically provided for in this Act, that were conducted in fiscal year 2026, and for which appropriations, funds, or other authority were made available in the following appropriations Acts:</text><paragraph id="id38cb2e69f8fc48c4a08d1c1caee80135"><enum>(1)</enum><text>The Agriculture, Rural Development, Food and Drug Administration, and Related Agency Appropriations Act, 2026 (division B of <external-xref legal-doc="public-law" parsable-cite="pl/119/37">Public Law 119–37</external-xref>).</text></paragraph><paragraph id="id71642e95d7b74aa786de9ee393d7c0b5"><enum>(2)</enum><text>The Commerce, Justice, Science, and Related Agencies Appropriations Act, 2026 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/119/74">Public Law 119–74</external-xref>), except sections 521(c)(2) and 544.</text></paragraph><paragraph id="idc7168eb2c54d402fb919aba9f6f69171"><enum>(3)</enum><text>The Department of Defense Appropriations Act, 2026 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/119/75">Public Housing and Urban Development, and Related Agencies Appropriations Act, 2026 (division D of <external-xref legal-doc="public-law" parsable-cite="pl/119/75">Public Law 119–75</external-xref>), as amended by sections 153(b) and 156(a) of this Act.</text></paragraph></section><section id="idc362d0a531084ffcad1e4c7e15e98453"><enum>102.</enum><subsection commented="no" display-inline="yes-display-inline" id="id11cdf45294854a5eac21d3fe8bbf3092"><enum>(a)</enum><text display-inline="yes-display-inline">No appropriation or funds made available or authority granted pursuant to section 101 for the Department of Defense shall be used for:</text><paragraph id="idaf4cc7a5c8a149afa7fad5d49c51666e"><enum>(1)</enum><text>the new production of items not funded for production in fiscal year 2026 or prior years;</text></paragraph><paragraph id="idb10aed1e269a4ad0b7bdea8b74633ad2"><enum>(2)</enum><text>the increase in production rates above those sustained with fiscal year 2026 funds; or</text></paragraph><paragraph id="ida2b857ba215948f58d5ebe4305c7f675"><enum>(3)</enum><text>the initiation, resumption, or continuation of any project, activity, operation, or organization (defined as any project, subproject, activity, budget activity, program element, and subprogram within a program element, and for any investment items defined as a P–1 line item in a budget activity within an appropriation account and an R–1 line item that includes a program element and subprogram element within an appropriation account) for which appropriations, funds, or other authority were not available during fiscal year 2026.</text></paragraph></subsection><subsection id="id868c83c462ab4920be30459bc8a6349d"><enum>(b)</enum><text>No appropriation or funds made available or authority granted pursuant to section 101 for the Department of Defense shall be used to initiate multi-year procurements utilizing advance procurement funding for economic order quantity procurement unless specifically appropriated later.</text></subsection></section><section id="id2ed60ae8f1ee433eb21ffda4d2645437"><enum>103.</enum><text display-inline="yes-display-inline">Appropriations made by section 101 shall be available to the extent and in the manner that would be provided by the pertinent appropriations Act.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id348c33f3b0914bf9ae33950d7e3b4d37"><enum>104.</enum><text display-inline="yes-display-inline">Except as otherwise provided in section 102, no appropriation or funds made available or authority granted pursuant to section 101 shall be used to initiate or resume any project or activity for which appropriations, funds, or other authority were not available during fiscal year 2026.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idf92c12c3ef5e438b95edc4d64a1110e2"><enum>105.</enum><text display-inline="yes-display-inline">Appropriations made and authority granted pursuant to this Act shall cover all obligations or expenditures incurred for any project or activity during the period for which funds or authority for such project or activity are available under this Act.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id5f6f808da41b4511aa5e88a806dd9fcf"><enum>106.</enum><text display-inline="yes-display-inline">Unless otherwise provided for in this Act or in the applicable appropriations Act for fiscal year 2027, appropriations and funds made available and authority granted pursuant to this Act shall be available until whichever of the following first occurs:</text><paragraph id="id3b0fec02b7b0493798c82c11842658bb"><enum>(1)</enum><text>The enactment into law of an appropriation for any project or activity provided for in this Act.</text></paragraph><paragraph id="id16738fd8e09f460aa942f35265f2d8e1"><enum>(2)</enum><text>The enactment into law of the applicable appropriations Act for fiscal year 2027 without any provision for such project or activity.</text></paragraph><paragraph id="id33f0935a6eac4056aff7bcb6d8112b59"><enum>(3)</enum><text>December 11, 2026.</text></paragraph></section><section id="idb23376fae8e340fa854c25d32ddad2a6"><enum>107.</enum><text display-inline="yes-display-inline">Expenditures made pursuant to this Act shall be charged to the applicable appropriation, fund, or authorization whenever a bill in which such applicable appropriation, fund, or authorization is contained is enacted into law.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idf4cdfc9f9d404afdab58cacb16c74e6e"><enum>108.</enum><text display-inline="yes-display-inline">Appropriations made and funds made available by or authority granted pursuant to this Act may be used without regard to the time limitations for submission and approval of apportionments set forth in section 1513 of title 31, United States Code, but nothing in this Act may be construed to waive any other provision of law governing the apportionment of funds.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="iddf61451379c84711abcfa9a0f29ce174"><enum>109.</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of this Act, except section 106, for those programs that would otherwise have high initial rates of operation or complete distribution of appropriations at the beginning of fiscal year 2027 because of distributions of funding to States, foreign countries, grantees, or others, such high initial rates of operation or complete distribution shall not be made, and no grants shall be awarded for such programs funded by this Act that would impinge on final funding prerogatives.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="ide0839b8c51734e268798830c09d2b366"><enum>110.</enum><text display-inline="yes-display-inline">This Act shall be implemented so that only the most limited funding action of that permitted in the Act shall be taken in order to provide for continuation of projects and activities.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idf06be57064934156a354f3a5254f29ba"><enum>111.</enum><subsection commented="no" display-inline="yes-display-inline" id="id9c92cb634b89435c886183461255c36f"><enum>(a)</enum><text display-inline="yes-display-inline">For entitlements and other mandatory payments whose budget authority was provided in appropriations Acts for fiscal year 2026, and for activities under the Food and Nutrition Act of 2008, activities shall be continued at the rate to maintain program levels under current law, under the authority and conditions provided in the applicable appropriations Act for fiscal year 2026, to be continued through the date specified in section 106(3).</text></subsection><subsection id="idbafe881f02b44343ab77c2b95037d77a"><enum>(b)</enum><text>Notwithstanding section 106, obligations for mandatory payments due on or about the first day of any month that begins after October 2026 but not later than 30 days after the date specified in section 106(3) may continue to be made, and funds shall be available for such payments.</text></subsection></section><section id="id8be6b7ad4a284fd3b54f945f4332ab63"><enum>112.