To prohibit Department of Defense contracts with certain foreign-owned online tutoring services.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
This Act may be cited as the “Turning Untrusted Tutoring Origins Away from Resources Act of 2025” or the “TUTOR Act of 2025”.
SEC. 2. Prohibition on Department of Defense contracts with certain foreign-owned online tutoring services.
Section 854 of the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 (Public Law 118–159; 10 U.S.C. 4651 note prec.) is amended—
(1) by striking “The Secretary” and inserting “(a) In general.—The Secretary”;
(2) by striking “the People’s Republic of China” and inserting “a country of concern”; and
(3) by adding at the end the following new subsection:
“(b) Country of concern defined.—In this section, the term ‘country of concern’ means any of the following:
“(1) China.
“(2) Russia.
“(3) Iran.
“(4) North Korea.”.
