which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><action display="yes"><action-date date="20260402">April 2, 2026</action-date><action-desc>Additional sponsors: <cosponsor name-id="V000133">Mr. Van Drew</cosponsor>, <cosponsor name-id="C001137">Mr. Crank</cosponsor>, and <cosponsor name-id="H001091">Mrs. Hinson</cosponsor></action-desc></action><action display="yes"><action-date date="20260402">April 2, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on November 17, 2025</action-instruction><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to direct the Secretary of Veterans Affairs to increase the dollar amounts for the payment of certain disability compensation and dependency and indemnity compensation under the laws administered by the Secretary.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HVR00" reported-display-style="italic" id="HD1B17C8FA20D455B9AF9895B67543778"><section id="H54B0CED4D0A447188763F82721103A0E" section-type="section-one" commented="no"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act of 2026</short-title></quote>.</text></section><section id="H5DA5506B001641C8A2D973002C36397D" section-type="subsequent-section"><enum>2.</enum><header>Increase in rates of certain disability compensation and dependency and indemnity compensation under laws administered by Secretary of Veterans Affairs</header><subsection id="H4589E2E004E1496080AB462277B3BCD8"><enum>(a)</enum><header>Increase to rates of wartime disability compensation</header><paragraph id="H5AED00C4B40841B2A823D1B934BD7F33"><enum>(1)</enum><header>In general</header><text>Section 1114 of title 38, United States Code, is amended by adding at the end the following new subsection:</text><quoted-block style="USC" id="H5BDFC562107240F2925C083B02214213" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><subsection id="H240AFA6FA19A4A38AF4733BC131C1A7A"><enum>(u)</enum><text display-inline="yes-display-inline">In the case of a veteran eligible for a monthly aid and attendance allowance under subsection (r) or subsection (t) of this section, the Secretary shall, in addition to the total amount of compensation for which the veteran is eligible under this section, pay the veteran a supplemental monthly allowance at the rate of $833.33.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H73731474035440D79406A9CD301CE049"><enum>(2)</enum><header>Effective date; applicability</header><text>Subsection (u) of such section (as added by paragraph (1)) shall take effect on December 1, 2026, and shall apply to months beginning on or after such date.</text></paragraph></subsection><subsection id="H7AB4F3249D8E40A3AB3C3629FC074850"><enum>(b)</enum><header>Increase to rates of dependency and indemnity compensation</header><text>Section 5312 of such title is amended by adding at the end the following new subsection:</text><quoted-block id="H439816E22ACD48839AAC37AA501E7E6D" style="OLC" changed="added" reported-display-style="italic" committee-id="HVR00"><subsection id="HF875C2934521402D8DF9608E4D2C0ADC"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HB7D5A7E48C92465B827C625E92C787D3"><enum>(1)</enum><text display-inline="yes-display-inline">Whenever there is an increase in benefit amounts payable under title II of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/401">42 U.S.C. 401 et seq.</external-xref>) as a result of a determination made under section 215(i) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/415">42 U.S.C. 415(i)</external-xref>), the Secretary shall, except as provided in paragraph (2), effective on the date of such increase in benefit amounts, increase the dollar amounts in effect for the payment of dependency and indemnity compensation by the Secretary under paragraph (1) and paragraph (3) of section 1311(a) of this title, as such amounts were in effect immediately before the date of such increase in benefit amounts payable under title II of the Social Security Act, by a percentage equal to the sum of—</text><subparagraph id="HD428ABCE609F47B2A706CDD1C3632B3F" indent="up1"><enum>(A)</enum><text>the percentage by which such benefit amounts are increased; and</text></subparagraph><subparagraph id="HB338D458CFA24A8DB48786220FBE9E0F" indent="up1"><enum>(B)</enum><text>one percent.</text></subparagraph></paragraph><paragraph id="H2A87587C2E3745ABB76377F6CB69A9C2" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">After the first increase under paragraph (1) to the dollar amounts in effect for the payment of dependency and indemnity compensation by the Secretary under paragraph (1) and paragraph (3) of section 1311(a) of this title, the Secretary shall carry out paragraph (1)(B) by substituting <quote>one half of one percent</quote> for <quote>one percent</quote>. </text></paragraph><paragraph id="H947CD20867DF44848A583312643AD23A" indent="up1" commented="no"><enum>(3)</enum><text>Whenever there is an increase under paragraph (1) in amounts in effect for the payment of dependency and indemnity compensation, the Secretary shall publish such amounts, as increased pursuant to such paragraph, in the Federal Register at the same time as the material required by section 215(i)(2)(D) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/415">42 U.S.C. 415(i)(2)(D)</external-xref>) is published by reason of a determination under section 215(i) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/415">42 U.S.C. 415(i)</external-xref>).