R. 5201</legis-num><current-chamber display="yes">IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260422">April 22, 2026</action-date><action-desc> Received; read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To direct the Federal Communications Commission to publish a report on implementation of the Kari’s Law Act of 2017, and for other purposes.</official-title></form><legis-body id="HB167CB75F9D34678A4C7126FA79DF9B8" style="OLC"><section id="H324A608060314601865B515C06BE32AE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Kari's Law Reporting Act</short-title></quote>.</text></section><section id="HACBEC9AF437F4DD099C33117CBE5F4C3"><enum>2.</enum><header>Report on implementation of Kari’s Law Act of 2017</header><subsection id="HA0FEFE1BE7EF4667894E0C7582A2E8A7"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Commission shall publish on the website of the Commission a report regarding the enforcement by the Commission of section 721 of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/623">47 U.S.C. 623</external-xref>), which shall include—</text><paragraph id="H8347C2881A7642CC98926830571BC2CB"><enum>(1)</enum><text>a summary of the extent to which multi-line telephone system manufacturers and vendors have complied with such section;</text></paragraph><paragraph id="H681631965CA541D9A7D19BD63C94FAD8"><enum>(2)</enum><text>potential difficulties and obstacles in complying with such section;</text></paragraph><paragraph id="HB0183B4620794447A8D5197EEABB4316"><enum>(3)</enum><text display-inline="yes-display-inline">potential ways, if necessary, to improve the policies of the Commission to better enforce such section; and</text></paragraph><paragraph id="H177E9693F26441029326E3A9F2F37F05"><enum>(4)</enum><text>recommendations to Congress, if necessary, on further legislation that could mitigate problems like those that are addressed by such section.</text></paragraph></subsection><subsection id="H36C15705A4C041C89929B5DE3AF6C51B"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H34218AFE290F4942AA778EBF7E1CD0A7"><enum>(1)</enum><header>Commission</header><text>The term <quote>Commission</quote> means the Federal Communications Commission.</text></paragraph><paragraph id="H39868AA2443646A4B47A173C2878B7D0"><enum>(2)</enum><header>Multi-line telephone system</header><text>The term <quote>multi-line telephone system</quote> has the meaning given such term in section 721(f) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/623">47 U.S.C. 623(f)</external-xref>).</text></paragraph></subsection></section></legis-body><attestation><attestation-group><attestation-date date="20260421" chamber="House">Passed the House of Representatives April 21, 2026.</attestation-date><attestor display="yes">Kevin F.
