<section id="HBF088DD2B7284694BBD073E12C1C09A1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transportation Worker Identification Credential Efficiency Act</short-title></quote> or the <quote>TWICE Act</quote>.</text></section> <section id="H5F9D9E15F21E4794B4F85F0F6624D835"><enum>2.</enum><header>Development of guidelines and procedures to improve access to the Transportation Worker Identification Credential program</header> <subsection id="H2BE801003501406DA54E4437518E0FF1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Administrator of the Transportation Security Administration shall develop the following guidelines relating to the Transportation Worker Identification Credential (TWIC) program:</text> 
<paragraph id="HBD7AD46EAB1A424FA318B1C38083E986"><enum>(1)</enum><text>To improve access of returning citizens to the TWIC program.</text></paragraph> <paragraph id="H78822D9A676E47248736BEFB37111550"><enum>(2)</enum><text>To assist individuals who are incarcerated in pre-applying or preparing applications for TWIC cards.</text></paragraph> 
<paragraph id="H10BD0F4E1C494E0F8FA7BCE40501A672"><enum>(3)</enum><text>To assist individuals requesting an appeal or waiver of preliminary determinations of ineligibility for TWIC cards.</text></paragraph></subsection> <subsection id="H2B7171D93776474F93EC1D1DD8EF133D" commented="no"><enum>(b)</enum><header>Briefing</header><text display-inline="yes-display-inline">Not later than 180 days after the development of the guidelines described in subsection (a), the Administrator of the Transportation Security Administration shall brief the Committee on Homeland Security of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate on the implementation of this section.</text></subsection> 
<subsection id="HC1316BE37B8449EE9B2598AE5BC082DA"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="H18EAEED1AF9E43039342632197A3A542"><enum>(1)</enum><header>Returning citizens</header><text display-inline="yes-display-inline">The term <quote>returning citizens</quote> means individuals released from incarceration and otherwise eligible for the Transportation Worker Identification Credential program.</text></paragraph> 
<paragraph id="HA6529B5ADF774AA798C50F5FAF695E80"><enum>(2)</enum><header>Transportation Worker Identification Credential</header><text display-inline="yes-display-inline">The term <quote>Transportation Worker Identification Credential</quote> means a Transportation Worker Identification Credential issued in accordance with section 70105 of title 46, United States Code.</text></paragraph></subsection></section> </legis-body> <attestation><attestation-group><attestation-date date="20260916" chamber="House">Passed the House of Representatives September 16, 2026.</attestation-date><attestor display="no">Kevin F.