</text></paragraph><paragraph id="H37E02B268C194FE3A4125D8D180643E4" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">The requirement to increase, pursuant to paragraph (1), the amounts in effect for the payment of dependency and indemnity compensation under paragraph (1) and paragraph (3) of section 1311 (a) of this title by the Secretary shall—</text><subparagraph id="H6CAB247F50D54A96BDC39750D3039292"><enum>(A)</enum><text>take effect on December 1, 2026, and shall apply with respect to months beginning on or after such date; and</text></subparagraph><subparagraph id="HFE179ADDC43F46398E43F504BEE13A8F"><enum>(B)</enum><text>terminate after the date on which the second increase to such amounts pursuant to such paragraph occurs.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="HA384DC7F3A954F56A82766E1891BC249"><enum>3.</enum><header>Modification of waivers of fees collected for housing loans guaranteed, insured, or made by the Secretary of Veterans Affairs</header><text display-inline="no-display-inline">Section 3729(b)(2) of such title is amended, in the loan fee table—</text><paragraph id="HC444816E487C45789745C705BFD469A3"><enum>(1)</enum><text>by striking <quote>June 9, 2034</quote> each place it appears and inserting <quote>September 30, 2036</quote>; </text></paragraph><paragraph id="H6462E03CD4394B1593E393E927F1E6B0"><enum>(2)</enum><text>in subparagraph (E), by striking <quote>0.50</quote> both places it appears and inserting <quote>1.40</quote>; and</text></paragraph><paragraph id="HD6C573B4D03A4808B1BE7225607B75CB"><enum>(3)</enum><text>in subparagraph (I), by striking <quote>0.50</quote> each place it appears and inserting <quote>1.0</quote>.</text></paragraph></section><section id="H55548DC647754FF78F373AF03CB6FD30"><enum>4.</enum><header>Extension of certain limits on payments of pension</header><text display-inline="no-display-inline">Section 5503(d)(7) of such title is amended by striking <quote>January 31, 2033</quote> and inserting <quote>September 30, 2036</quote>.</text></section><section id="H828BAED8F7124382AF93BDE42A4A1633"><enum>5.</enum><header>Home affordability for Guard and Reserve</header><subsection id="H312708A9099D4F9B905DCFDB3CC7C39E"><enum>(a)</enum><header>Short title</header><text>This section may be cited as the <quote>Home Affordability for Guard and Reserve Act</quote>.</text></subsection><subsection id="H9B26B22B1F7A4FF7917B22CF63E3FF22"><enum>(b)</enum><header>Eligibility of certain members of the reserve components and the National Guard for guaranteed housing loans</header><paragraph id="H924B7A459DC94DE891B18EF957BAFD4E"><enum>(1)</enum><header>Expanded definition of <quote>active duty</quote> for purposes of housing loans</header><text>Section 3701(b) of title 38, United States Code, is amended by adding at the end the following new paragraph:</text><quoted-block style="USC" display-inline="no-display-inline" id="H6233C748AEC74F849DBBEDA7B494F4D2" changed="added" reported-display-style="italic" committee-id="HVR00"><paragraph id="HA15E33D00436442487E6FFC35BA63FB8"><enum>(9)</enum><text display-inline="yes-display-inline">The term <quote>active duty</quote> has the meanings as follows:</text><subparagraph id="H9E25BCDDA2C54A73BAC7B765F24708B5"><enum>(A)</enum><text display-inline="yes-display-inline">In the case of members of the regular components of the Armed Forces, the meaning given such term in section 101(21)(A). </text></subparagraph><subparagraph id="H98D7051DA3944548B05E6056D2F064E6"><enum>(B)</enum><text>In the case of members of the reserve components of the Armed Forces—</text><clause id="H634DB7CEB3A54083BBEED1C6F5CE9C01"><enum>(i)</enum><text>service on active duty (as defined in section 101(d) of title 10), inactive-duty training (as defined in section 101(d) of title 10), or annual training duty; or</text></clause><clause id="H184637916AFA4E4FB41EC5D768BC729F"><enum>(ii)</enum><text>service on active duty under a call or order to active duty under section 688, 12301(a), 12301(d), 12301(g), 12301(h), 12302, 12304, 12304a, or 12304b of title 10 or section 713 of title 14, but not including inactive duty training (as defined in section 101(d) of title 10) or annual training duty.