</enum><text display-inline="yes-display-inline">Amounts made available under section 101 for civilian personnel compensation and benefits in each department and agency may be apportioned up to the rate for operations necessary to avoid furloughs within such department or agency, consistent with the applicable appropriations Act for fiscal year 2026, except that such authority provided under this section shall not be used until after the department or agency has taken all necessary actions to reduce or defer non-personnel-related administrative expenses.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idecc7ee5c0b2b47d6bc1762594288da9f"><enum>113.</enum><text display-inline="yes-display-inline">Funds appropriated by this Act may be obligated and expended notwithstanding section 10 of <external-xref legal-doc="public-law" parsable-cite="pl/91/672">Public Law 91–672</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/22/2412">22 U.S.C. 2412</external-xref>), section 15 of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2680">22 U.S.C. 2680</external-xref>), section 313 of the Foreign Relations Authorization Act, Fiscal Years 1994 and 1995 (<external-xref legal-doc="usc" parsable-cite="usc/22/6212">22 U.S.C. 6212</external-xref>), and section 504(a)(1) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3094">50 U.S.C. 3094(a)(1)</external-xref>).</text></section><section id="id4cf1912a377542d7a1870cbe245e28ff"><enum>114.</enum><subsection commented="no" display-inline="yes-display-inline" id="id0958afaa4cfe4c91a42413e4a03a53ed"><enum>(a)</enum><paragraph commented="no" display-inline="yes-display-inline" id="idce9825d7bba84e3c8a8025df6792d742"><enum>(1)</enum><text display-inline="yes-display-inline">For each amount incorporated by reference in this Act that was previously designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, each provision of law designating each such amount as an emergency requirement pursuant to such section shall not apply.</text></paragraph><paragraph id="id790cb7a11fa6467f98ff809dadc647f3" indent="up1"><enum>(2)</enum><text>Each amount incorporated by reference in this Act that was designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, or pursuant to section 4001(a)(1) of S. Con. Res. 14 (117th Congress), the concurrent resolution on the budget for fiscal year 2022, and to legislation establishing fiscal year 2026 budget enforcement in the House of Representatives, and each amount provided, repurposed, or rescinded by sections 125 and 153(a) of this Act, is designated by the Congress as an emergency requirement pursuant to section 4001(a)(1) of S. Con. Res. 14 (117th Congress), the concurrent resolution on the budget for fiscal year 2022, and to legislation establishing fiscal year 2026 or 2027 budget enforcement in the House of Representatives, as applicable.</text></paragraph></subsection><subsection id="idc76c5d2599e647de997f0713b000326d"><enum>(b)</enum><text>Each amount incorporated by reference in this Act that was previously designated by the Congress as being for disaster relief pursuant to section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985 is designated by the Congress as being for disaster relief pursuant to a concurrent resolution on the budget.</text></subsection><subsection id="id9fd5eba439994dcdab3f01967a180ac4"><enum>(c)</enum><text>Each amount incorporated by reference in this Act that was previously designated in division B of <external-xref legal-doc="public-law" parsable-cite="pl/117/159">Public Law 117–159</external-xref>, division J of <external-xref legal-doc="public-law" parsable-cite="pl/117/58">Public Law 117–58</external-xref>, or in section 443(b) of division G of <external-xref legal-doc="public-law" parsable-cite="pl/117/328">Public Law 117–328</external-xref> by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget shall continue to be treated as an amount specified in section 103(b) of division A of <external-xref legal-doc="public-law" parsable-cite="pl/118/5">Public Law 118–5</external-xref>.</text></subsection></section><section id="idf38fc636d2764691800c797f732e57e1"><enum>115.</enum><subsection commented="no" display-inline="yes-display-inline" id="id942e470f89994e21a8813c9ae7ea4b72"><enum>(a)</enum><text display-inline="yes-display-inline">Rescissions or cancellations of discretionary budget authority that continue pursuant to section 101 in Treasury Appropriations Fund Symbols (TAFS)—</text><paragraph id="id523ea580939e4d8fac66df7be9f90549"><enum>(1)</enum><text>to which other appropriations are not provided by this Act, but for which there is a current applicable TAFS that does receive an appropriation in this Act; or</text></paragraph><paragraph id="ide9e0509fc9d2462f960851d246b879ed"><enum>(2)</enum><text>which are no-year TAFS and receive other appropriations in this Act, may be continued instead by reducing the rate for operations otherwise provided by section 101 for such current applicable TAFS, as long as doing so does not impinge on the final funding prerogatives of the Congress.</text></paragraph></subsection><subsection id="id25a165833e6946c9a009096b93bee83e"><enum>(b)</enum><text>Rescissions or cancellations described in subsection (a) shall continue in an amount equal to the lesser of—</text><paragraph id="id146fa17728544bf1a371b4b19d11f1f3"><enum>(1)</enum><text>the amount specified for rescission or cancellation in the applicable appropriations Act referenced in section 101 of this Act; or</text></paragraph><paragraph id="id1955950eaced43bb8bcc1d520c88dfb7"><enum>(2)</enum><text>the amount of balances available, as of October 1, 2026, from the funds specified for rescission or cancellation in the applicable appropriations Act referenced in section 101 of this Act.</text></paragraph></subsection><subsection id="ideae6725487314a9fba81d26320f5755f"><enum>(c)</enum><text>No later than November 20, 2026, the Director of the Office of Management and Budget shall provide to the Committees on Appropriations of the House of Representatives and the Senate a comprehensive list of the rescissions or cancellations that will continue pursuant to section 101: <proviso><italic>Provided,</italic></proviso> That the information in such comprehensive list shall be periodically updated to reflect any subsequent changes in the amount of balances available, as of October 1, 2026, from the funds specified for rescission or cancellation in the applicable appropriations Act referenced in section 101, and such updates shall be transmitted to the Committees on Appropriations of the House of Representatives and the Senate upon request.</text></subsection></section><section id="id65860604b5e54143a831a4f9968996ff"><enum>116.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Farm Service Agency—Agricultural Credit Insurance Fund Program Account</quote> may be apportioned up to the rate for operations necessary to accommodate approved applications for direct and guaranteed farm ownership loans, as authorized by <external-xref legal-doc="usc" parsable-cite="usc/7/1922">7 U.S.C. 1922 et seq.</external-xref></text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id6967bd5142484457bd4f8447458379f0"><enum>117.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 to the Department of Agriculture for <quote>Domestic Food Programs—Food and Nutrition Service—Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)</quote> may be apportioned at the rate for operations necessary to maintain participation.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id5f9476ea92e14ce4af828987e1c6abe6"><enum>118.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 to the Department of Agriculture for <quote>Domestic Food Programs—Food and Nutrition Service—Commodity Assistance Program</quote> may be apportioned up to the rate for operations necessary to maintain current program caseload in the Commodity Supplemental Food Program.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id05b6062090914db197326ebdd697b04f"><enum>119.