id="H521AC5E41C534AEDAF7EC252FEB9AFDE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Early-childhood Educators’ Deductions Act</short-title></quote> or the <quote><short-title>SEED Act</short-title></quote>.</text></section><section id="H1D6E2650B7E54F18A4341143A4B62B2E"><enum>2.</enum><header>Educator expense deduction to include early childhood educators</header><subsection id="HE8FFA38A2A2D4A02B7C0F93AB0B0A55B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/62">Section 62(d)(1)</external-xref> of the Internal Revenue Code of 1986 is amended—</text><paragraph id="H5EDEAC39E6C742C8A3D79431359D3B27"><enum>(1)</enum><text>in subparagraph (A), by striking <quote>a kindergarten through grade 12 teacher</quote> and inserting <quote>an early childhood or kindergarten through grade 12 teacher</quote>, and</text></paragraph><paragraph id="H561E04940B6745F495216D53545FE4C2"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (B), to read as follows:</text><quoted-block style="OLC" id="H1418F8307958458DA38E88A71E5DC716" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HWM00"><subparagraph id="H7A9C203E11D14EDD840E1D39BEF756D7"><enum>(B)</enum><header>School</header><text display-inline="yes-display-inline">The term <term>school</term> means—</text><clause id="HEEAD5F65C36A4B08BA5D5F10098291C4"><enum>(i)</enum><text>in the case of early childhood education, any school or childcare facility which—</text><subclause id="H1AD72B8041924782BD433FB4E0F711D3"><enum>(I)</enum><text display-inline="yes-display-inline">provides educational or childcare services for more than 2 individuals (other than individuals who reside at the school or facility) who have not attained age 6, and</text></subclause><subclause id="HB703F6C0BEE6464083CAE3DE1B960A94"><enum>(II)</enum><text display-inline="yes-display-inline">operates at the public expense or receives a fee, payment, or grant for providing such services for any of the individuals (regardless of whether such school or facility is operated for profit), and</text></subclause></clause><clause id="H53D56FCD1B16451A892637EF6A8702B8"><enum>(ii)</enum><text>in the case of elementary education or secondary education (kindergarten through grade 12), any school which provides such education, as determined under State law.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H6248D37E284F42529FDD01A5F973DFC3"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Section 62(a)(2)(D) of such Code is amended by striking <quote><header-in-text level="subparagraph" style="OLC">Certain expenses of elementary and secondary school teachers</header-in-text></quote> in the heading and inserting <quote><header-in-text level="subparagraph" style="OLC">Certain expenses of early childhood, elementary, and secondary school teachers</header-in-text></quote>.</text></subsection><subsection id="HA584E3C8B13E4ACEA9C0256EEC726522"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to expenses paid or incurred in taxable years beginning
