<section id="H87A6B2FB294447EAAA492259CFB7CB1F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Battling Infections Transmitted by Ticks and Exposure Act</short-title></quote> or the <quote><short-title>BITE Act</short-title></quote>.</text></section> <section id="H2A12FC331DA64BC8A74F08A3D46406AB"><enum>2.</enum><header>Comprehensive national vector-borne disease prevention system</header> <subsection id="HDE3A46762918494593E08D7828498794"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall establish and maintain a comprehensive national vector-borne disease prevention system.</text></subsection> 
<subsection id="HBE4D1B5FAA4D4B3D853C1CBEDF782E44"><enum>(b)</enum><header>Components</header><text display-inline="yes-display-inline">The system described in subsection (a) shall have the following components:</text> <paragraph id="HFB2EE57EE0E44D30BF723FF99D9AAC8D"><enum>(1)</enum><text display-inline="yes-display-inline">A professional vector identification service, which shall—</text> 
<subparagraph id="HF46042AA40E24AB88720F2EAD66882FD"><enum>(A)</enum><text>include relevant information on ticks, mosquitoes, and fleas as vectors of disease;</text></subparagraph> <subparagraph id="H3C6C5F2C8FAC4A0DA7260F8F12AD21C6"><enum>(B)</enum><text>be accessible by civilians and the Department of Defense; and</text></subparagraph> 
<subparagraph id="H87658A1D6C5C4251A1AA5DAA56A27402"><enum>(C)</enum><text>support data reporting that integrates human, animal, and environmental data (commonly known as the <quote>One Health</quote> approach).</text></subparagraph></paragraph> <paragraph id="H833D39C051CD4A0399E87DC4D7A676FC"> <enum>(2)</enum> <text display-inline="yes-display-inline">An artificial intelligence-enhanced early warning system, which shall—</text>
          <subparagraph id="HA8465EBB0EAC4DDCB8DA2D76164FBAC8">
            <enum>(A)</enum>
 <text>predict disease activity with weather, habitat, and wildlife data; and</text> </subparagraph> <subparagraph id="H0848916498F54FA78E9CAE9C9ADFF61B"> <enum>(B)</enum> <text>deliver real-time, location-based risk alerts.</text>
          </subparagraph>
        </paragraph> 
<paragraph id="HB834A292CF3B47AC9458AE524C23E35E"><enum>(3)</enum><text display-inline="yes-display-inline">Insurance claims surveillance to detect outbreaks earlier than traditional methods, which shall include surveillance of claims made with private or public health insurance.</text></paragraph> <paragraph id="H001CB66C29EC4A1C887F7EF8E1823D04"><enum>(4)</enum><text display-inline="yes-display-inline">Syndromic surveillance, which shall monitor emergency room visits (including at civilian hospitals and military medical treatment facilities) for vector-borne symptoms.</text></paragraph> 
<paragraph id="H93249A7EC4FA466B9672DD14090B895E"><enum>(5)</enum><text display-inline="yes-display-inline">Comprehensive public education, which shall—</text> <subparagraph id="H4CAC4281DF91455592C67A790CD8D94E"><enum>(A)</enum><text>deliver targeted prevention messaging; and</text></subparagraph> 
<subparagraph id="H9E8ECD0015CD46D883403AD68B8B0DD7"><enum>(B)</enum><text>inform the public by working with schools, workplaces, media, and community organizations.</text></subparagraph></paragraph> <paragraph id="HEC94AA9C6C604841A99C4395C9F344E8"><enum>(6)</enum><text>National strategic alignment, which shall—</text> 
<subparagraph id="H31D651CDDF454D849AA6C13EA88D2AD1"><enum>(A)</enum><text>support a target of a 25 percent reduction in Lyme disease by 2035; and</text></subparagraph> <subparagraph id="HE63615548A674357BB06204ED00FC1E2"><enum>(B)</enum><text>enhance military readiness through early detection and ecosystem health.</text> </subparagraph></paragraph></subsection></section>