</enum><text display-inline="yes-display-inline">Section 260 of the Agricultural Marketing Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/7/1636i">7 U.S.C. 1636i</external-xref>) and section 942 of the Livestock Mandatory Reporting Act of 1999 (<external-xref legal-doc="usc" parsable-cite="usc/7/1635">7 U.S.C. 1635</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/106/78">Public Law 106–78</external-xref>) shall be applied by substituting the date specified in section 106(3) of this Act for <quote>September 30, 2026</quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idad9e0f4d5b424d3380b9594bf7c4fdeb"><enum>120.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Department of Commerce—Bureau of the Census—Periodic Censuses and Programs</quote> may be apportioned up to the rate for operations necessary to maintain the buildup and testing of all integrated systems and operations necessary for the 2030 Decennial Census Program.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id8c9802bb63664acf82cba9b0d10b1632"><enum>121.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Department of Commerce—National Oceanic and Atmospheric Administration—Procurement, Acquisition and Construction</quote> shall be apportioned at the rate for operations necessary to maintain the planned launch schedules for the Geostationary Extended Observations (GeoXO) satellite system.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id2b6b05229e46449cb5d49680891dfa46"><enum>122.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Department of Justice—Legal Activities—Salaries and Expenses, General Legal Activities</quote> may be apportioned up to the rate for operations necessary to support the legal activities of the Department of Justice.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idd85d28aab4954cf0a9f531188d54e51b"><enum>123.</enum><text rate for operations necessary to maintain Federal judicial security programs and protective operations.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idd448809fdfdb4f69819cbcf272b739be"><enum>124.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Department of Justice—Federal Bureau of Investigation—Salaries and Expenses</quote> may be apportioned up to the rate for operations necessary to prepare for the 2028 Olympic Games, and for risk reduction and modification of National Security Systems.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id398da8914f7147dc8ac22146daf437b7"><enum>125.</enum><subsection commented="no" display-inline="yes-display-inline" id="id7f9a5c827dfb4659bb51fb5b116f53dd"><enum>(a)</enum><text display-inline="yes-display-inline">The remaining unobligated balances, as of September 30, 2026, from amounts made available for <quote>Department of Commerce—National Telecommunications and Information Administration—Middle Mile Deployment</quote> in division J of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/58">Public Law 117–58</external-xref>) are hereby rescinded, and in addition to amounts otherwise provided by section 101, an amount of additional new budget authority equivalent to the amount rescinded pursuant to this subsection is hereby appropriated on September 30, 2026, for an additional amount for fiscal year 2026, to remain available until September 30, 2027, and shall be available for the same purposes for which such funds were originally appropriated, in addition to other funds as may be available for such purposes.</text></subsection><subsection id="id3ab73220f6af404faa52450dc8e31da8"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="ida8e58814ec014a0db48bd3e443f62cf1"><enum>(1)</enum><text>Subject to paragraph (2), this section shall become effective immediately upon enactment of this Act.</text></paragraph><paragraph id="id260f666b7576467c9f133547ac8807fe" indent="up1"><enum>(2)</enum><text>If this Act is enacted after September 30, 2026, this section shall be applied as if it were in effect on September 30, 2026.</text></paragraph></subsection></section><section id="id95d1b922a4bf4501ba13d47391dd6172"><enum>126.</enum><text display-inline="yes-display-inline">Notwithstanding sections 102 and 104, amounts made available by section 101 to the Department of Defense for <quote>Procurement—Shipbuilding and Conversion, Navy</quote> may be apportioned up to the rate for operations necessary to fund prior year shipbuilding cost increases for the following programs funded in prior years under such heading:</text><paragraph id="ide4912856856845959bb2f7e988e9076a"><enum>(1)</enum><text>2013/2027 Carrier Replacement Program, in an amount not to exceed $324,000,000;</text></paragraph><paragraph id="id60c6b083a23041328efd5623a56cb01a"><enum>(2)</enum><text>2017/2027 DDG 51 Program, in an amount not to exceed $24,503,000;</text></paragraph><paragraph id="idb31a81d129d5499e841f3274bd1218c8"><enum>(3)</enum><text>2017/2027 LHA Replacement Program, in an amount not to exceed $164,300,000;</text></paragraph><paragraph id="id4ffa51e9f01f4fc487637cd18f6414b6"><enum>(4)</enum><text>2018/2027 Virginia Class Submarine Program, in an amount not to exceed $44,244,000;</text></paragraph><paragraph id="id3653fbd70a994bb68d1bee9bd7cccf12"><enum>(5)</enum><text>2018/2027 DDG 51 Program, in an amount not to exceed $69,919,000;</text></paragraph><paragraph id="id13bd7b332b3d46e99e3afb896e6ae719"><enum>127.</enum><text display-inline="yes-display-inline">Notwithstanding sections 102 and 104, amounts made available by section 101 to the Department of Defense for <quote>Procurement—Procurement, Defense-Wide</quote> may be apportioned up to the rate for operations necessary for National Security Systems in an amount not to exceed $2,853,000,000.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id322b0de99ceb4e868e9082e92c7a1d2e"><enum>128.</enum><text display-inline="yes-display-inline">Notwithstanding section 101, the first proviso in each of sections 8090 and 8094 of division A of <external-xref legal-doc="public-law" parsable-cite="pl/119/75">Public Law 119–75</external-xref> shall be applied by substituting <quote>advances</quote> for <quote>reimbursements</quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id4f7f952505174ebcba7f95db4ac0dc96"><enum>129.</enum><text display-inline="yes-display-inline">During the period covered by this Act, section 103(f)(4)(A) of <external-xref legal-doc="public-law" parsable-cite="pl/108/361">Public Law 108–361</external-xref> (the Calfed Bay-Delta Authorization Act) shall be applied by substituting <quote>$40,000,000</quote> for <quote>$32,600,000</quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id01a4af2463f64716aad803de488a5344"><enum>130.</enum><subsection commented="no" display-inline="yes-display-inline" id="idead89d11c4ac491c951ac8e509728794"><enum>(a)</enum><text display-inline="yes-display-inline">Notwithstanding section 104, amounts made available by section 101 for <quote>Department of Energy—Atomic Energy Defense Activities—National Nuclear Security Administration—Weapons Activities</quote> shall be available and may be apportioned up to the rate for operations necessary—</text><paragraph id="id80704cb2de8a4347a2691afb584fa810"><enum>(1)</enum><text>to prevent project demobilization and shutdown activities for <quote>17–D–640 U1a Complex Enhancements Project, NNSS</quote> and <quote>24–D–513 ZEUS Test Bed Facilities Improvement (ZTBFI), NNSS</quote>;</text></paragraph><paragraph id="ide227a1a7d6944126a697ddac372d388d"><enum>(2)</enum><text>to prevent termination of the design-build contract for <quote>23–D–517 Electrical Power Capacity Upgrade, LANL</quote>; and</text></paragraph><paragraph id="id2abd43359922416a97a4d15f50b29876"><enum>(3)</enum><text>to maintain current level of activities and ongoing studies for <quote>Studies and Assessments</quote>.</text></paragraph></subsection><subsection id="id32523bafdaac4459a35a663cc397ebff"><enum>(b)</enum><text>Section 301(d) of division B of <external-xref legal-doc="public-law" parsable-cite="pl/119/74">Public Law 119–74</external-xref>, as continued in effect by section 101, shall not apply to amounts used for the purposes specified in subsection (a).</text></subsection><subsection id="id13694ca4e0db46548dffc3778415d618"><enum>(c)</enum><text>The Director of the Office of Management and Budget and the Secretary of Energy shall notify the Committees on Appropriations of the House of Representatives and the Senate not later than 3 days after each use of the authority provided in subsection (a).