<section id="H2CA263B9E6274D9D8E01FCA054C6D65E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Streamlining FEMA Procurement Procedures Act of 2025</short-title></quote>.</text></section> <section id="HCD9D4A8688944F52817D5B96ED79D10C"><enum>2.</enum><header>Use of Construction Manager at Risk procurement methods</header> <subsection id="HAA0E907B29F54A3DA1199C8348989181"><enum>(a)</enum><header>Regulations</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the President shall issue such regulations as are necessary to ensure that, with respect to any activity carried out under section 406 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5172">42 U.S.C. 5172</external-xref>), a local government may use Construction Manager at Risk procurement methods, including qualifications-based procurement procedures, for the acquisition of any goods or services, whether professional, technical, construction-related, or non-professional, necessary to complete such activity.</text></subsection> 
<subsection id="H1C393330F03E427A8D092ECD869CA249"><enum>(b)</enum><header>Simplified procedure</header><text display-inline="yes-display-inline">Section 422(a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5189">42 U.S.C. 5189(a)</external-xref>) is amended by striking <quote>$1,000,000</quote> each place it appears and inserting <quote>$3,000,000</quote>.</text> </subsection></section> </legis-body></bill>
