<section id="H8B26AEE1D4AB4E99A5A0FE22A14CEC3A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Legislative Branch Agencies Clarification Act</short-title></quote>.</text></section> <section id="HF3921D83675349CC86F745189D2F31D0"><enum>2.</enum><header>Librarian of Congress</header> <subsection id="H803883FC1FE0446AB6C722D5EAF39293"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Librarian of Congress Succession Modernization Act of 2015 (<external-xref legal-doc="public-law" parsable-cite="pl/114/86">Public Law 114–86</external-xref>; 129 Stat. 675), is amended—</text> 
<paragraph id="H58CA886F9D5B4A89A56B7206E7D6B275" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating section 3 as section 5;</text></paragraph> <paragraph id="H2F4A4CC920C4496CBF2B035B17177C74" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating section 2 as section 3;</text></paragraph> 
<paragraph id="H840BE61662914226BA09746E6BBE227E" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text>by inserting after section 1 the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H5926E2DF1F5A40EC87336CF367CDD9A6"> <section id="H6F43620DA6394F05AB511830770EA16C"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="HFFE17B1090324B62B168230E05BEC9A3" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header>Commission</header><text>The term <term>commission</term> means a congressional commission consisting of the oversight committee leadership and the House and Senate leadership.</text></paragraph> <paragraph id="H7AE7874A77274507BB04C6B78486EAA3" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Deputy Librarian</header><text display-inline="yes-display-inline">The term <term>Deputy Librarian</term> means the Deputy Librarian of Congress.</text></paragraph> 
<paragraph id="H0F5FED6E4BC349D08EEBEEC34BAF5C8E" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">House and Senate leadership</header><text>The term <term>House and Senate leadership</term> means the Speaker of the House of Representatives, the majority leader of the Senate, the minority leader of the House of Representatives, and the minority leader of the Senate.</text></paragraph> <paragraph id="H8280B6780D584652A3B0C3E030CF82CD" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header>Librarian</header><text display-inline="yes-display-inline">The term <term>Librarian</term> means the Librarian of Congress.</text></paragraph> 
<paragraph id="H6F2A067149FC49FFACE2D8344E91CF66" commented="no" display-inline="no-display-inline"><enum>(5)</enum><header display-inline="yes-display-inline">Oversight committee leadership</header><text>The term <term>oversight committee leadership</term> means the chair and ranking minority member of the Committee on House Administration of the House of Representatives and the chairman and ranking minority member of the Committee on Rules and Administration of the Senate.</text></paragraph></section><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> <paragraph id="HF858E6A7A40D420395F8AFBF2E9166D9" commented="no" display-inline="no-display-inline"><enum>(4)</enum><text display-inline="yes-display-inline">in section 3, as so redesignated—</text> 
<subparagraph id="H43FB46B257F546D8A18DC5607DAD585A" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">by striking subsection (a) and inserting the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H06D8588D4DDE4EF9874056FF1B168785"> <subsection id="HDA59C8EE466A463FA097DDF7F239E00D"><enum>(a)</enum><header>Appointment</header> <paragraph id="HF721842D202545A8B2A935D85F4E0EC5" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">Commission</header><text>The Librarian shall be appointed by the commission in accordance with the procedures specified in paragraph (2), without regard to political affiliation, and solely on the basis of fitness to perform the duties of the office.</text></paragraph> 
<paragraph id="H63FD0DE7D2AB4E9597FFCEF9501FE2C3" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Appointment procedures</header> 
<subparagraph id="HA1A35803D9064DBCA878E5F44A8ED4D7" commented="no" display-inline="no-display-inline"><enum>(A)</enum><header display-inline="yes-display-inline">Recommendation of 3 individuals</header><text display-inline="yes-display-inline">If there is a vacancy in the position of Librarian, the oversight committee leadership shall jointly recommend 3 individuals for appointment to the vacant office.</text></subparagraph> <subparagraph id="HCEF7EEF617924CBE94BEBFE0E24BDECE" commented="no" display-inline="no-display-inline"><enum>(B)</enum><header>Selection by leaders</header><text>The Librarian shall be appointed from among the 3 individuals recommended under subparagraph (A) upon a majority vote of the House and Senate leadership.</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph> 
<subparagraph id="H5A6299C205494E93AE7FC4F39A9188D8" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">in subsection (b), by striking <quote>of Congress</quote>;</text></subparagraph> <subparagraph id="H99F6146C8F6C412B9CFDE1F984518C0C" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">in subsection (c), by striking <quote>of Congress, by and with the advice and consent of the Senate,</quote>; and</text></subparagraph> 
<subparagraph id="HFCA83F16B8094E4FAC95640AE7B0A5C3" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text display-inline="yes-display-inline">by striking subsection (d) and inserting the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="HBF0EEFF303394B9EB59EA252A9CDF36A"> <subsection id="H7B4F4232C3E245C6B641E1D0BAFE5600"><enum>(d)</enum><header>Removal</header><text>The Librarian may be removed from office at any time upon a majority vote of the House and Senate leadership.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> 
<subsection id="HF99C96DB67E74C138A58E36CBFC3CCCD" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Pay</header><text>Section 904 of the Supplemental Appropriations Act, 1983 (<external-xref legal-doc="usc" parsable-cite="usc/2/136a-2">2 U.S.C. 136a–2</external-xref>) is amended—</text> <paragraph id="HAD738FA2A3A84A6E8911527168BE3823" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>(a)</quote> before <quote>Notwithstanding</quote>; and</text></paragraph> 
