<section id="H141064E8456A4F7B98C2452105DF370A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prioritizing Rural Hospitals Act</short-title></quote>.</text></section> <section id="HEB3CFA28398B4BBCBCE93F6807F815E1"><enum>2.</enum><header>Improving rural health care access</header> <subsection id="H4C06B01C78CA458D91BCFF160CA3D88F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">For fiscal years 2026 through 2031, in selecting recipients of direct loans or grants for the development of essential community facilities under section 306(a) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1926">7 U.S.C. 1926(a)</external-xref>), the Secretary of Agriculture shall give priority to entities eligible for the direct loans or grants to develop—</text> 
<paragraph id="HBD11EDEEA6D6450B99CA916023539B74"><enum>(1)</enum><text>health care facilities; or</text></paragraph> <paragraph id="HD693D050FD2B47069BC1208A010BD945"><enum>(2)</enum><text>mental or behavioral health facilities, including certified community behavioral health clinics described in section 223 of the Protecting Access to Medicare Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/42/1396a">42 U.S.C. 1396a</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/113/93">Public Law 113–93</external-xref>).</text></paragraph></subsection> 
<subsection id="H9887A2F0EEA84C3AABBCE4D42C24B495"><enum>(b)</enum><header>Use of funds</header><text display-inline="yes-display-inline">An eligible entity referred to in subsection (a) that receives a direct loan or grant pursuant to this section may use the direct loan or grant funds to—</text> <paragraph id="HBE3DF289D95948D19C281EF66CB22E64"><enum>(1)</enum><text>provide medical supplies;</text></paragraph> 
<paragraph id="HD0D8E9FED2AA414DB19F8FCEB553B5FB"><enum>(2)</enum><text>increase telehealth capabilities, including underlying health care information systems;</text></paragraph> <paragraph id="H7B2B13F2DDF7435497FA588A77F7C214"><enum>(3)</enum><text>support staffing needs, subject to the condition that the eligible entity shall not use more than 25 percent of the direct loan or grant funds for this purpose; or</text></paragraph> 
<paragraph id="HFD13F90DE49E47378D4D831116185557"><enum>(4)</enum><text>renovate or remodel closed health care facilities.</text></paragraph> </subsection> <subsection id="H65DF09584F9F4CD687581C5FD9C793C7"><enum>(c)</enum><header>Limitation on other reprioritizations</header><text display-inline="yes-display-inline">For fiscal years 2026 through 2031, the Secretary of Agriculture shall not make any national reprioritizations within the Community Facilities direct loan and grant programs under section 608 of the Rural Development Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/7/2204b-2">7 U.S.C. 2204b–2</external-xref>).</text></subsection></section>
