R. 6392</legis-num><current-chamber display="yes">IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260309">March 9, 2026</action-date><action-desc>Received</action-desc></action><action><action-date date="20260317">March 17, 2026</action-date><action-desc>Read twice and placed on the calendar</action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To amend the Higher Education Act of 1965 to recognize students who have completed secondary school education in a home school setting as high school graduates, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC" id="H7A54BF7BCD31425F9B70524515A76A35"><section id="HDFEFE38855624D81B037E8DC48EEA999" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Home School Graduation Recognition Act</short-title></quote>.</text></section><section id="H3CCD4CA2F839405EA37F440B294A4BDA" section-type="subsequent-section"><enum>2.</enum><header>Recognizing home school graduates as high school graduates</header><text display-inline="no-display-inline">Section 484(d) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1091">20 U.S.C. 1091(d)</external-xref>) is amended—</text><paragraph id="HE24A6631F48D49769D5193F3BEF4E8BC"><enum>(1)</enum><text>in the heading of such subsection, by striking <quote><header-in-text level="subsection" style="OLC">Who Are Not High School Graduates</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">From Non-Traditional Settings</header-in-text></quote>; and</text></paragraph><paragraph id="H097F4B10231043DD92E91B9E08598872"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H6EA149D0D83E4D5E874C8426DB599D13"><paragraph id="H0B408616D30142C69E636A4D0BC95722"><enum>(3)</enum><header>High school graduate</header><text display-inline="yes-display-inline">For purposes of this title, a student who has completed a secondary school education in a home school setting that is treated as a home school or private school under State law shall be considered a high school graduate.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body><attestation><attestation-group><attestation-date date="20260303" chamber="House">Passed the House of Representatives March 3, 2026.</attestation-date><attestor display="yes">Kevin F.