<paragraph id="HE77714F6A50D4CAA989D1FF184B8D43C" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H5B96F7FA7C2A473CB97C7D4D391F43DB"> <subsection id="H27FFE98066EB414F84F69896AA009888" commented="no" display-inline="no-display-inline"><enum>(b)</enum><text>The Librarian of Congress shall not be considered to serve under a political appointment for purposes of section 747 of the Financial Services and General Government Appropriations Act, 2024 (division B of <external-xref legal-doc="public-law" parsable-cite="pl/118/47">Public Law 118–47</external-xref>; 138 Stat. 585), or any other subsequently enacted similar provision of law.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section> 
<section id="H6853BA57EEAF434A9E4638D7832AE0C6"><enum>3.</enum><header>Deputy Librarian of Congress</header><text display-inline="no-display-inline">The Librarian of Congress Succession Modernization Act of 2015 (<external-xref legal-doc="public-law" parsable-cite="pl/114/86">Public Law 114–86</external-xref>; 129 Stat. 675), is amended by inserting after section 3, as so redesignated, the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="HD2C1A36652AC46DBB215D640637471BA"> <section id="HD7E62B7819024FE887BCBCCA4B08D850"><enum>4.</enum><header>Deputy Librarian of Congress</header> <subsection id="H05A9ED12A9864FCC9CBE1BD328A496A1" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment of Deputy Librarian</header> <paragraph id="H39C8160D08AF454A8624C8F581A9A689" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The Librarian shall appoint a suitable individual to be the Deputy Librarian of Congress.</text></paragraph> 
<paragraph id="H51DE095BE0F549A6984E0F255D7F68F9" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Duties</header><text display-inline="yes-display-inline">The Librarian may delegate to the Deputy Librarian such duties as the Librarian determines are necessary or appropriate.</text></paragraph></subsection> <subsection id="H6D5067AD1E6D480EB3A6985421C2EBA2"><enum>(b)</enum><header>Deadline</header><text>The Librarian shall appoint a Deputy Librarian under subsection (a)(1) not later than 120 days after—</text> 
<paragraph id="H04A4B237A0F54085B19E5424ACDE31E0"><enum>(1)</enum><text>the date on which the Librarian is appointed under section 3, if there is no Deputy Librarian on the date of the appointment; or</text></paragraph> <paragraph id="H8200261DAE9D45BEBD7F37989C528486"><enum>(2)</enum><text>the date on which a vacancy arises in the office of the Deputy Librarian.</text></paragraph></subsection> 
<subsection id="H107900EC794A409793AA5F73CBA622C7"><enum>(c)</enum><header>Failure to appoint</header><text>If the Librarian does not appoint a Deputy Librarian on or before the applicable date specified in subsection (b)—</text> <paragraph id="H2BF493950F1047A18BE0E8C187ADD46B" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">the oversight committee leadership shall jointly recommend an individual for appointment to the vacant office; and</text></paragraph> 
<paragraph id="HA78A7860B5D14B44877B8124855D8009" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>upon a majority vote of the House and Senate leadership, the individual recommended under paragraph (1) shall be appointed as the Deputy Librarian.</text></paragraph></subsection> <subsection id="H95B05181E5B244B185177DF277D846A7"><enum>(d)</enum><header>Notification</header><text>If the position of Deputy Librarian becomes vacant, the Librarian shall immediately notify the members of the commission.</text></subsection> 
<subsection id="HBFB9B57EE8A94DCDAB1446728037F119" commented="no" display-inline="no-display-inline"><enum>(e)</enum><header>Service as acting Librarian</header> 
<paragraph id="HA958213490A740C09BDA324976F80491"><enum>(1)</enum><header>In general</header><text>The Deputy Librarian shall act as Librarian if the Librarian is absent or disabled or there is no Librarian.</text></paragraph> <paragraph id="H6183FFEB09834862BE261A197E71DD6A"><enum>(2)</enum><header>Absence, disability, or vacancy in Office of Deputy Librarian</header> <subparagraph id="H6F8C5118C17A4995B369A0B669CB961D" commented="no" display-inline="no-display-inline"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>For purposes of paragraph (1), if the Deputy Librarian is also absent or disabled or there is no Deputy Librarian—</text> 
<clause id="H9E3798E72CF8487BAD002E60ADE43CFE" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">the oversight committee leadership shall jointly recommend an individual to be designated to serve as acting Librarian; and</text></clause> <clause id="HCB250AE936B54AEEA50CE6C3A3AAA81A" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text>upon a majority vote of the members of the House and Senate leadership, the individual recommended under clause (i) shall be designated to serve as acting Librarian.</text></clause></subparagraph> 
<subparagraph id="HE71977AADC0B42AA813650F7796955CB" commented="no" display-inline="no-display-inline"><enum>(B)</enum><header>Period of appointment</header><text display-inline="yes-display-inline">An individual designated as acting Librarian under subparagraph (A) may serve until—</text> <clause id="H2CF90C764DE3423794CBEEAC748BD65E"><enum>(i)</enum><text>the end of the absence or disability of the Librarian or the Deputy Librarian; or</text></clause> 
<clause id="H5368222E4D4A4CB4AAA7C0E826234414"><enum>(ii)</enum><text>in the case of vacancies in both positions, a Librarian has been appointed under section 3.</text></clause></subparagraph></paragraph> <paragraph id="H2339BDD83D834D9E942FBC330B08AD9A" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header>Authority</header><text display-inline="yes-display-inline">An officer serving as acting Librarian under paragraph (1) or (2) shall perform all the duties and exercise all the authorities of the Librarian, including the authority to delegate the duties and authorities of the Librarian.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H80C3B83C27084AB58C8E95438A7632ED" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Director of the Government Publishing Office</header> 
<subsection id="H4066D9404305407BB3D0D074FBFA1E31" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/3">Chapter 3</external-xref> of title 44, United States Code, is amended—</text> <paragraph id="H961B399E8B6346B9B64923B30FC985CB" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting before section 301 the following:</text> 
