R. 6421</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20251204">December 4, 2025</action-date><action-desc><sponsor name-id="M001222">Mr. Miller of Ohio</sponsor> (for himself and <cosponsor name-id="S001199">Mr. Smucker</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Patient Protection and Affordable Care Act to expand eligibility for catastrophic plans.</official-title></form><legis-body id="H9AAA7407A494410BAC16F7B9B8270FF8" style="OLC"><section id="H701F97EC19CB46E686A63A6EF85327DB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improved Medical Patients Affordable Care Today Act of 2025</short-title></quote> or the <quote><short-title>IMPACT Act of 2025</short-title></quote>.</text></section><section id="HA3524FB2DC474FA28D82BF1EA8752998"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="HD09C2A54255B468F907DB806DA3A85CF"> <enum>(1)</enum> <text display-inline="yes-display-inline">Accessing affordable quality health care is paramount to the citizens of our Nation, including the ability to obtain critical medical services while maintaining lower premium structures designed for financial accessibility.</text>
 </paragraph><paragraph id="HA19007EAB7894D8C937723DEABB70334"><enum>(2)</enum><text display-inline="yes-display-inline">Addressing major affordability issues impacting access to care in a landscape of increasing healthcare costs is of utmost importance, including stabilizing insurance markets countering the cycle of rising premiums.</text></paragraph><paragraph id="H88111D9A693342BB9F2818DC344BF297"><enum>(3)</enum><text display-inline="yes-display-inline">Enhancing provider stability by reducing uncompensated care resulting from uninsured patients is critical to the continued strength of our Nation’s health care systems.</text></paragraph></section><section id="HCB62CC1CC4BA4C69BBB9047BDA1F3E29"><enum>3.</enum><header>Expanding eligibility for catastrophic plans</header><subsection id="H564038758F6A456B8FD6DCAFDC621FFE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1302(e)(2) of the Patient Protection and Affordable Care Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18022">42 U.S.C. 18022(e)(2)</external-xref>) is amended—</text><paragraph id="HC398F9F8DFF84E5493E79D130F401161"><enum>(1)</enum><text>in subparagraph (B)(ii), by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph><paragraph id="H230BF816569C45D982327D8418AE8143"><enum>(2)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block style="OLC" id="H42212928A8B34B8D93306519D1766328" display-inline="no-display-inline"><subparagraph id="H1EF7A35F48A049179FD1A0671B92D736"><enum>(C)</enum><text display-inline="yes-display-inline">with respect to the plan year involved, is determined to be ineligible (or reasonably expects to be ineligible) for the premium tax credit under <external-xref legal-doc="usc" parsable-cite="usc/26/36B">section 36B</external-xref> of the Internal Revenue Code of 1986 or for reduced cost-sharing under section 1402 on the basis of the individual’s household income for such year.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HD95154409D48416EB77BA765733F22CF"> <enum>(b)</enum> <header>Effective date</header> <text>The amendments made by this section shall apply with respect to plan years beginning on or after six months of enactment.</text>
