R. 4446</legis-num><associated-doc role="report" display="yes">[Report No. 119–266]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250716">July 16, 2025</action-date><action-desc><sponsor name-id="D000635">Ms. Dexter</sponsor> (for herself, <cosponsor name-id="M001233">Mr. Messmer</cosponsor>, <cosponsor name-id="M001220">Mr. McGarvey</cosponsor>, and <cosponsor name-id="V000135">Mr. Van Orden</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><action display="yes"><action-date date="20250910">September 10, 2025</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to modify the conditions under which the Secretary of Veterans Affairs is required to redevelop the individualized vocational rehabilitation plan for a veteran, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="H897022C8C67240838B69C77F4C68FF50" style="OLC"><section id="HBE974FF1921C476CAED749FFD287FE27" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Focused Assistance and Skills Training for Veterans’ Employment and Transition Success Act</short-title></quote> or the <quote><short-title>FAST VETS Act</short-title></quote>.</text></section><section id="HF4142B4D7C2F478F930BC46101E0BAD1" section-type="subsequent-section"><enum>2.</enum><header>Conditions under which Secretary of Veterans Affairs shall redevelop individualized vocational rehabilitation plan</header><text display-inline="no-display-inline">Section 3107 of title 38, United States Code, is amended in subsection (b)—</text><paragraph id="HA492B119847F4E3094988900CAC96C40"><enum>(1)</enum><text>by striking <quote>The Secretary shall review</quote> and inserting <quote>(1) The Secretary shall review</quote>;</text></paragraph><paragraph id="H4D243951715049158CC1D6B42A4944FE"><enum>(2)</enum><text>by striking the second sentence; and</text></paragraph><paragraph id="H66025F4E510A45ACB7A52D66AF8AC2AA"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="HD864BD4E9F6D4E808E3AF92CBD36C267" display-inline="no-display-inline"><paragraph id="HDBE12FFAB7A2430BA38ED31211A998DE" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">On the basis of such review, the Secretary shall—</text><subparagraph id="H28E261CCF8784751A12AAD288800D949"><enum>(A)</enum><text display-inline="yes-display-inline">redevelop such plan with such veteran if the Secretary determines the achievement of the long-range rehabilitation goals for such veteran is—</text><clause id="HBCD748E03EB64E4B8614A217FC8AAB6F"><enum>(i)</enum><text>no longer feasible due to changes in the employment handicap of the veteran; and</text></clause><clause id="H5D7DBAF49D5B403EA18CC278DCFB38AD"><enum>(ii)</enum><text display-inline="yes-display-inline">likelier under a different plan formulated under subsection (a); or</text></clause></subparagraph><subparagraph id="HE1076A3774F5484C9903CEFE8C41C672"><enum>(B)</enum><text display-inline="yes-display-inline">disapprove redevelopment of such plan if the Secretary determines such redevelopment is not appropriate.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body><endorsement display="yes"><action-date>September 10, 2025</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