</text></subsection></section><section id="idef6546c56e424347954a08ec0f99e2d7"><enum>131.</enum><subsection commented="no" display-inline="yes-display-inline" id="idbe77e3befaae4bf6acdb65f3a126c621"><enum>(a)</enum><text display-inline="yes-display-inline">Notwithstanding section 104, amounts made available by section 101 for <quote>Department of Energy—Atomic Energy Defense Activities—Environmental and Other Defense Activities—Defense Environmental Cleanup</quote> shall be available and may be apportioned up to the rate for operations necessary to carry out long-lead procurements within the CD–3A authorization for <quote>21–D–401 Hoisting Capability Project</quote> at the Waste Isolation Pilot Plant.</text></subsection><subsection id="id2bf7b52193304ef2be3c835496100a7c"><enum>(b)</enum><text>Section 301(d) of division B of <external-xref legal-doc="public-law" parsable-cite="pl/119/74">Public Law 119–74</external-xref>, as continued in effect by section 101, shall not apply to amounts used for the purpose specified in subsection (a).</text></subsection><subsection id="id03cb0a32ded7496fafa9c6ed3aa94490"><enum>(c)</enum><text>The Director of the Office of Management and Budget and the Secretary of Energy shall notify the Committees on Appropriations of the House of Representatives and the Senate not later than 3 days after each use of the authority provided in subsection (a).</text></subsection></section><section id="id14c9c33d7e354df29b1272df977a24c0"><enum>132.</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of this Act, except section 106, the District of Columbia may expend local funds made available under the heading <quote>District of Columbia—District of Columbia Funds</quote> for such programs and activities under the District of Columbia Appropriations Act, 2026 (title IV of division E of <external-xref legal-doc="public-law" parsable-cite="pl/119/75">Public Law 119–75</external-xref>) at the rate set forth in the Fiscal Year 2027 Local Budget Act of 2026 (D.C. Act 26–379) as modified, as of the date of enactment of this Act.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id5cbb2e1f7e924627bc6f736a89f62e6a"><enum>133.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Small Business Administration—Business Loans Program Account</quote> may be apportioned up to the rate for operations necessary to accommodate increased demand for commitments for general business loans authorized under paragraphs (1) through (35) of section 7(a) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)</external-xref>), for guarantees of trust certificates authorized by section 5(g) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/634">15 U.S.C. 634(g)</external-xref>), for commitments to guarantee loans under section 503 of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/697">15 U.S.C. 697</external-xref>), and for commitments to guarantee loans for debentures under section 303(b) of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/683">15 U.S.C. 683(b)</external-xref>).</text></section><section id="id2e460d4db4f9467d9c67f6229a52edab"><enum>134.</enum><text display-inline="yes-display-inline">Section 1(b) of <external-xref legal-doc="public-law" parsable-cite="pl/117/25">Public Law 117–25</external-xref> (135 Stat. 297; 136 Stat. 2133; 136 Stat. 5984; 139 Stat. 46, 140 Stat. 629) shall be applied in each of paragraphs (3) and (4) by substituting the date specified in section 106(3) of this Act for <quote>September 30, 2026</quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id160c2b89923b4c5dbe434a389323b7cd"><enum>135.</enum><text display-inline="yes-display-inline">Notwithstanding section 104, amounts made available by section 101 to <quote>Department of the Treasury—Departmental Offices—Salaries and Expenses</quote> shall be available for operations necessary to host the G7 Financial Summit and other G7 related activities as proposed in the fiscal year 2027 President’s Budget, submitted pursuant to section 1105(a) of title 31, United States Code, and accompanying justification materials.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id4811262d8b3749beb950646f0c8c6a15"><enum>136.</enum><text display-inline="yes-display-inline">Notwithstanding section 101, section 747 of division E of <external-xref legal-doc="public-law" parsable-cite="pl/119/75">Public Law 119–75</external-xref> shall be applied by—</text><paragraph id="id6fa17c6c8fe54b9c8404a4169977935a"><enum>(1)</enum><text>substituting <quote>2026</quote> for <quote>2025</quote> each place it appears;</text></paragraph><paragraph id="id820e20a4ffce4dceb6e7542c48cd5414"><enum>(2)</enum><text>substituting <quote>2027</quote> for <quote>2026</quote> each place it appears;</text></paragraph><paragraph id="idd2514a3841f94cffa2f6f8c98dc4b809"><enum>(3)</enum><text>substituting <quote>2028</quote> for <quote>2027</quote>; and</text></paragraph><paragraph id="id188784764c744518be77b986b643ad81"><enum>(4)</enum><text>substituting <quote>section 747 of division E of <external-xref legal-doc="public-law" parsable-cite="pl/119/75">Public Law 119–75</external-xref></quote> for <quote>section 747 of division B of <external-xref legal-doc="public-law" parsable-cite="pl/118/47">Public Law 118–47</external-xref>, as continued in effect and modified by section 1605 of title VI of division A of <external-xref legal-doc="public-law" parsable-cite="pl/119/4">Public Law 119–4</external-xref> (as continued in effect and modified by division A of <external-xref legal-doc="public-law" parsable-cite="pl/119/37">Public Law 119–37</external-xref>)</quote> each place it appears.</text></paragraph></section><section id="id1414315d56be4d7292e66a9536d58c30"><enum>137.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 to the Department of Homeland Security under the heading <quote>Federal Emergency Management Agency—Disaster Relief Fund</quote> may be apportioned up to the rate for operations necessary to carry out response and recovery activities under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5121">42 U.S.C. 5121 et seq.</external-xref>).</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idcf348deb4ad8477cb3609b75450dc145"><enum>138.</enum><text display-inline="yes-display-inline">During the period covered by this Act, section 225(e) of division A of <external-xref legal-doc="public-law" parsable-cite="pl/116/6">Public Law 116–6</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/49/44901">49 U.S.C. 44901</external-xref> note) shall be applied by substituting <quote>fiscal years 2019 through 2027</quote> for <quote>fiscal years 2019 through 2026</quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idaabcebab35be4508b4f8c4b8a54c96b1"><enum>139.</enum><subsection commented="no" display-inline="yes-display-inline" id="id2d6c40392e9d4cf0a196211fef0d971d"><enum>(a)</enum><text display-inline="yes-display-inline">Sections 1309(a) and 1319 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4016">42 U.S.C. 4016(a)</external-xref> and 4026) shall be applied by substituting the date specified in section 106(3) of this Act for <quote>September 30, 2026</quote>.</text></subsection><subsection id="id5bdb0a61addb4d1085d43c971cc2d36b"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id67a3e28541e64a37bc17f6b0a36ecd60"><enum>(1)</enum><text>Subject to paragraph (2), this section shall become effective immediately upon enactment of this Act.</text></paragraph><paragraph id="ide99ba793107445779c1821f08d0ca3a6" indent="up1"><enum>(2)</enum><text>If this Act is enacted after September 30, 2026, this section shall be applied as if it were in effect on September 30, 2026.</text></paragraph></subsection></section><section id="id057d371ba59b4337a3cce4ae7fa9b63d"><enum>140.