<quoted-block style="USC" display-inline="no-display-inline" id="H689CB3CCBA5340A98800744EC6B1E7CE"> 
<section id="H5BB0FEF28EA74718B168A524AAA0F7AB"><enum>300.</enum><header>Definitions</header><text display-inline="no-display-inline">In this chapter—</text> <paragraph id="H15C781CD8C5F4B2FA49DA36E2332CC55" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text>the term <term>commission</term> means a congressional commission consisting of the oversight committee leadership and the House and Senate leadership;</text></paragraph>

<paragraph id="H260085FBCE6945869311CA256D9141C9" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>in section 301—</text> <subparagraph id="H857221475A03490D868690021F685664" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">by striking subsection (a) and inserting the following:</text> 
<quoted-block style="OLC" display-inline="no-display-inline" id="HC5FD43CA0EDB434A88B0599075901A33"> 
<subsection id="HF9D6E294E0EB4FCF8AA397BA7C8816C3"><enum>(a)</enum> 
<paragraph id="HE573864F5BE948DEB5E52BC7EF621700" commented="no" display-inline="yes-display-inline"><enum>(1)</enum><text>The Government Publishing Office shall be headed by a Director.</text></paragraph> <paragraph id="H36FA5268A37545EE82EF6233BCAEEA68" indent="up1" commented="no" display-inline="no-display-inline"><enum>(2)</enum> <subparagraph id="HCDC1AA40C7B84A61A089A4963A2B053C" commented="no" display-inline="yes-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">The Director shall be appointed by the commission in accordance with the procedures specified in subparagraph (B), without regard to political affiliation, and solely on the basis of fitness to perform the duties of the office.</text></subparagraph> 
<subparagraph id="H0B672FC26D464DD5B9F61B3EEDAC1A6B" indent="up1" commented="no" display-inline="no-display-inline"><enum>(B)</enum> 
<clause id="HB48077C3F70A41B2925DC1EB2D354F01" commented="no" display-inline="yes-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">If there is a vacancy in the position of Director, the oversight committee leadership shall jointly recommend 3 individuals for appointment to the vacant office.</text></clause> <clause id="HCE52D42605AB4E2FA9523A7950991497" indent="up1" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text>The Director shall be appointed from among the 3 individuals recommended under clause (i), upon a majority vote of the House and Senate leadership.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph> 
<subparagraph id="H8E26B74104614DEBA9FF0980A06DCE1D" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>in subsection (c), by striking <quote>, by and with the advice and consent of the Senate,</quote>; and</text></subparagraph> <subparagraph id="HA198E8ED4D5F425291D17527B756A688" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" display-inline="no-display-inline" id="H1F632C46B78D430F979F419B46FBB0FC"> 
<subsection id="H460CA0480C2A486AA7C8122888C1932B" commented="no"><enum>(d)</enum><text>The Director may be removed from office at any time upon a majority vote of the members of the House and Senate leadership.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> <subsection id="H200874068C304883890E663202690632" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Pay</header><text>Section 303 of title 44, United States Code, is amended—</text> 
<paragraph id="HABB522D7FD6A4D9E8EEC8C30C8A33C8B" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>(a)</quote> before <quote>The annual rate of pay for the Director of the Government Publishing Office</quote>; and</text></paragraph> <paragraph id="HE435324B334F4C24BBBFAE4B3F71407F" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>

<paragraph id="H8657263F55D74FE3BC7B751CF88268FC" commented="no" display-inline="yes-display-inline"><enum>(1)</enum><text>The Director shall appoint a suitable person to be the Deputy Director.</text></paragraph> <paragraph id="HE5ED7D7999614565A7D6E90B55D56E6C" indent="up1" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>The Deputy Director shall supervise the buildings occupied by the Government Publishing Office and perform any other duties required by the Director.</text></paragraph></subsection> 
<subsection id="HAEA31D1889F54E32B3AD5DA2A615D510"><enum>(c)</enum><text>The Director shall appoint a Deputy Director under subsection (b)(1) not later than 120 days after—</text> <paragraph id="H51E8DA96B0D247D2A718CA95F79A3677"><enum>(1)</enum><text>the date on which the Director is appointed under section 301, if there is no Deputy Director on the date of the appointment; or</text></paragraph> 
<paragraph id="H1CAB94508AD74AE4A8163CD08CE90E5A"><enum>(2)</enum><text>the date on which a vacancy arises in the office of the Deputy Director.</text></paragraph></subsection> <subsection id="H12A92F67820249169A0FDA1BEC9E6695"><enum>(d)</enum><text>If the Director does not appoint a Deputy Director on or before the applicable date specified in subsection (c)—</text> 
<paragraph id="H43A37B2011AE47FC8A42B0137E6E08B1" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">the oversight committee leadership shall jointly recommend an individual for appointment to the vacant office; and</text></paragraph> <paragraph id="H9A25F84FAB104261B9C91E71142E6023" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>upon a majority vote of the House and Senate leadership, the individual recommended under paragraph (1) shall be appointed as the Deputy Director.</text></paragraph></subsection> 
<subsection id="HC25BEB9AA87C4126A49BED206242DB9B"><enum>(e)</enum><text>If the position of Deputy Director becomes vacant, the Director shall immediately notify the members of the commission.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H0FB78DF25ED74DFBA46CEC88FDA2DF67" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Service as acting Director</header><text>Section 304 of title 44, United States Code, is amended to read as follows:</text>

<subsection id="H8E84EB89396E443890AB1C61107F9CB2"><enum>(a)</enum><text>In this section, the terms <term>Deputy Director</term> and <term>Director</term> have the meanings given such terms in section 302(a).</text></subsection> <subsection id="H0DFA9B2DC40746288EE12C2BEA67DB6E"><enum>(b)</enum><text display-inline="yes-display-inline">The Deputy Director shall act as Director if the Director is absent or disabled or there is no Director.</text></subsection>

