1.

Short title

This Act may be cited as the Reducing and Eliminating Duplicative Environmental Regulations Act or the RED Tape Act.

Policy review

Section 309 of the Clean Air Act (42 U.S.C. 7609) is amended— (1)in subsection (a)— (A)by striking and comment in writing and inserting , and comment in writing,; (B)by striking Administrator, and inserting Administrator; (C)by striking (1); and (D)by striking , (2) newly authorized Federal projects for construction and any major Federal agency action (other than a project for construction) to which section 102(2)(C) of Public Law 91–190 applies, and (3) proposed regulations published by any department or agency of the Federal Government; and (2)in subsection (b), by striking , action, or regulation.
