R. 6481</legis-num><associated-doc role="report" display="yes">[Report No. 119–553]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20251204">December 4, 2025</action-date><action-desc><sponsor name-id="S001211">Mr. Stanton</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><action display="yes"><action-date date="20260316">March 16, 2026</action-date><action-desc>Additional sponsor: <cosponsor name-id="P000605">Mr. Perry</cosponsor></action-desc></action><action display="yes"><action-date date="20260316">March 16, 2026</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed<pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Administrator of General Services and the Director of the Federal Protective Service to establish guidance relating to emergency communication protocols for public buildings, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="HDAAF26524C244A4E8FE16E471096F5B6" style="OLC"><section id="HC0E3CD2DCE424EA496F87FE841748021" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Building Threat Notification Act</short-title></quote>.</text></section><section id="H1D5148E0AFFB4C6C9D3229D4DAF880CD"><enum>2.</enum><header>Guidance for buildings</header><subsection id="HA3763867B1E34A1B9904D05C70DDF05A"><enum>(a)</enum><header>Life safety events defined</header><text>In this section, the term <term>life safety events</term> means events to which first responders, including law enforcement, fire and emergency rescue, and natural disaster experts, deploy.</text></subsection><subsection id="H778A003ECBE441E09E61BA0A5E01B0E4"><enum>(b)</enum><header>Guidance</header><paragraph id="H350F43692B15477F9D65CAFEE511B76E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator of General Services and the Director of the Federal Protective Service shall develop and disseminate emergency communication guidance for building facility security committees to execute in any case in which life safety events threaten Federal buildings owned and operated by the Administrator of General Services under the protection of the Federal Protective Service.</text></paragraph><paragraph id="H00717E7C17144D458A2BF7E8374356DC"><enum>(2)</enum><header>Contents</header><text>The guidance developed under paragraph (1) shall include best practices and protocols relating to—</text><subparagraph id="H1F7826B8A24647B7B1AA42836F8BC1ED"><enum>(A)</enum><text>standard operating procedures to inform building tenants of threats to the buildings or occupants of the buildings; and</text></subparagraph><subparagraph id="H2B69411B46334D67811860B3F17AD525"><enum>(B)</enum><text>instructions for safety practices in response to threats or a heightened risk to the building and the occupants of the building.</text></subparagraph></paragraph></subsection><subsection id="HC149AB10054742E691D6FB2458350E45"><enum>(c)</enum><header>Security officials</header><text display-inline="yes-display-inline">The designated official of the facility security committee for each Federal building that is owned or operated by the General Services Administration under the protection of the Federal Protective Service shall be responsible for implementing the guidance at the respective building.</text></subsection><subsection id="H4A088A1B9C504268800B3A9179DE8974"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Administrator of General Services shall electronically submit to Congress a report on the best practices and protocols implemented under this Act.</text></subsection></section></legis-body><endorsement display="yes"><action-date>March 16, 2026</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
