<section id="HE6FAB147305B4B168D53FFB621C6E9EA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Data Improvement for Puerto Rico Recovery Act</short-title></quote>.</text></section> <section id="HC7E3AC72B35F42F68050727AA5ABDF25"><enum>2.</enum><header>Study required</header> <subsection id="H26001E9860FF4D5A8B3FFFADCC4CCCA2"><enum>(a)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of this Act, the Comptroller General shall complete and submit to the appropriate congressional committees a report containing the results of a study on the specific data needs across grant-awarding agencies. The report shall contain the following:</text>
<paragraph id="H6DF2EB08DB6444179B2FD0DCF243F95F"><enum>(1)</enum><text display-inline="yes-display-inline">A list of all grants provided by grant-awarding agencies to support Puerto Rico’s recovery from Hurricanes Irma, María, and Fiona, the 2020 earthquakes, and the COVID–19 pandemic. The list shall specify the grant type, amount, and the specific disaster or emergency to which it pertains.</text></paragraph> <paragraph id="H9E114079B9B8435A962357D3B6D863D6"><enum>(2)</enum><text display-inline="yes-display-inline">An assessment of statistical products that details the stages of the grant process at which statistical products were used, including—</text>
<subparagraph id="H46318FEC2CD346EDA2819F907C2FD630"><enum>(A)</enum><text display-inline="yes-display-inline">notice of funding opportunity;</text></subparagraph> <subparagraph id="HF02243666EED4E6586530CCCA149F7CE"><enum>(B)</enum><text display-inline="yes-display-inline">development;</text></subparagraph>
<subparagraph id="H67A912A9423D401FA7050B51CD85144C"><enum>(C)</enum><text>application review;</text></subparagraph> <subparagraph id="H2D9F8916D6EE43079040ED0082CD0AD2"><enum>(D)</enum><text>award selection;</text></subparagraph>
<subparagraph id="H216CD193818342A19BB76B7759462669"><enum>(E)</enum><text>formulation of terms and conditions; and</text></subparagraph> <subparagraph id="H42A50E56F6BC49438DF98F60FA6D7589"><enum>(F)</enum><text>technical assistance.</text></subparagraph></paragraph>
<paragraph id="H99F65FCC3F1C4F4B91C399E2A2439E35"><enum>(3)</enum><text display-inline="yes-display-inline">An evaluation of the most critical data needs identified by grant-awarding agencies in managing disaster-related grants for Puerto Rico, including issues related to lack of data coverage, disparities, reporting delays, and limitations in data reliability.</text></paragraph> <paragraph id="HB077D4DB6B8347AC8CD424B9439B1FC0"><enum>(4)</enum><text display-inline="yes-display-inline">A description of the extent to which the identified data gaps have impeded effective grant allocation, management, and evaluation for Puerto Rico, including any specific examples where grant execution was hindered.</text></paragraph>
<paragraph id="HC29B00D68D764D65AA044A7F32397933"><enum>(5)</enum><text display-inline="yes-display-inline">Where applicable, a list of Federal products that currently exclude Puerto Rico, but which could improve grant processes if the Puerto Rico was included. The grant-awarding agencies shall provide recommendations on integrating Puerto Rico into such Federal products to enhance grant allocation and oversight.</text></paragraph></subsection> <subsection id="H8AF27B95DE0C48EF8CC4F0F4A8A06076"><enum>(b)</enum><header>Access to prompt and complete information</header><text display-inline="yes-display-inline">Any Federal official from whom the Comptroller General seeks information for purposes of the report required by subsection (a) shall comprehensively respond to such request for information, not later than 90 days after the receipt of that request.</text></subsection>
<subsection id="H91FB58853D6E49598D1412BA94F8761A"><enum>(c)</enum><header>Definitions</header><text>In this Act:</text> <paragraph id="H38E1FE77694A4CA99AE9CBB49E7A1C83"><enum>(1)</enum><header>Appropriate congressional committees</header><text display-inline="yes-display-inline">The term <term>appropriate congressional committees</term> means—</text>
<subparagraph id="H6CCDF813BB3746B6A37290860A6ECC5B"><enum>(A)</enum><text>the Committee on National Resources of the House of Representatives; and</text></subparagraph> <subparagraph id="HC5064EFA73094B6DAEEFD053DB605466"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Energy and Natural Resources of the Senate.</text></subparagraph></paragraph>
<paragraph id="HD03AC9F275544A2D96ED7A57BA673E09"><enum>(2)</enum><header>Grant-awarding agencies</header><text display-inline="yes-display-inline">The term <term>grant-awarding agencies</term> means relevant agencies what have allocated, obligated, or disbursed recovery funds for Puerto Rico.</text></paragraph> <paragraph id="H0BA155F8A5084DC5B1657618BC752F32"><enum>(3)</enum><header>Relevant agencies</header><text>The term <term>relevant agencies</term> means the following:</text>
<subparagraph id="H90512DB954F74240A1D3EA7A7B187B99"><enum>(A)</enum><text>Environmental Protection Agency.</text></subparagraph> <subparagraph id="H1B66BEB786AC481C9C6592F86E349C48"><enum>(B)</enum><text>Federal Communications Commission.</text></subparagraph>
<subparagraph id="H94F126C6013A413A8B6FB0443DCD3F54"><enum>(C)</enum><text>Federal Emergency Management Agency.</text></subparagraph> <subparagraph id="HEBA4A025C4984D89AF8DF95E320EE2BE"><enum>(D)</enum><text>General Services Administration.</text></subparagraph>
<subparagraph id="H974DFED6137A4CEA8232E384351A7A9C"><enum>(E)</enum><text>National Science Foundation.</text></subparagraph> <subparagraph id="HE7A874A60C6548B68079D1269297458F"><enum>(F)</enum><text>Small Business Administration.</text></subparagraph>
<subparagraph id="H76E4D6F1173F478CB498E35269D94A61"><enum>(G)</enum><text>Army Corps of Engineers.</text></subparagraph> <subparagraph id="H24AF4376DD5148B1ABA0A30A6BD1C145"><enum>(H)</enum><text>Department of Agriculture.</text></subparagraph>
