R. 6156</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20251119">November 19, 2025</action-date><action-desc><sponsor name-id="O000177">Mr. Onder</sponsor> (for himself and <cosponsor name-id="H001102">Mr. Harris of North Carolina</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Labor-Management Reporting and Disclosure Act of 1959 to require unions to poll their members prior to endorsing a presidential candidate.</official-title></form><legis-body id="HE6AE0AF1A0FE485E970E6138C759C542" style="OLC"><section id="H02A2A376805040AFB52395528FF51A6E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Endorsement Transparency Act</short-title></quote>.</text></section><section id="H7FADCE4F85E448BEA91E365997A02EA0"><enum>2.</enum><header>Requirement to poll members prior to presidential endorsement</header><subsection id="H386282D8D1ED4BB88CC4E31D1CEE0C61"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title I of the Labor-Management Reporting and Disclosure Act of 1959 (<external-xref legal-doc="usc" parsable-cite="usc/29/411">29 U.S.C. 411 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H5A98BA90303D4EED99D733F7D5BC1206" display-inline="no-display-inline"><section id="HBEDE187CF8F446F78D6331BEA3DDCB33"><enum>106.</enum><header>Requirement to endorse a presidential candidate</header><text display-inline="no-display-inline">No labor organization may endorse a candidate in an election for the office of President of the United States unless the labor organization—</text><paragraph id="H575E1F5B580347A890D173521CCC362B"><enum>(1)</enum><text>polls the members of the labor organization with respect to such an endorsement; and</text></paragraph><paragraph id="H571EF98C89F04236B6C3373B2EC46494"><enum>(2)</enum><text>discloses the result of the poll described in paragraph (1) to the members of the labor organization.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HA9733D5A508E457488BECE06FDFB1C5A"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendment made by this Act shall take effect on the date that is 12 months after the date of enactment of this Act.</text></subsection></section></legis-body></bill>