</enum><text display-inline="yes-display-inline">Notwithstanding section 104, amounts made available by section 101 to the Department of the Interior for <quote>Departmental Offices—Office of the Secretary—Departmental Operations</quote> shall be available for the assumption of functions and activities performed by the Office of Navajo and Hopi Indian Relocation (ONHIR) as authorized by <external-xref legal-doc="public-law" parsable-cite="pl/93/531">Public Law 93–531</external-xref> (commonly known as the <quote>Navajo-Hopi Land Settlement Act of 1974</quote>), to ensure the full and complete discharge of the functions of ONHIR.</text></section><section id="id91f595e589b243868f8a0b91187d1e5d"><enum>141.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Department of the Interior—Department-Wide Programs—Wildland Fire Management</quote>, <quote>Department of the Interior—Department-Wide Programs—Wildfire Suppression Operations Reserve Fund</quote>, <quote>Department of Agriculture—Forest Service—Wildland Fire Management</quote>, and <quote>Department of Agriculture—Forest Service—Wildfire Suppression Operations Reserve Fund</quote> may be apportioned up to the rate for operations necessary for wildfire suppression activities.</text></section><section id="id0085ca7d322049518812e08bd3e9a57c"><enum>142.</enum><text display-inline="yes-display-inline">During the period covered by this Act, section 1701 of division B of <external-xref legal-doc="public-law" parsable-cite="pl/117/43">Public Law 117–43</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/5/5547">5 U.S.C. 5547</external-xref> note) shall be applied by substituting <quote>calendar years 2021 through 2027</quote> for <quote>2021 or 2022 or 2023 or 2024</quote> each place it appears.</text></section><section id="idd7f3092f31e24873b63eb73674e70218"><enum>143.</enum><subsection commented="no" display-inline="yes-display-inline" id="ida2961c4d90e34806bd737b587d75bd47"><enum>(a)</enum><text display-inline="yes-display-inline">In addition to amounts otherwise provided by section 101, amounts are provided for <quote>Department of Health and Human Services—Indian Health Service—Indian Health Services</quote> at a rate for operations of $75,774,000, for an additional amount for costs of staffing and operating facilities that were opened, renovated, or expanded in fiscal years 2022, 2026, and 2027, and such amounts may be apportioned up to the rate for operations necessary to staff and operate such facilities. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="id968ea0e7e5cd47299b0df4c00ca0441c"><enum>(b)</enum><text display-inline="yes-display-inline">In addition to amounts otherwise provided by section 101, amounts are provided for <quote>Department of Health and Human Services—Indian Health Service—Indian Health Facilities</quote> at a rate for operations of $8,296,000, for an additional amount for costs of staffing and operating facilities that were opened, renovated, or expanded in fiscal years 2022, 2026, and 2027, and such amounts may be apportioned up to the rate for operations necessary to staff and operate such facilities. </text></subsection></section><section id="idec9bccd650da4954bde796e22c179735"><enum>144.</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of law, no adjustment shall be made under section 601(a) of the Legislative Reorganization Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/2/4501">2 U.S.C. 4501</external-xref>) (relating to cost of living adjustments for Members of Congress) during the period covered by this Act.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id4a152b6c3e944f568d418b875d25abf6"><enum>145.</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of this Act, there is appropriated—</text><paragraph id="id183ca3671ede44c3b9a5a1be6d30bef1"><enum>(1)</enum><text>for payment to Alfredia Scott, widow of David A. Scott, late a Representative from the State of Georgia, $174,000; and</text></paragraph><paragraph id="iddbce2a7cb85e4071b128a828c6e2186e"><enum>(2)</enum><text>for payment to the heir at law of Lindsey O. Graham, late a Senator from the State of South Carolina, $174,000.</text></paragraph></section><section id="idce963c4d6f214b9182264042053d5fde"><enum>146.</enum><text display-inline="yes-display-inline">Notwithstanding sections 102 and 104, amounts made available by section 101 for <quote>Department of Defense—Military Construction, Army</quote> and <quote>Department of Defense—Military Construction, Navy and Marine Corps</quote> and unobligated balances from prior year appropriations under these headings may be used by the Secretary of the Army and Secretary of the Navy to carry out military construction not otherwise authorized by law for Military Unaccompanied Housing facilities at the Medical Education Training Complex at Joint Base San Antonio: <proviso><italic>Provided,</italic></proviso> That no amounts may be made available pursuant to the matter preceding this proviso from amounts that were specified in the table referenced in the second proviso under each such heading in division J of <external-xref legal-doc="public-law" parsable-cite="pl/117/328">Public Law 117–328</external-xref>, division A of <external-xref legal-doc="public-law" parsable-cite="pl/118/42">Public Law 118–42</external-xref>, or division D of <external-xref legal-doc="public-law" parsable-cite="pl/119/37">Public Law 119–37</external-xref>, or from amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.</text></section><section id="idd47dcf996a534660b532caf9cf6a3065"><enum>147.</enum><text display-inline="yes-display-inline">Amounts made available by section 101 for <quote>Department of Transportation—Office of the Secretary—Payments to Air Carriers</quote> may be apportioned up to the rate for operations necessary to maintain Essential Air Service program operations.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id140800d590e945fe88d77ba1e7ff5d4f"><enum>148.</enum><text display-inline="yes-display-inline">Notwithstanding section 101, the following language in title I of division D of <external-xref legal-doc="public-law" parsable-cite="pl/119/75">Public Law 119–75</external-xref> shall be applied as if it were struck:</text><paragraph id="id4cb05a97daf74020a9d497051ff38732"><enum>(1)</enum><text>the fourth and fifth provisos in the undesignated paragraph under the second instance of the heading <quote>Federal Aviation Administration—Grants-in-Aid for Airports</quote>;</text></paragraph><paragraph Administration—Capital Investment Grants</quote> that were available for obligation through fiscal year 2021 shall remain available through fiscal year 2031 for the liquidation of valid obligations 2026.</text></paragraph></subsection></section><section id="iddc0687356b0a48ad87bbbeec4ce3be31"><enum>150.</enum><subsection commented="no" display-inline="yes-display-inline" id="ida2c7162938d646da9a0dca83323fcbf5"><enum>(a)</enum><text display-inline="yes-display-inline">The remaining unobligated balances, as of September 30, 2026, from amounts made available in paragraph (1) of the fourth proviso under the heading <quote>Department of Transportation—Federal Highway Administration—Highway Infrastructure Programs</quote> in division L of the Consolidated Appropriations Act, 2023 (<external-xref legal-doc="public-law" parsable-cite="pl/117/328">Public Law 117–328</external-xref>) are hereby rescinded, and in addition to amounts otherwise made available by section 101, an amount of additional new budget authority equivalent to the amount rescinded pursuant to this subsection is hereby appropriated on September 30, 2026, for an additional amount for fiscal year 2026, to remain available until September 30, 2027, and shall be available for the same purposes for which such funds were originally appropriated.</text></subsection><subsection id="id048a58925700406eb8703032f9c2cfc0"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id23ed21ffa5b64e95b510dff713221c00"><enum>(1)</enum><text>Subject to paragraph (2), this section shall become effective immediately upon enactment of this Act.</text></paragraph><paragraph id="idebfa3f925e0b4aa5b18d6c1b89ff583e" indent="up1"><enum>(2)</enum><text>If this Act is enacted after September 30, 2026, this section shall be applied as if it were in effect on September 30, 2026.</text></paragraph></subsection></section><section id="id3e8c976b06484e14ad032e4280525c12"><enum>151.