<subsection id="HE83EA3DC54E949E29496BAD3BED763DB"><enum>(c)</enum><header>Establishment of Inspector General of the Copyright Office</header><text>Section 1307 of the Legislative Branch Appropriations Act, 2006 (<external-xref legal-doc="usc" parsable-cite="usc/2/185">2 U.S.C. 185</external-xref>), is amended by adding at the end the following:</text> <quoted-block style="OLC" id="H97E47717A7D2407BB565D449F901D32C" display-inline="no-display-inline"> <subsection id="H09D861D8809045EC9204BCFF910D24E2"><enum>(i)</enum><header>Establishment of Inspector General of the Copyright Office as a separate office</header> <paragraph id="HE0D987D836A846D1980E872E45EB9CF5"><enum>(1)</enum><header>Office of Inspector General</header><text display-inline="yes-display-inline">There is an Office of Inspector General within the Copyright Office which is an independent objective office to—</text> 
<subparagraph id="H460131680E57497BB827E6C94695B331"><enum>(A)</enum><text display-inline="yes-display-inline">conduct and supervise audits and investigations (excluding incidents involving violence and personal property) relating to the Copyright Office, except that nothing in this subparagraph may be construed to authorize the Inspector General to audit or investigate any operations or activities of the United States Capitol Police; </text></subparagraph> <subparagraph id="H0E7BF4F24CDC4745A4E58EC9858805C7"><enum>(B)</enum><text>provide leadership and coordination and recommend policies to promote economy, efficiency, and effectiveness; and </text></subparagraph> 
<subparagraph id="H4154EB657A244D34ADC3471FC468C731"><enum>(C)</enum><text>provide a means of keeping the Register of Copyrights and the Congress fully and currently informed about problems and deficiencies relating to the administration and operations of the Copyright Office.</text></subparagraph></paragraph> <paragraph id="H243CE54F8F4E4B408DEDC755F2DA5C73" display-inline="no-display-inline"><enum>(2)</enum><header>Appointment of Inspector General; supervision; removal; pay; limits on bonuses; counsel</header> <subparagraph id="H891CABE83AB84B26AE58E15F703D9C14"><enum>(A)</enum><header>Appointment and supervision</header> <clause id="H24BBC8397977412880BB25933DA9ECF2"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">There shall be at the head of the Office of Inspector General, an Inspector General who shall be appointed by the Register of Copyrights without regard to political affiliation and solely on the basis of integrity and demonstrated ability in accounting, auditing, financial analysis, law, management analysis, public administration, or investigations. The Inspector General shall report to, and be under the general supervision of, the Register of Copyrights.</text></clause> 
<clause id="H8C80D27B085143479187BF854C8C513E"><enum>(ii)</enum><header>Audits, investigations, and reports</header><text display-inline="yes-display-inline">The Register of Copyrights shall have no authority to prevent or prohibit the Inspector General from—</text> <subclause id="H8FBAC23FB2ED484CB0713CF97229587D"><enum>(I)</enum><text display-inline="yes-display-inline">initiating, carrying out, or completing any audit or investigation; </text></subclause> 
<subclause id="H3B5167A449CF488C9B6A2E64A50E9791"><enum>(II)</enum><text>issuing any subpoena during the course of any audit or investigation; or</text></subclause> <subclause id="HFAD0BCAA915B4A08A3A000795639F57D"><enum>(III)</enum><text>issuing any report.</text></subclause></clause></subparagraph> 
<subparagraph id="H2DE15A27583F4494915D9D0C045DB1CC"><enum>(B)</enum><header>Removal or transfer</header> 
<clause id="H4E9CDB10B93B43EDB41EFAC8F52A86CF"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">The Inspector General may be removed from office, or transferred to another position within, or another location of, the Copyright Office, by the Register of Copyrights.</text></clause> <clause id="H9485D711904D493DA2B9A3BEC3629AA9"><enum>(ii)</enum><header>Notice</header><text display-inline="yes-display-inline">Not later than 30 days before the Register of Copyrights removes or transfers the Inspector General under <internal-xref idref="H4E9CDB10B93B43EDB41EFAC8F52A86CF" legis-path="__.(a)(2)(B)(i)">clause (i)</internal-xref>, the Register of Copyrights shall communicate in writing the reason for the removal or transfer to—</text> 
<subclause id="H9AF48B408C274815BC76AB13A0ABEBAD"><enum>(I)</enum><text display-inline="yes-display-inline">the Committee on House Administration and the Committee on Appropriations of the House of Representatives; and </text></subclause> <subclause id="H5F72B388FBCD4EF1B4AA23E8B36224D1"><enum>(II)</enum><text>the Committee on Rules and Administration and the Committee on Appropriations of the Senate.</text></subclause></clause> 
<clause id="HCB92771C2F1D4E01A5F8F8F5C32B818D"><enum>(iii)</enum><header>Applicability</header><text display-inline="yes-display-inline">Nothing in this subparagraph shall prohibit a personnel action (except for removal or transfer) that is otherwise authorized by law.</text></clause></subparagraph> <subparagraph id="H9E9BD6D30A75438BB4C9FA013D0ED525"><enum>(C)</enum><header>Pay</header> <clause id="H7C6E03C9DB9E4620AE9D73A327F264B0"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">The position of Inspector General shall—</text> 
<subclause id="H62399596CFEB4D5F9F7533CDD724B20A"><enum>(I)</enum><text display-inline="yes-display-inline">be classified as a position above GS–15 in accordance with section 5108 of title 5, United States Code; and </text></subclause> <subclause id="H6E65DE3E25B344E5B731B35D6CDE9D5D"><enum>(II)</enum><text>have a rate of basic pay that is not less than the average rate of basic pay of all other employees in positions classified as above GS–15 of the Copyright Office calculated on an annual basis.</text></subclause></clause> 
