R. 5430</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250917">September 17, 2025</action-date><action-desc><sponsor name-id="G000594">Mr. Tony Gonzales of Texas</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the funds under the matching grant program for school security to be used to hire school resource officers, and for other purposes.</official-title></form><legis-body id="H8F8A0564A9D242DDAA1257DFC6949F86" style="OLC"><section id="HF8B56CB3ECEF4742826DCBB5E0077C7A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Funding Officers and Resources To Increase Facility Youth Protection Act</short-title></quote> or the <quote><short-title>FORTIFY Act</short-title></quote>.</text></section><section id="H38DB61FF81EF4A3AB408D6B77C280292"><enum>2.</enum><header>Authorization to hire school resource officers under matching grant program for school security</header><subsection id="H52FB8C75B2A14737A86BA8F08C7387C8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 2701 of part AA of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10551">34 U.S.C. 10551</external-xref>) is amended—</text><paragraph id="H8326096FAA7743169A67A6FCA3CE0F6C"><enum>(1)</enum><text>in subsection (a)(1), by striking <quote>through (9)</quote> and inserting <quote>through (12)</quote>; and</text></paragraph><paragraph id="HA26E493407D442E5A470B1F49175B758"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="H045E310A609244CDBBF52947A23613E3"><enum>(A)</enum><text>by redesignating paragraph (9) as paragraph (12); and</text></subparagraph><subparagraph id="H67887C862A9F4547BAD731E79A79EE42"><enum>(B)</enum><text>by inserting after paragraph (8) the following:</text><quoted-block style="OLC" id="HC40EF829423142F0A6C06899CF1801A6" display-inline="no-display-inline"><paragraph id="HE14B695797B04197A70F8B102E72AB5F"><enum>(9)</enum><text display-inline="yes-display-inline">Hiring school resource officers (as such term is defined in section 1709).</text></paragraph><paragraph id="H02E767ED91CB496D8D015E9F5CAE49EF"><enum>(10)</enum><text>Purchasing firearms and protective equipment for school resource officers.</text></paragraph><paragraph id="HB0A6F793D1984718AEFC8658567A91A6"><enum>(11)</enum><text>Purchasing vehicles, including all terrain vehicles, golf carts, scooters, and bicycles, for use by school resource officers.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H926A64AF8C164F1AA31AAD7E7C3D932C"><enum>(b)</enum><header>Technical assistance</header><paragraph id="H7F571562D5394BD6A8CCA0A09784AE57"><enum>(1)</enum><header>In general</header><text>Section 2702 of part AA of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10552">34 U.S.C. 10552</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H8459C5ECEC09453D819B4AECB7559DDB" display-inline="no-display-inline"><subsection id="HF96B7FA634E341F195C22ED1F214945E"><enum>(c)</enum><header>Technical assistance</header><text display-inline="yes-display-inline">The Attorney General shall provide technical assistance to States, units of local government, and Indian tribes to improve access to grants under this part for rural and geographically underserved areas.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H565586F744DA45C39E820C234BFAACBF"><enum>(2)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Section 2703(a) of part AA of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10553">34 U.S.C. 10553</external-xref>) is amended—</text><subparagraph id="H65F7B8A8626F454EA54D24C3DEBB9EF3"><enum>(A)</enum><text>by striking <quote>and the activities</quote> and inserting <quote>the activities</quote>; and</text></subparagraph><subparagraph id="HB8B487854C874BE985E731478E98B57B"><enum>(B)</enum><text>by inserting before the period at the end the following: <quote>, and how the provision of technical assistance under section 2702(c) has improved access to grants under this part for rural and geographically underserved areas</quote>.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