</enum><subsection commented="no" display-inline="yes-display-inline" id="idcacbed1d22fe4e0c80818c2edbbe521d"><enum>(a)</enum><text display-inline="yes-display-inline">The remaining unobligated balances, as of September 30, 2026, from amounts made available for <quote>Department of Transportation—Federal Aviation Administration—Research, Engineering, and Development</quote> in division F of the Consolidated Appropriations Act, 2024 (<external-xref legal-doc="public-law" parsable-cite="pl/118/42">Public Law 118–42</external-xref>) are hereby rescinded, and in addition to amounts otherwise provided by section 101, an amount of additional new budget authority equivalent to the amount rescinded pursuant to this subsection is hereby appropriated on September 30, 2026, for an additional amount for fiscal year 2026, to remain available until September 30, 2027, and shall be available for the same purposes for which such funds were originally appropriated, in addition to other funds as may be available for such purposes.</text></subsection><subsection id="id630ac9f75b794e6187c041dae285a22c"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id522dad1da4704d7385f7b2e6def2fac6"><enum>(1)</enum><text>Subject to paragraph (2), this section shall become effective immediately upon enactment of this Act.</text></paragraph><paragraph id="id86881739eba64d429d7f5d762472aafd" indent="up1"><enum>(2)</enum><text>If this Act is enacted after September 30, 2026, this section shall be applied as if it were in effect on September 30, 2026.</text></paragraph></subsection></section><section id="id6852d75d02914fc9bbf74834b1ae8241"><enum>152.</enum><subsection commented="no" display-inline="yes-display-inline" id="id829fbf242cc74af3ac2f89fe592f8fa2"><enum>(a)</enum><text display-inline="yes-display-inline">Section 239(b) of division F of the Consolidated Appropriations Act, 2024 (<external-xref legal-doc="public-law" parsable-cite="pl/118/42">Public Law 118–42</external-xref>) is amended by striking <quote>fiscal year 2026</quote> and inserting <quote>fiscal year 2027</quote>.</text></subsection><subsection id="id5501bc0ea57d4e4990b130f8f44730d7"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id126e51451bdd4627a54a255938e754b5"><enum>(1)</enum><text>Subject to paragraph (2), the amendments made by this section shall become effective immediately upon enactment of this Act.</text></paragraph><paragraph id="id091309042f6e4450bcfb52244412175a" indent="up1"><enum>(2)</enum><text>If this Act is enacted after September 30, 2026, the amendments made by this section shall be applied as if they were in effect on September 30, 2026.</text></paragraph></subsection></section><section id="id6867728cbe364537b3a01dd74e45faa6"><enum>153.</enum><subsection commented="no" display-inline="yes-display-inline" id="idc239fff6d10345bf82c04f48126a4a03"><enum>(a)</enum><text display-inline="yes-display-inline">Notwithstanding section 106, during fiscal year 2027, the Secretary of Housing and Urban Development may use the unobligated balances of amounts made available in prior fiscal years under the heading <quote>Department of Housing and Urban Development—Public and Indian Housing—Tenant-Based Rental Assistance</quote>, except amounts made available in paragraphs (4) and (5) under such heading in division D of the Consolidated Appropriations Act, 2026 (<external-xref legal-doc="public-law" parsable-cite="pl/119/75">Public Law 119–75</external-xref>), to support additional allocations under subparagraph (D) of paragraph (1) of such heading only as needed to prevent the termination of rental assistance for families as the result of insufficient funding in the calendar year 2026 funding cycle.</text></subsection><subsection id="idaa8086d19f494bd29a79b8a0c5173bda"><enum>(b)</enum><text>Paragraph (2) under the heading <quote>Department of Housing and Urban Development—Public and Indian Housing—Tenant-Based Rental Assistance</quote> in division D of the Consolidated Appropriations Act, 2026 (<external-xref legal-doc="public-law" parsable-cite="pl/119/75">Public Law 119–75</external-xref>) is amended by—</text><paragraph commented="no" display-inline="no-display-inline" id="idf7861a7856314395a3e411aad4141383"><enum>(1)</enum><text display-inline="yes-display-inline">inserting <quote>emergency housing vouchers (section 3202(b) of <external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f</external-xref>)) for all dwelling units under lease as of September 30, 2026 (which shall not be replacement vouchers and shall be provided prior to the end of calendar year 2026),</quote> after <quote>mandatory and voluntary conversions,</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb1a443d7a8274286b1bed56e08aca61a"><enum>(2)</enum><text display-inline="yes-display-inline">striking the last proviso.</text></paragraph></subsection></section><section id="id57d6946423c6424f978551f9f4f0a1aa"><enum>154.</enum><subsection commented="no" display-inline="yes-display-inline" id="idbe5eaa0fd1464cc384976dda7c0599b1"><enum>(a)</enum><text display-inline="yes-display-inline">The remaining unobligated balances, as of September 30, 2026, from amounts made available for <quote>Department of Housing and Urban Development—Community Planning and Development—Homeless Assistance Grants</quote> in division F of the Consolidated Appropriations Act, 2024 (<external-xref legal-doc="public-law" parsable-cite="pl/118/42">Public Law 118–42</external-xref>) are hereby rescinded, and in addition to amounts otherwise provided by section 101, an amount of additional new budget authority equivalent to the amount rescinded pursuant to this subsection is hereby appropriated on September 30, 2026, for an additional amount for fiscal year 2026, to remain available until September 30, 2027, and shall be available for the same purposes for which such funds were originally appropriated, in addition to other funds as may be available for such purposes.</text></subsection><subsection id="idb30402ad68a6443e800b80f280e3ab3a"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id1b66bcd794bd4ad49d2bee80f06b1ed4"><enum>(1)</enum><text>Subject to paragraph (2), this section shall become effective immediately upon enactment of this Act.</text></paragraph><paragraph id="id6cbc66d7c96f4bf08a735dbef96333b3" indent="up1"><enum>(2)</enum><text>If this Act is enacted after September 30, 2026, this section shall be applied as if it were in effect on September 30, 2026.</text></paragraph></subsection></section><section id="id2e6d8770da484b619f046df224299a44"><enum>155.</enum><subsection commented="no" display-inline="yes-display-inline" id="idf2e67367b40e47cca6f205f4a33a7375"><enum>(a)</enum><text display-inline="yes-display-inline">The remaining unobligated balances, as of September 30, 2026, from amounts made available for <quote>Department of Housing and Urban Development—Fair Housing and Equal Opportunity—Fair Housing Activities</quote> by the Full-Year Continuing Appropriations Act, 2025 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/119/4">Public Law 119–4</external-xref>) are hereby rescinded, and in addition to amounts otherwise made available by section 101, an amount of additional new budget authority equivalent to the amount rescinded pursuant to this subsection is hereby appropriated on September 30, 2026, for an additional amount for fiscal year 2026, to remain available until September 30, 2027, and shall be available for the same purposes for which such funds were originally appropriated, in addition to other funds as may be available for such purposes.</text></subsection><subsection id="idf8c53e51041b4ee49a91545b25286f9f"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="idcc2787a5e411474e8b9ea0c3bf7f5676"><enum>(1)</enum><text>Subject to paragraph (2), this section shall become effective immediately upon enactment of this Act.</text></paragraph><paragraph id="idd9448955f49e43bcae4be0cff232f04b" indent="up1"><enum>(2)</enum><text>If this Act is enacted after September 30, 2026, this section shall be applied as if it were in effect on September 30, 2026.