<clause id="H3837B092EDBE4876A2B7476B64AE85D7"><enum>(ii)</enum><header>Adjustments</header><text display-inline="yes-display-inline">The Register of Copyrights shall establish the amount of the annual adjustment in the rate of basic pay for the Inspector General in an amount equal to the average of the annual adjustments in the rate of basic pay provided to all other employees in positions classified as above GS–15 of the Copyright Office, in a manner consistent with section 5376 of title 5, United States Code.</text></clause></subparagraph> <subparagraph id="H1C6A1C899A814607AF123961AD3C73BE"><enum>(D)</enum><header>No bonuses</header><text>The Inspector General may not receive any cash award or cash bonus, including a cash award under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/45">chapter 45</external-xref> of title 5, United States Code.</text></subparagraph> 
<subparagraph id="H9FEC9CA297984393AB7674D01681EA2A"><enum>(E)</enum><header>Counsel</header><text display-inline="yes-display-inline">The Inspector General shall, in accordance with applicable laws and regulations governing selections, appointments, and employment at the Copyright Office, obtain legal advice from a counsel reporting directly to the Inspector General or another Inspector General.</text></subparagraph></paragraph> <paragraph id="H8101D5252F4E44109AA1E64C3C2DC397" display-inline="no-display-inline"><enum>(3)</enum><header>Duties, responsibilities, authority, and reports</header> <subparagraph id="H82D745D980884F2D8DFA0E2E6EF16338"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Sections 404, 405 (other than subsection (b)(13)), 406(a) (other than paragraphs (7) and (8) thereof), and 407 of title 5, United States Code, shall apply to the Inspector General of the Copyright Office and the Office of such Inspector General and such sections shall be applied to the Copyright Office and the Register of Copyrights by substituting—</text> 
<clause id="H0F4A37DF779C41ED8A266E6C6D1AAEF6"><enum>(i)</enum><text display-inline="yes-display-inline"><quote>Copyright Office</quote> for <quote>establishment</quote>; and</text></clause> <clause id="H22B7299BC1E94EB0B6B2EE371BD55DCC"><enum>(ii)</enum><text display-inline="yes-display-inline"><quote>Register of Copyrights</quote> for <quote>head of the establishment</quote>.</text></clause></subparagraph> 
<subparagraph id="H37C584F64A9C462991C64BDFE4DCB0F9"><enum>(B)</enum><header>Employees</header> 
<clause id="H74DA0CA695ED4FBB9C576C9E063AFBD4"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">The Inspector General, in carrying out the provisions of this subsection, is authorized, without the supervision or approval of any other employee, office, or other entity within the Copyright Office, to select, appoint, and employ such officers and employees (including consultants) as may be necessary for carrying out the functions, powers, and duties of the Office of Inspector General subject to the provisions of law governing selections, appointments, and employment in the Copyright Office.</text></clause> <clause id="H29050D3C918B4B7181323EF8E008FD1F"><enum>(ii)</enum><header>Security and suitability</header><text display-inline="yes-display-inline">Appointments under the authority under <internal-xref idref="H74DA0CA695ED4FBB9C576C9E063AFBD4" legis-path="__.(a)(3)(B)(i)">clause (i)</internal-xref> shall be made consistent with personnel security and suitability requirements.</text></clause> 
<clause id="HC397CF5D46A04DC3B4032F099AC1966D"><enum>(iii)</enum><header>Consultants</header><text display-inline="yes-display-inline">Any appointment of a consultant under the authority under <internal-xref idref="H74DA0CA695ED4FBB9C576C9E063AFBD4" legis-path="__.(a)(3)(B)(i)">clause (i)</internal-xref> shall be made consistent with section 406(a)(9) of title 5, United States Code.</text></clause></subparagraph> <subparagraph id="H05053DAE64C64D5D9980BC7006F866EB"><enum>(C)</enum><header>Law enforcement authority</header> <clause id="HAA267C7AA953447684B48FF6970812B0"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to <internal-xref idref="HC6EC511623904B98B4FE8DF6CF6F370B" legis-path="__.(a)(3)(C)(ii)">clause (ii)</internal-xref>, any supervisory special agent under the Inspector General and any special agent supervised by such a supervisory special agent is authorized to—</text> 
<subclause id="H3AD3A622D6094DEDACCA0B7DA6B119AC"><enum>(I)</enum><text display-inline="yes-display-inline">make an arrest without a warrant while engaged in official duties as authorized under this section or any other statute for any offense against the United States committed in the presence of such supervisory special agent or special agent, or for any felony cognizable under the laws of the United States if such supervisory special agent or special agent has reasonable grounds to believe that the person to be arrested has committed or is committing such felony; </text></subclause> <subclause id="H1BE17A35CA574F41B59BC354B420AA1F"><enum>(II)</enum><text>seek and execute warrants for arrest, search of a premises, or seizure of evidence issued under the authority of the United States upon probable cause to believe that a violation has been committed; and </text></subclause> 
<subclause id="HB58814A177974CFD90A17BB1844B541F"><enum>(III)</enum><text>carry a firearm while engaged in official duties as authorized under this section or any other statute.</text></subclause></clause> <clause id="HC6EC511623904B98B4FE8DF6CF6F370B"><enum>(ii)</enum><header>Requirements to exercise authority</header> <subclause id="H5627F70AF19C4502869C1D7E045D8C4C"><enum>(I)</enum><header>Required certification</header> <item id="H57848E572D964CE08894A169E190D0FE"><enum>(aa)</enum><header>In general</header><text display-inline="yes-display-inline">In order to exercise the authority under <internal-xref idref="HAA267C7AA953447684B48FF6970812B0" legis-path="__.(a)(3)(C)(i)">clause (i)</internal-xref>, a supervisory special agent or a special agent supervised by such a supervisory special agent shall certify that he or she—</text> 
<subitem id="H75B0A439F986403D8A11984A448E1BA1"><enum>(AA)</enum><text display-inline="yes-display-inline">is a citizen of the United States; </text></subitem> <subitem id="H653A196702F546F9940BFC2ADE7D0C38"><enum>(BB)</enum><text>has successfully completed a basic law enforcement training program or military or other equivalent; and </text></subitem> 
