To amend the Weather Research and Forecasting Innovation Act of 2017 to expand the goals of the tornado warning improvement and extension program, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
This Act may be cited as the “Tornado and Windstorm Innovation for Safety and Tracking Enhancement Research Act” or the “TWISTER Act”.
SEC. 2. Expansion of goals of tornado warning improvement and extension program.
Section 103 of the Weather Research and Forecasting Innovation Act of 2017 (15 U.S.C. 8513; relating to the tornado warning improvement and extension program) is amended—
(1) by striking “The goal of such program” and inserting the following:
“(1) IN GENERAL.—The goal of such program”; and
(2) by adding at the end the following:
“(2) ADDITIONAL FOCUSES.—In carrying out paragraph (1), the Under Secretary shall ensure the development of innovative tornado forecasts, predictions, and warnings, with a particular focus on the following:
“(A) Fast-developing storm systems, such as derechos.
“(B) Areas historically absent of tornadoes.
“(C) Evening or nighttime tornadoes.”.
