Bill Young Cell Transplantation Program</header><text display-inline="no-display-inline">Section 379B of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/274m">42 U.S.C. 274m</external-xref>) is amended—</text><paragraph id="HF50E5F3D1E3F4ED985B9335F3F984A4F"><enum>(1)</enum><text>by striking <quote>appropriated $31,009,000</quote> and inserting the following:</text><quoted-block style="OLC" id="HCEB5CC1E52A943098C872B2A460E99AD" display-inline="yes-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><text>appropriated—</text><paragraph id="HE99CEDB980944C2E8F0AEB930E419624"><enum>(1)</enum><text display-inline="yes-display-inline">$31,009,000</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H394B34E3258B4C30A3BCB88D2135B1BA"><enum>(2)</enum><text>in paragraph (1), as so inserted, by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="HEB8702FD954C42A3861F4BCBEC0E82C7"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H8C66E5BB267D44FFADF7DB161E455CBD" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><paragraph id="H90AA897CFC8C431D9B332CD9F18E3A42"><enum>(2)</enum><text display-inline="yes-display-inline">$33,009,000 for each of fiscal years 2027 through 2031.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H084B4082C1464C238B202A4C696DDB42"><enum>3.</enum><header>Cord blood inventory</header><subsection id="HE6A084A8B43443CAAD4A5A8F22BD4EFE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 2(a) of the Stem Cell Therapeutic and Research Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/274k">42 U.S.C. 274k</external-xref> note) is amended by striking <quote>at least 150,000 new units of high-quality cord blood</quote> and inserting <quote>a sufficient supply, as determined by the Secretary, of high-quality cord blood units</quote>. </text></subsection><subsection id="HABCA6F7191A24EA7AAF940D099020464"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">Section 2(c) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/274k">42 U.S.C. 274k</external-xref> note) is amended—</text><paragraph id="H0B90389083D24E778887A4A9CAB99EA5"><enum>(1)</enum><text>in paragraph (2), by striking <quote>in perpetuity or</quote>; and</text></paragraph><paragraph id="H76BEF9EAB85B446DA8EEDC6D857831AC"><enum>(2)</enum><text>by amending paragraph (5) to read as follows:</text><quoted-block style="OLC" id="H0FCFD67A20EE43289D303458EC97364A" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><paragraph id="H422720C43BB94ED988AE73C20EC0AAF2"><enum>(5)</enum><text display-inline="yes-display-inline">if the Secretary determines through an assessment, or through petition by the applicant, that a cord blood bank is no longer operational, does not meet the requirements described in subsection (d)(4), or does not meet the requirements of section 379(d)(4) of the Public Health Service Act, and as a result may not distribute the high-quality units, the Secretary may transfer the units collected pursuant to this section to another qualified cord blood bank or entity approved by the Secretary to ensure continued availability of high-quality cord blood units.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HBC99805A001C419D8E650F844F7B9A05"><enum>(c)</enum><header>Duration of Contracts</header><text display-inline="yes-display-inline">Section 2(d)(4) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/274k">42 U.S.C. 274k</external-xref> note) is amended to read as follows:</text><quoted-block style="OLC" id="H17C63420C95C4D829A2795C6E2BD88F4" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><paragraph id="HDD6A9FE8BCBE440DBF2A23E2AB69DFA7"><enum>(4)</enum><header>Consideration of best science</header><text display-inline="yes-display-inline">The Secretary shall take into consideration current scientific and clinical information in order to maximize the availability of high-quality cord blood units meeting applicable clinical and quality standards for transplant when entering into contracts under this section, or when extending a period of funding under such a contract under paragraph (2).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H9D31EC0250EA497CB6CF1865C9801514"><enum>(d)</enum><header>Inventory management</header><text>Section 2 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/274k">42 U.S.C. 274k</external-xref> note) is amended—</text><paragraph id="H553ACB7455F7461484F84D17DB1ECE44"><enum>(1)</enum><text>by redesignating subsections (e), (f), and (g) and as subsections (f), (g), and (h), respectively; and</text></paragraph><paragraph id="HEAD4C4FB62C342FBBA0DE82352E45B65"><enum>(2)</enum><text>by inserting after subsection (d) the following:</text><quoted-block style="OLC" id="H06975BBAD8E64F2099A5D34E18EA666E" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><subsection id="HA133B60CF2A14D2D8B3902A79B2E739D"><enum>(e)</enum><header>Inventory management</header><paragraph id="H22F651F7BD4C4EDE997D58571B22CE64"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall manage the size and composition of the National Cord Blood Inventory to maximize clinical utility, ensure genetic diversity, and promote the efficient use of resources.</text></paragraph><paragraph id="H43F37ECC34F94C0B9087409051065A41"><enum>(2)</enum><header>Considerations</header><text display-inline="yes-display-inline">In carrying out paragraph (1), the Secretary may—</text><subparagraph id="HE77E0B9F7A0F40759BC4EF7B442A8D8B"><enum>(A)</enum><text>on the Secretary’s own initiative or upon petition by a qualified cord blood bank, make determinations regarding the continued storage of cord blood units based on the best available scientific and clinical evidence; or</text></subparagraph><subparagraph id="HF94FC3B9D46740B79D8DC2CE0549AC30"><enum>(B)</enum><text>prioritize the collection, retention, or disposition of cord blood units based on scientific, clinical, or operational considerations that the Secretary determines to be relevant.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HCDABC2E493CD4BF984BF578D84B93035"><enum>(e)</enum><header>Definitions</header><text>Section 2(g) of such Act, as redesignated by subsection (d)(1) of this section, is amended—</text><paragraph id="H23A9280BB4AD40C989A722EBA2123F59"><enum>(1)</enum><text>by redesignating paragraphs (4) and (5) as paragraphs (5) and (6), respectively; and</text></paragraph><paragraph id="H4497D57698E5453AAD05B0ACE3063201"><enum>(2)</enum><text>by inserting after paragraph (3) the following:</text><quoted-block style="OLC" id="HC2BE12FBF406415FB89B293C41D2DC98" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HIF00"><paragraph id="H8238C5072E2645AF934D6FF10030125F"><enum>(4)</enum><text display-inline="yes-display-inline">The term <quote>high quality cord blood unit</quote> means a cord blood unit that meets current industry standards and any requirements of the Food and Drug Administration.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H067F75A0B72648B49B3ED265B35E1242"><enum>(f)</enum><header>Authorization of appropriations</header><text>Section 2(h) of such Act, as redesignated by subsection (d)(1) of this section, is amended by striking <quote>fiscal years 2022 through 2026</quote> and inserting <quote>fiscal years 2027 through 2031</quote>.</text></subsection></section></legis-body><endorsement display="yes"><action-date>July 2, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