<subitem id="H15BA4C2B8EE94757A83C468AB68E6CA4"><enum>(CC)</enum><text>is not prohibited from receiving a firearm under Federal law, including under section 922(g)(9) of title 18, United States Code, because of a conviction of a misdemeanor crime of domestic violence.</text></subitem></item> <item id="H392A5D44F18D4139AB9F8C3277B4481B"><enum>(bb)</enum><header>Additional requirements</header><text display-inline="yes-display-inline">After providing notice to the appropriate committees of Congress, the Inspector General may add requirements to the certification required under <internal-xref idref="H57848E572D964CE08894A169E190D0FE" legis-path="__.(a)(3)(C)(ii)(I)(aa)">item (aa)</internal-xref>, as determined appropriate by the Inspector General.</text></item></subclause> 
<subclause id="H0C9FB1D2A7064156AEB4A6FD2C1F793E"><enum>(II)</enum><header>Maintenance of requirements</header><text display-inline="yes-display-inline">The Inspector General shall maintain firearms-related requirements (including quarterly firearms qualifications) and use of force training requirements that, except to the extent the Inspector General determines necessary to effectively carry out the duties of the Office of the Inspector General, are in accordance with the Council of the Inspectors General on Integrity and Efficiency use of force policies, which incorporate Department of Justice guidelines.</text></subclause> <subclause id="H20340DA49EC94DCA85B4C1C3F7C3E196"><enum>(III)</enum><header>Eligibility determination</header> <item id="H74F0E25163094C0FA9F6B657AA3E68A0"><enum>(aa)</enum><header>In general</header><text display-inline="yes-display-inline">The Inspector General shall—</text> 
<subitem id="H9628E189C5EC4D4EBEC994D70F46D58A"><enum>(AA)</enum><text display-inline="yes-display-inline">determine whether an individual meets the requirements under this subparagraph; and </text></subitem> <subitem id="HAC37623F35F948DF9EA14A8E24DEC760"><enum>(BB)</enum><text>revoke any authority granted to an individual under <internal-xref idref="HAA267C7AA953447684B48FF6970812B0" legis-path="__.(a)(3)(C)(i)">clause (i)</internal-xref> if the individual is not in compliance with the requirements of this subparagraph.</text></subitem></item> 
<item id="H0941C0829FE543A49441C93273566F2D"><enum>(bb)</enum><header>Reauthorization</header><text display-inline="yes-display-inline">The Inspector General may reauthorize an individual to exercise the authority granted under <internal-xref idref="HAA267C7AA953447684B48FF6970812B0" legis-path="__.(a)(3)(C)(i)">clause (i)</internal-xref> if the Inspector General determines the individual has achieved compliance with the requirements under this subparagraph.</text></item> <item id="H6A379A707B6E49569846131D2C380D33"><enum>(cc)</enum><header>Limitation on appeal</header><text display-inline="yes-display-inline">A revocation of the authority granted under <internal-xref idref="HAA267C7AA953447684B48FF6970812B0" legis-path="__.(a)(3)(C)(i)">clause (i)</internal-xref> shall not be subject to administrative, judicial, or other review, unless the revocation results in an adverse action. Such an adverse action may, at the election of the applicable individual, be reviewed in accordance with the otherwise applicable procedures.</text></item></subclause></clause> 
<clause id="H6A62C8639A6648C5ABFB9B6E48E3C68B"><enum>(iii)</enum><header>Semiannual certification of program</header> 
<subclause id="H3F6D818E4356452B856B853D830A52EF"><enum>(I)</enum><header>In general</header><text display-inline="yes-display-inline">Before the first grant of authority under <internal-xref idref="HAA267C7AA953447684B48FF6970812B0" legis-path="__.(a)(3)(C)(i)">clause (i)</internal-xref>, and semiannually thereafter as part of the report under section 405 of title 5, United States Code, the Inspector General shall submit to the appropriate committees of Congress a written certification that adequate internal safeguards and management procedures exist that, except to the extent the Inspector General determines necessary to effectively carry out the duties of the Office of the Inspector General, are in compliance with standards established by the Council of the Inspectors General on Integrity and Efficiency, which incorporate Department of Justice guidelines, to ensure proper exercise of the powers authorized under this subparagraph.</text></subclause> <subclause id="H41AFBEAE0BD543B79FA348EB1A00FB41"><enum>(II)</enum><header>Suspension of authority</header><text display-inline="yes-display-inline">The authority granted under this subparagraph (including any grant of authority to an individual under <internal-xref idref="HAA267C7AA953447684B48FF6970812B0" legis-path="__.(a)(3)(C)(i)">clause (i)</internal-xref>, without regard to whether the individual is in compliance with <internal-xref idref="HC6EC511623904B98B4FE8DF6CF6F370B" legis-path="__.(a)(3)(C)(ii)">clause (ii)</internal-xref>) may be suspended by the Inspector General if the Office of Inspector General fails to comply with the reporting and review requirements under subclause (I) of this clause or <internal-xref idref="H65AC6CAE76974680A4D87CFCBA6820A0" legis-path="__.(a)(3)(C)(iv)">clause (iv)</internal-xref>. Any suspension of authority under this subclause shall be reported to the appropriate committees of Congress.</text></subclause></clause> 
<clause id="H65AC6CAE76974680A4D87CFCBA6820A0"><enum>(iv)</enum><header>Peer review</header><text display-inline="yes-display-inline">To ensure the proper exercise of the law enforcement powers authorized under this subparagraph, the Office of Inspector General shall submit to and participate in the external review process established by the Council of the Inspectors General on Integrity and Efficiency for ensuring that adequate internal safeguards and management procedures continue to exist. Under the review process, the exercise of the law enforcement powers by the Office of Inspector General shall be reviewed periodically by another Office of Inspector General or by a committee of Inspectors General. The results of each review shall be communicated in writing to the Inspector General, the Council of the Inspectors General on Integrity and Efficiency, and the appropriate committees of Congress.</text></clause> <clause id="H1EF0BD3C72654F80B74F35131AF3162D"><enum>(v)</enum><header>Alleged misconduct</header><text display-inline="yes-display-inline">Any allegation of misconduct by an individual granted authority under <internal-xref idref="HAA267C7AA953447684B48FF6970812B0" legis-path="__.(a)(3)(C)(i)">clause (i)</internal-xref> may be reviewed by the Integrity Committee of the Council of the Inspectors General on Integrity and Efficiency.</text></clause> 