</text></paragraph></subsection></section><section id="id57647a7418e247daa955de0bdef7953e"><enum>156.</enum><subsection commented="no" display-inline="yes-display-inline" id="id6dcd4af660c04c08bb570a0c212bedee"><enum>(a)</enum><text display-inline="yes-display-inline">Section 239 of division D of the Consolidated Appropriations Act, 2026 (<external-xref legal-doc="public-law" parsable-cite="pl/119/75">Public Law 119–75</external-xref>) is hereby repealed and the unobligated balance of amounts made available under such section 239(d) is hereby rescinded.</text></subsection><subsection id="idd893ed6830444632b029c3049cece09f"><enum>(b)</enum><text>Notwithstanding section 106, for fiscal years 2027 through 2029, the Secretary of Housing and Urban Development (<quote>Secretary</quote>) may, through competition, including a first-come, first served competition, satisfy the full indebtedness relating to any remaining principal and interest under financial assistance made available under section 201 of the Housing and Community Development Amendments of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/12/1715z-1a">12 U.S.C. 1715z–1a</external-xref>) (<quote>Flex Sub loan</quote>).</text><paragraph id="id4e7332bdb65b431dbf76b424c951d2b3"><enum>(1)</enum><text>The Secretary may only satisfy a loan under this subsection for properties with—</text><subparagraph id="id8a8c5498f6d346378fb260069d6421bb"><enum>(A)</enum><text>at least one, but fewer than 100 assisted units;</text></subparagraph><subparagraph id="idc664d62380d945768cff3c17c97fddb5"><enum>(B)</enum><text>a Flex Sub loan with an unpaid principal balance of $1,500,000 or more;</text></subparagraph><subparagraph id="id8f8f435656284e73845a8a130c5068c1"><enum>(C)</enum><text>not for profit ownership;</text></subparagraph><subparagraph id="idacaf66a0146249a188283bb3350d1d51"><enum>(D)</enum><text>a score of 90 or higher on the most recent REAC inspection from fiscal year 2025 or 2026; and</text></subparagraph><subparagraph id="id8dae8525c2bc4fc18e6dd66ccf4bd580"><enum>(E)</enum><text>a most recent management and occupancy review score of <quote>above average</quote> or <quote>superior</quote> from fiscal year 2025 or 2026.</text></subparagraph></paragraph><paragraph id="id40157aba06e5428c8553148802a21633"><enum>(2)</enum><text>The Secretary may set such terms and conditions as the Secretary determines are appropriate to carry out this subsection, including:</text><subparagraph id="id59c656f25b7349b4a24a084e3090dcb4"><enum>(A)</enum><text>Different maturity dates or interest rate terms;</text></subparagraph><subparagraph id="id1540ffa1d8c940dcb32bbae7a90e1069"><enum>(B)</enum><text>Extension of affordability use agreements; and</text></subparagraph><subparagraph id="id77a2097907974a2bae71749303c00032"><enum>(C)</enum><text>Other measures to ensure the long-term stability of operations at the property.</text></subparagraph></paragraph><paragraph id="idd5d3a5571c1040bd965219c6e9c22aa2"><enum>(3)</enum><text>There is hereby appropriated $6,258,174.91, to remain available until September 30, 2029, to carry out the purposes of this subsection, in addition to amounts otherwise available for such purposes.</text></paragraph></subsection><subsection id="id4655869ff05545c3b8caef4b392de7c0"><enum>(c)</enum><text>Of the unobligated balances in Treasury Appropriations Fund Symbol 86 X 0303 and made available prior to fiscal year 2020, $4,258,174.91 are hereby rescinded.</text></subsection></section><section id="idf3d353d833364d6f855cef2a9f857bb5"><enum>157.</enum><subsection commented="no" display-inline="yes-display-inline" id="id3db1d81eaa43469489051339a573ea29"><enum>(a)</enum><text display-inline="yes-display-inline">Notwithstanding section 106, through December 11, 2026, a rule to revise the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly known as the <quote>Uniform Guidance</quote>), arising out of the notice of proposed rulemaking titled <quote>Regulation for Federal Financial Assistance</quote>, which was published in the Federal Register on May 29, 2026, or a substantially similar rule, shall not be issued or finalized.</text></subsection><subsection id="id93fd63d01d514e7880b5633198978791"><enum>(b)</enum><text>Notwithstanding section 106, if a rule described in subsection (a) is issued or finalized prior to the enactment of this Act, such rule shall not have force or take effect through December 11, 2026.</text></subsection><subsection id="idbacbfd4fd10844048b9eafd569f9334f"><enum>(c)</enum><text>This section shall become effective immediately upon enactment of this Act.</text></subsection></section><section id="idf2e17bc824cb4c1e8fa405ed20bab69f" section-type="undesignated-section"><text display-inline="yes-display-inline">This division may be cited as the <quote>Continuing Appropriations Act, 2027</quote>.</text></section></division><division id="ide9ddf5c2fc5345d5ac0df71611720f55" style="OLC"><enum>B</enum><header>Authorizing extensions</header><section id="id882bcb21cf62432a8f8f5fb3ff7f1307"><enum>2001.</enum><header>United States Grain Standards Act extension</header><subsection commented="no" display-inline="no-display-inline" id="id2ead7e7acfe7419cbc9b6649258a0105"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Sections 7(j)(5), 7A(l)(4), and 21(e) of the United States Grain Standards Act (<external-xref legal-doc="usc" parsable-cite="usc/7/79">7 U.S.C. 79(j)(5)</external-xref>, 79a(l)(4), 87j(e)) shall be applied by substituting <quote>December 11, 2026</quote> for <quote>September 30, 2025</quote> each place it appears.</text></subsection><subsection id="id6d2a9bb75d8c40578728eee79b7e9526"><enum>(b)</enum><header>Certain limitations and authorizations</header><text>Sections 7D and 19(a) of the United States Grain Standards Act (<external-xref legal-doc="usc" parsable-cite="usc/7/79d">7 U.S.C. 79d</external-xref>, 87h(a)) shall be applied by substituting <quote>2027</quote> for <quote>2025</quote> each place it appears.</text></subsection></section><section id="id9504b7d54fad40f2ab9e1b5daccc1532"><enum>2002.</enum><header>Forest Service Participation in ACES Program</header><text display-inline="no-display-inline">Section 8302(b) of the Agricultural Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/16/3851a">16 U.S.C. 3851a(b)</external-xref>) shall be applied by substituting <quote>December 11, 2026</quote> for <quote>October 1, 2023</quote>.</text></section><section id="id9df6ac77740542e9adab31808c69ea13"><enum>2003.</enum><header>Food for Peace Act</header><text display-inline="no-display-inline">Section 408 of the Food for Peace Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1736b">7 U.S.C. 1736b</external-xref>) shall be applied by substituting <quote>December 11, 2026</quote> for <quote>December 31, 2023</quote>.</text></section><section id="id97e1af9be1aa4ee7b07a30f3c1480e69"><enum>2004.</enum><header>Extension of Defense Production Act of 1950</header><text display-inline="no-display-inline">Section 717(a) of the Defense Production Act of 1950 (<external-xref legal-doc="usc" parsable-cite="usc/50/4564">50 U.S.C. 4564(a)</external-xref>) is amended by striking <quote>September 30, 2026</quote> and inserting <quote>December 11, 2026</quote>.</text></section><section id="idfe146201b5cc4415aa47705fc7ef5a1f"><enum>2005.</enum><header>Toxic Substances Control Act fee authority</header><text display-inline="no-display-inline">Section 26(b) of the Toxic Substances Control Act (<external-xref legal-doc="usc" parsable-cite="usc/15/2625">15 U.S.C. 2625(b)</external-xref>) is amended by striking paragraph (6) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id89809333e6fa4052aea7aa2675a606fa" changed="added" reported-display-style="italic"><paragraph id="id0357fc226067467bb37ae7e1bd255d25"><enum>(6)</enum><header>Termination</header><text>The authority provided by this subsection shall terminate on December 11, 2026, unless otherwise reauthorized or modified by Congress.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="iddce7035de1704cacbb8ca75a671ea359"><enum>2006.