R. 5498</legis-num><associated-doc role="report" display="yes">[Report No. 119–716]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250918">September 18, 2025</action-date><action-desc><sponsor name-id="V000134">Ms. Van Duyne</sponsor> (for herself, <cosponsor name-id="T000478">Ms. Tenney</cosponsor>, and <cosponsor name-id="H001082">Mr. Hern of Oklahoma</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><action display="yes"><action-date date="20260629">June 29, 2026</action-date><action-desc>Additional sponsor: <cosponsor name-id="B001327">Mr. Bresnahan</cosponsor></action-desc></action><action display="yes"><action-date date="20260629">June 29, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on September 18, 2025</action-instruction><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Administrator of the Small Business Administration to provide information to small business concerns on individual coverage health reimbursement arrangements, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HSM00" reported-display-style="italic" id="HB95D8F7B925244FB858B7E5049792D69"><section id="H1FC72775B32A48AAB784D924E0805879" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Small Business Health Options Awareness Act of 2026</short-title></quote>.</text></section><section id="HFDEC02769E204B0393A1F7A315A98044" section-type="subsequent-section"><enum>2.</enum><header>Outreach to small business concerns on individual coverage health reimbursement arrangements</header><subsection id="H285BC730C78D4EA997102B65A7B8D0ED"><enum>(a)</enum><header>Dissemination</header><text display-inline="yes-display-inline">The Administrator of the Small Business Administration shall disseminate information developed by appropriate Federal agencies on individual coverage health reimbursement arrangements to small business concerns through—</text><paragraph id="HBD6B646766444193830ECB7D6996D92E"><enum>(1)</enum><text display-inline="yes-display-inline">small business development centers; and</text></paragraph><paragraph id="HADDCAC86885E41179210D28C82355EFE"><enum>(2)</enum><text>district offices of the Administration.</text></paragraph></subsection><subsection id="H218DF73EBACD40F6B40937E7B006CC17"><enum>(b)</enum><header>Publication</header><text display-inline="yes-display-inline">The Administrator shall include the information described in subsection (a) in outreach and communications of the Small Business Administration, including social media, press releases, and publication on a website of the Administration.</text></subsection><subsection id="H51BF76C54DC54BD59CC2EE83A0A3FF2C"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H7F230401DC3F4F3C81214040F7AF8F48"><enum>(1)</enum><header>Appropriate Federal agency</header><text>The term <term>appropriate Federal agency</term> means a Federal agency, as determined by the Administrator of the Small Business Administration, and includes the Department of the Treasury, the Department of Health and Human Services, and the Department of Labor.</text></paragraph><paragraph id="H5502F4E48C6D4A4DB17F0AECC58AB520"><enum>(2)</enum><header>Individual coverage health reimbursement arrangement</header><text display-inline="yes-display-inline">The term <term>individual coverage health reimbursement arrangement</term> has the meaning given by the rule entitled <quote>Health Reimbursement Arrangements and Other Account-Based Group Health Plans</quote> (84 Fed. Reg. 28888; June 20, 2019).</text></paragraph><paragraph id="H8B2C59CED61E4C1998A0F0B582D8C341"><enum>(3)</enum><header>Small Business Act definitions</header><text display-inline="yes-display-inline">The terms <term>small business concern</term> and <term>small business development center</term> have the meanings given, respectively, under section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date>June 29, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