<clause id="H00D026C4964F4CF9B3F6E40C777F2CA5"><enum>(vi)</enum><header>Appropriate committees of Congress</header><text display-inline="yes-display-inline">In this paragraph, the term <term>appropriate committees of Congress</term> means—</text> <subclause id="H2BBA2FC902D54BF1912BA72B6A6A7938"><enum>(I)</enum><text display-inline="yes-display-inline">the Committee on Rules and Administration and the Committee on Appropriations of the Senate; and </text></subclause> 
<subclause id="H0A6017A7FD9744D49966D0C85505FA50"><enum>(II)</enum><text>the Committee on House Administration and the Committee on Appropriations of the House of Representatives.</text></subclause></clause></subparagraph> <subparagraph id="H248891676A7F43F382ECC947F01DE7A3"><enum>(D)</enum><header>Budget independence</header><text display-inline="yes-display-inline">The Register of Copyrights shall include the annual budget request of the Inspector General in the budget of the Copyright Office without change.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H8719DEC9E24F421394F3FFD51BE60C71" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header>Appointment of acting officers by acting Register</header><text>Section 701(a) of title 17, United States Code, as amended by this section, is amended by adding at the end the following: <quote>Any officer appointed by an acting Register of Copyrights, including a Copyright Royalty Judge, shall be an acting officer, and may be removed from office at any time by an individual serving in the office of Register of Copyrights pursuant to an appointment by the President, by and with the advice and consent of the Senate.</quote>.</text></subsection> <subsection id="H8C6EC0F5E7214CB595FFF4D519FC4915" commented="no" display-inline="no-display-inline"><enum>(e)</enum><header>Ratification of actions taken by copyright entities prior to enactment</header><text>Each action taken under title 17, United States Code, by the Copyright Office, the Register of Copyrights, the Copyright Royalty Judges, or the Copyright Claims Board during the period beginning on May 8, 2025, and ending on the date of enactment of this Act is ratified and shall be given full force and effect.</text></subsection> 
<subsection id="H01AE8595493443D39ADD99CDB61519DC" commented="no" display-inline="no-display-inline"><enum>(f)</enum><header>Support agreements; reimbursement</header><text>Section 701 of title 17, United States Code, is amended by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H9022B4C6795A4971A924F6AFD57369B2"> <subsection id="HF1270BE8E2D54B03A54280CF143F44BB"><enum>(g)</enum><header>Support agreements; reimbursement</header><text>The Library of Congress and any other agency or office in the legislative branch of the Federal Government may provide administrative, facilities, financial management, information technology, legal, security, and other appropriate support to the Copyright Office as provided under an agreement for services entered into by the applicable agency or office and the Copyright Office.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H4E0125B24E624EDAA1478CC754F7A005"><enum>(g)</enum><header>Transition provisions</header><text display-inline="yes-display-inline">During the period specified in paragraph (1):</text> <paragraph id="H5C491C32725E42D6BB203D0F903678A5"><enum>(1)</enum><header>Period</header><text>The period specified in this paragraph is the period that begins on the date of the enactment of this Act and ends on September 30, 2029.</text></paragraph> 
<paragraph id="H7B72588BCE0D4CBF9584904F5427811F"><enum>(2)</enum><header>Transfers of appropriations</header><text>The Register of Copyrights and the Librarian of Congress may enter into such agreements as necessary to transfer appropriated amounts from one to the other if such amounts are necessary to carry out this Act and effectuate the separation of the Copyright Office and the Library of Congress.</text></paragraph> <paragraph id="HA3C0997C35724EEA85501D8A58DD078E"><enum>(3)</enum><header>Personnel</header><text>The laws with respect to the personnel of the Federal Government shall apply to the personnel of the Copyright Office to the same extent as such laws apply to the Library of Congress. Each officer or employee of the Copyright Office shall be appointed solely with reference to the fitness of the officer or employee to carry out the particular duties of the officer or employee.</text></paragraph></subsection></section>

<paragraph id="H950962F2D31F4A61933BDD365FF71C78"><enum>(1)</enum><text>include the merit system principles set forth under section 2301(b) of title 5;</text></paragraph> <paragraph id="HF35967860E1F4E4280EC34FC505397FA"><enum>(2)</enum><text>prohibit any personnel practice prohibited under section 2302(b) of title 5;</text></paragraph> 
<paragraph id="H4236E9568B7144D8BB87F5E62E2C7BFD"><enum>(3)</enum><text>prohibit any political activity prohibited under subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/73">chapter 73</external-xref> of title 5;</text></paragraph> <paragraph id="H15B9B83EDF874E34A5351B4A5D9E691B"><enum>(4)</enum><text>ensure that officers and employees of the Government Publishing Office are appointed, promoted, and assigned only on the basis of merit and fitness;</text></paragraph> 
<paragraph id="HF38C654B44FE4C48B7B8D8814AD4FD35" commented="no" display-inline="no-display-inline"><enum>(5)</enum><text display-inline="yes-display-inline">be established without regard to the provisions of title 5 governing appointments and other personnel actions in the competitive service; and</text></paragraph> <paragraph id="H867220BD53EE41A4884BA10F2A4847EF"><enum>(6)</enum><text>give a preference to an individual eligible for a hiring preference in the executive branch of the United States Government in a way and to an extent consistent with the preference given the individual for a position in the executive branch.</text></paragraph></subsection> 