</enum><header>Disaster relief for the Northern Mariana Islands</header><text display-inline="no-display-inline">Section 1108(g) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1308">42 U.S.C. 1308(g)</external-xref>) is amended—</text><paragraph id="id27f50bd4bbee426abf8e24cc241d4a0f"><enum>(1)</enum><text>in paragraph (2), in the matter preceding subparagraph (A), by striking <quote>paragraphs (3), (5), and (14)</quote> and inserting <quote>the succeeding provisions of this subsection</quote>; and</text></paragraph><paragraph id="id9a2d4a4c803245e2a4823dc5c8b76140"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1811ad60132d46759681d781f4f29618" changed="added" reported-display-style="italic"><paragraph id="id07ea9900dc3d41518ad36f4ec71ccece"><enum>(15)</enum><header>Temporary disaster relief for the Northern Mariana Islands</header><subparagraph commented="no" display-inline="no-display-inline" id="id6b870e107a944c87815061de4a799341"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall increase the total amount otherwise determined under this subsection for the Northern Mariana Islands for the period beginning on October 1, 2025, and ending on September 30, 2026, by $21,400,000. The additional amount made available under the preceding sentence shall remain available until expended.</text></subparagraph><subparagraph id="id073a308944c84775bafcf06183302249"><enum>(B)</enum><header>Special rules</header><text>The increase described in subparagraph (A)—</text><clause id="idbddeb7a79c514c7787a2425cc06d7d3b"><enum>(i)</enum><text>shall apply to the total amount certified by the Secretary under title XIX for payment to the Northern Mariana Islands for services attributable to fiscal year 2026, notwithstanding that payments for any such services are made by the Northern Mariana Islands in fiscal year 2027; Internal Revenue Code of 1986.</text></paragraph></section><title id="id00be7a5318fb44c98eb63c0fb8934a94"><enum>I</enum><header>Surface transportation programs</header><section id="id40217c03207a40b0bf4630ff932a6266"><enum>3101.</enum><header>Extension of Federal surface transportation programs</header><subsection id="idc9f3981cb8a249cf8c0e989f836173f5"><enum>(a)</enum><header>In general</header><text>Except as otherwise provided in this division, the requirements, authorities, conditions, eligibilities, limitations, and other provisions authorized under the covered laws, which would otherwise expire on or cease to apply after September 30, 2026, are incorporated by reference and shall continue in effect through the extension end date.</text></subsection><subsection id="id03311ec1e1b34803a9658d39efcd2862"><enum>(b)</enum><header>Authorization of appropriations</header><paragraph id="id5326c34a9d894a8db476e211211abd9d"><enum>(1)</enum><header>Highway trust fund</header><subparagraph id="id3f25dc3be08c4e26aa1d1e6ff7d8430b"><enum>(A)</enum><header>Highway account</header><text>There is authorized to be appropriated from the Highway Account for fiscal year 2027, for each program with respect to which amounts are authorized to be appropriated from such account for fiscal year 2026, an amount equal to the extension fraction of the amount authorized for appropriation with respect to the program from such account under the covered laws for fiscal year 2026.</text></subparagraph><subparagraph id="id120c0d6f29d84153ba5bab8379412f47"><enum>(B)</enum><header>Mass transit account</header><text>There is authorized to be appropriated from the Mass Transit Account for fiscal year 2027, for each program with respect to which amounts are authorized to be appropriated from such account for fiscal year 2026, an amount equal to the extension fraction of the amount authorized for appropriation with respect to the program from such account under the covered laws for fiscal year 2026.</text></subparagraph></paragraph><paragraph id="id3c284e5674644c28963d2d8c8ee0e91d"><enum>(2)</enum><header>General fund</header><text>There is authorized to be appropriated for fiscal year 2027, for each program under the covered laws with respect to which amounts are authorized to be appropriated for fiscal year 2026 from an account other than the Highway Account or the Mass Transit Account, an amount that is not less than the extension fraction of the amount authorized for appropriation with respect to the program under the covered laws for fiscal year 2026.</text></paragraph></subsection><subsection id="id30d18f1c4ddb45a1acddb2a65db6f1f6"><enum>(c)</enum><header>Use of funds</header><paragraph id="id9a6c9d560f1f4b7b98e895b6965c1888"><enum>(1)</enum><header>In general</header><text>Amounts authorized to be appropriated for fiscal year 2027 with respect to a program under subsection (b) shall be distributed, administered, limited, and made available for obligation in the same manner as amounts authorized to be appropriated with respect to the program for fiscal year 2026 under the covered laws.</text></paragraph><paragraph id="idd9bf14ed350f439983771f96c8f063f3"><enum>(2)</enum><header>Apportionment notice to States</header><text>Section 104(e)(2) of title 23, United States Code, shall not apply for fiscal year 2027.</text></paragraph></subsection><subsection id="id617f238120214ec9b22207d13762ef28"><enum>(d)</enum><header>Obligation limitation</header><text>A program for which amounts are authorized to be appropriated under subsection (b)(1) shall be subject to a limitation on obligations for fiscal year 2027 in an amount equal to the extension fraction of the limitation on obligations for the program for fiscal year 2026 and in the same manner as the limitation applicable with respect to the program for fiscal year 2026.</text></subsection></section><section id="idcd4922d9f5324c5ab15bdd665a781baa"><enum>3102.</enum><header>Appalachian Regional Commission</header><subsection commented="no" display-inline="no-display-inline" id="idd4121ab5570a4bc78b803c2cdeeda1c5"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">During the extension period, section 14703 of title 40, United States Code, shall be applied—</text><paragraph commented="no" display-inline="no-display-inline" id="id4118b71d093b473887843e08cbf05abc"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)(6), by substituting <quote>2027</quote> for <quote>2026</quote>; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3f6ff986e1054666985796f2ccdddca9"><enum>(2)</enum><text>in subsection (c), by substituting <quote>2027</quote> for <quote>2026</quote>; and</text></paragraph><paragraph commented="no" <quote>2026</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id113c4e8e9da4419abe216cde54450c79"><enum>(b)</enum><header>Termination</header><text>During the extension period, section 14704 of title 40, United States Code, shall be applied by substituting <quote>2027</quote> for <quote>2026</quote>.</text></subsection></section><section id="id72190827ce3747fdaa2523ec5d4ba4e8" commented="no"><enum>3103.</enum><header>Sport fishing</header><text display-inline="no-display-inline">During the extension period, section 4 of the Dingell-Johnson Sport Fish Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/777c">16 U.S.C. 777c</external-xref>) shall be applied—</text><paragraph commented="no" display-inline="no-display-inline" id="id89f604ace5fd4bae98130e7a914f0568"><enum>(1)</enum><text>in subsection (a), in the matter preceding paragraph (1), by substituting <quote>2027</quote> for <quote>2026</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2741f7bc55914fd9aa9f855d9410040d"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)—</text><subparagraph commented="no" display-inline="no-display-inline" general</header><text>Notwithstanding section 118(b) of title 23, United States Code, any funds authorized from the Highway Trust Fund (other than the Mass Transit Account) under section 11101 of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/58">Public Law 117–58</external-xref>; 135 Stat. 443) for a program described in subsection (b) that would otherwise lapse on September 30, 2026, shall be available until September 30, 2027.</text></subsection><subsection id="idaff31b375efe40a7ac2f707ca9fddf60"><enum>(b)</enum><header>Program