</text></clause></subparagraph><subparagraph id="H69B3A33A72084CB983DB4BC83CC1EFFF" display-inline="no-display-inline"><enum>(C)</enum><text>In the case of a member of the Army National Guard of the United States or Air National Guard of the United States, in addition to service described in subparagraph (B), full-time service—</text><clause id="H5CD6333AC7AE4EF3B391E369C903E656"><enum>(i)</enum><text>in the National Guard of a State for the purpose of organizing, administering, recruiting, instructing, or training the National Guard; </text></clause><clause id="H95FA761408884DF19FB9118F7597DB6E"><enum>(ii)</enum><text>in the National Guard when performing full-time National Guard duty (as defined in section 101 of title 32); or</text></clause><clause id="HE46410520740420FA7100A3F70B7803A"><enum>(iii)</enum><text>in the National Guard when performing active duty (as defined in section 101 of title 32).</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H1F307B0D506B49CC822BECB934BEE9CE"><enum>(2)</enum><header>Retroactive applicability to service performed</header><text>The amendments made by this subsection shall apply with respect to any service performed on or after September 11, 2001.</text></paragraph></subsection><subsection id="HB70E385DA1624B3D87B7BDABBD64850A"><enum>(c)</enum><header>Expansion of eligibility for guaranteed housing loans to certain additional personnel upon payment of additional loan fee</header><paragraph id="HB57068D8F33E4A59BF46D02C4732993E"><enum>(1)</enum><header>Expansion to individuals with at least 14 days of service</header><text>Section 3701(b) of title 38, United States Code, is amended by inserting after paragraph (7) the following new paragraph:</text><quoted-block style="USC" display-inline="no-display-inline" id="H565CAD34EC514A9AA168CF4602B994A7" changed="added" reported-display-style="italic" committee-id="HVR00"><paragraph id="H3571719B46DA428F806D5C7269F48604"><enum>(8)</enum><text display-inline="yes-display-inline">The term <quote>veteran</quote> also includes, for purposes of home loans (subject to the additional loan fee in section 3729(b)(4)(J) of this title), an individual who—</text><subparagraph id="H6297C215442149ED8120F5D8DFA22428"><enum>(A)</enum><text>is not otherwise eligible for the benefits of this chapter;</text></subparagraph><subparagraph id="H8EED74EF2F6B484B8EFFCE00E3E2FC28"><enum>(B)</enum><text>has completed a total service of at least 14 days on active duty under paragraph (B) or (C) of paragraph (9); and</text></subparagraph><subparagraph id="H631B6DB747BA4AEC809949E3FAE2A3DB"><enum>(C)</enum><text display-inline="yes-display-inline">following completion of such service, continued to serve until the completion of entry level and skill training (as defined in section 3301(3) of this title).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="HE108FD53D7914053B1463D2D9E5DB5DA"><enum>(2)</enum><header>Basic entitlement</header><text>Section 3702(a)(2) of title 38, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H9DADCF39723049E698266748D8D15846" changed="added" reported-display-style="italic" committee-id="HVR00"><subparagraph id="HC08C5414C2944B2EAA52083593889B93" indent="up1"><enum>(H)</enum><text display-inline="yes-display-inline">Each individual described in section 3701(b)(8) of this title.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H0E5FCCE5E0CF4D20AC78EA3522361CC4"><enum>(3)</enum><header>Additional loan fee for such individuals</header><text>Section 3729(b)(4) of title 38, United States Code, is amended by adding at the end the following new subparagraph:</text><quoted-block style="USC" display-inline="no-display-inline" id="H248744CBF4FC42DEA09D2F168A786546" changed="added" reported-display-style="italic" committee-id="HVR00"><subparagraph id="H082C6CDC01374F9A868D5F6ACB5B0399" indent="up1"><enum>(J)</enum><text>In the case of a housing loan in which the veteran has eligibility under section 3701(b)(8) of this title and does not otherwise have eligibility, the loan fee table in paragraph (2) shall be applied to the veteran or other obligor (as applicable) by adding 1.00 to the percentage in the table.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H363DC72368CC4533B7C88190C905231F"><enum>(4)</enum><header>Notification to personnel</header><text display-inline="yes-display-inline">The Secretary of Veteran Affairs shall provide information about this benefit to the Secretary of Defense to ensure that each member of a reserve component or a member of the Army National Guard of the United States or Air National Guard of the United States who completes entry level and skill training (as defined in section 3301(3) of title 38, United States Code) after the date of the enactment of this Act is notified of their eligibility for housing loan benefits under chapter 37 of such title, including eligibility (subject to the additional loan fee) under section 3701(b)(8) of such title.</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date>April 2, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