<subsection id="H76CADF4CB8DE44958F7E72841430C99E" commented="no" display-inline="no-display-inline"><enum>(c)</enum> 
<paragraph id="HA79B04A6D592498686C9829EA0036935" commented="no" display-inline="yes-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">The Director may prescribe regulations about the system only—</text> <subparagraph id="H0BC69C99495C4335B6D2DF413B5DA4AD" indent="up1" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">after notice and opportunity for public comment; and</text></subparagraph> 
<subparagraph id="HFB1AF4D5CB9C402BA31A73602DB1378B" indent="up1" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>with the approval of the Joint Committee on Printing.</text></subparagraph></paragraph> <paragraph id="HF08AF12A5A9544E088B213E5E99A857C" indent="up1" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">An officer or employee of the Government Publishing Office may not make a reprisal or threat of reprisal against another officer or employee of the Government Publishing Office because of comments on a proposed regulation about the system.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph>

<subparagraph id="H280255C708CF4DF591CF0EAB7FB47F91" commented="no" display-inline="no-display-inline"><enum>(B)</enum><header>Removal</header><text>Subsection (d) of section 3 of the Librarian of Congress Succession Modernization Act of 2015, as redesignated and amended by this Act, shall apply with respect to an individual appointed to the position of Librarian of Congress before, on, or after the date of enactment of this Act.</text></subparagraph> <subparagraph id="H6C6F7DBDD1D04F7EBBBB194DC0487D76" commented="no" display-inline="no-display-inline"><enum>(C)</enum><header>Pay</header><text>Subsection (b) of section 904 of the Supplemental Appropriations Act, 1983 (<external-xref legal-doc="usc" parsable-cite="usc/2/136a-2">2 U.S.C. 136a–2</external-xref>), as added by this Act, shall apply on and after the first day of the first applicable pay period beginning on or after the date of enactment of this Act.</text></subparagraph></paragraph> 
<paragraph id="H9D4ACA8C21E94BF88294333502F1C306" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Deputy Librarian appointment</header><text>Subsections (a)(1), (b), and (c) of section 4 of the Librarian of Congress Succession Modernization Act of 2015, as added by this Act, shall apply to any appointment to the position of Deputy Librarian of Congress made on or after the date of enactment of this Act.</text></paragraph> <paragraph id="H32E1A26B8894421087B36E6E641831B8" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Director of GPO</header> <subparagraph id="H44E75979464C4756906B08A13F04D6B9" commented="no" display-inline="no-display-inline"><enum>(A)</enum><header display-inline="yes-display-inline">Appointment</header><text>Subsection (a)(2) of section 301 of title 44, United States Code, as amended by this Act, shall apply to any appointment to the position of Director of the Government Publishing Office made on or after the date of enactment of this Act.</text></subparagraph>

<paragraph id="HED0590A5F6F3464B80F1421A2433D847" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header display-inline="yes-display-inline">Deputy Director of GPO appointment</header><text>Subsections (b)(1), (c), and (d) of section 302 of title 44, United States Code, as added by this Act, shall apply to any appointment to the position of Deputy Director of the Government Publishing Office made on or after the date of enactment of this Act.</text></paragraph> <paragraph id="H2D98B27DFA68445A8474EE5DB43E5E4D" commented="no" display-inline="no-display-inline"><enum>(5)</enum><header>Register of Copyrights; subordinate officers and employees generally</header><text>Section 701(a) of title 17, United States Code, as amended by this Act, shall apply to any appointment to the position of Register of Copyrights or to the position of a subordinate officer or employee of the Copyright Office made on or after the date of enactment of this Act.</text></paragraph> 
<paragraph id="H682BF47113004700B3D2AB33BDDD2BC1" commented="no" display-inline="no-display-inline"><enum>(6)</enum><header>Associate Registers of Copyrights</header><text>Section 701(f) of title 17, United States Code, as amended by this Act, shall apply to any appointment to the position of Associate Register of Copyrights made on or after the date of enactment of this Act.</text></paragraph> <paragraph id="HD346EB099BA849FFAA11765972DA4CC0" commented="no" display-inline="no-display-inline"><enum>(7)</enum><header>Copyright Royalty Judges</header><text>Sections 801(a) and 802(d)(1) of title 17, United States Code, as amended by this Act, shall apply to any appointment to the position of Copyright Royalty Judge (including the Chief Copyright Royalty Judge or an interim Copyright Royalty Judge) made on or after the date of enactment of this Act.</text></paragraph> 
<paragraph id="H6DC803BA7B604F8FBF4F0DC0114FCE6A" commented="no" display-inline="no-display-inline"><enum>(8)</enum><header>Copyright Claims Officers</header><text>Section 1502(b)(1) of title 17, United States Code, as amended by this Act, shall apply to any appointment to the position of Copyright Claims Officer made on or after the date of enactment of this Act.</text></paragraph> <paragraph id="H5FAFA930395D456A92E43006EB082887"><enum>(9)</enum><header>Human Capital Management System for the Government Publishing Office</header><text display-inline="yes-display-inline">Section 9 and the amendments made by section 9 shall take effect on the date that is 180 days after the date of enactment of this Act.</text></paragraph></subsection></section> 
<section id="HA8A33DB4FA0C47B6AD4E00309A42D346"><enum>11.</enum><header>Severability</header><text display-inline="no-display-inline">If any provision of this Act or any amendment made by this Act, or the application of any such provision or amendment to any person or circumstance, is held to be unconstitutional, the remainder of this Act, and the application of such provision or amendment to any other person or circumstance, shall not be affected by the holding.</text></section> </legis-body> <attestation><attestation-group><attestation-date date="20260608" chamber="House">Passed the House of Representatives June 8, 2026.</attestation-date><attestor display="no">Kevin F.
