<section id="H32E31FF386304C4A81818BA6FADA3687" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cross-Boundary Wildfire Solutions Act</short-title></quote>.</text></section> <section id="H1FE6F91092114B87AB9C81C21D6A2FCD"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="HA79245F39B0E43658E568A20D545228B"><enum>(1)</enum><header>Covered agency</header><text>The term <quote>covered agency</quote> means—</text> <subparagraph id="H99533638CF274B6DB46C70F7EE37C201"><enum>(A)</enum><text>each Federal land management agency (as defined in section 802 of the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801</external-xref>));</text></subparagraph> 
<subparagraph id="H7F705E1D2E7E4468BD922752DBCCC6C1"><enum>(B)</enum><text>the Natural Resources Conservation Service;</text></subparagraph> <subparagraph id="H0B19169436074F9AA4DD513354F8C1C0"><enum>(C)</enum><text>the Environmental Protection Agency;</text></subparagraph> 
<subparagraph id="H0A5330E56C034D74AB7D94147437E408"><enum>(D)</enum><text>the Federal Emergency Management Agency;</text></subparagraph> <subparagraph id="HB80226CE05264F90B95C4F4BFABDADC5"><enum>(E)</enum><text>the United States Fire Administration; </text></subparagraph> 
<subparagraph id="HCC4EB8F7251E44B1BB2D8D1E51078841"><enum>(F)</enum><text>States;</text></subparagraph> <subparagraph id="HA95C456A2E6D46B29011F00730F5B2A3"><enum>(G)</enum><text>Indian Tribes; and</text></subparagraph> 
<subparagraph id="H40AE5E80D3C3415BAB985ED075D7B83E"><enum>(H)</enum><text>local governments. </text></subparagraph></paragraph> <paragraph id="HB6686E3A55D64227803D1C876C45D151" commented="no"><enum>(2)</enum><header>Covered authority</header><text>The term <quote>covered authority</quote> means—</text> 
<subparagraph id="H1921D05C143E4D52B75816E9395481C6" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">the Healthy Forests Restoration Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/16/6501">16 U.S.C. 6501 et seq.</external-xref>);</text></subparagraph> <subparagraph id="HE07A785FCED4431C86BFACCCB4F79559"><enum>(B)</enum><text display-inline="yes-display-inline">the Cooperative Forestry Assistance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2101">16 U.S.C. 2101 et seq.</external-xref>);</text></subparagraph> 
<subparagraph id="HC3C646A8358B412A936F8899BBB8FA96"><enum>(C)</enum><text display-inline="yes-display-inline">the good neighbor authority under section 8206 of the Agricultural Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/16/2113a">16 U.S.C. 2113a</external-xref>);</text></subparagraph> <subparagraph id="H0C50565A9A9D4DB4B997D6B9564C6EC5"><enum>(D)</enum><text display-inline="yes-display-inline">the Tribal Forest Protection Act of 2004 (<external-xref legal-doc="usc" parsable-cite="usc/25/3101">25 U.S.C. 3101 et seq.</external-xref>);</text></subparagraph> 
<subparagraph id="HB6A775FC7DC343FE95190AA718641075"><enum>(E)</enum><text display-inline="yes-display-inline">the collaborative forest landscape restoration program under section 4003 of the Omnibus Public Land Management Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/16/7303">16 U.S.C. 7303</external-xref>); and</text></subparagraph> <subparagraph id="H2071C99987264D85A2DF54DCB351FE2A"><enum>(F)</enum><text display-inline="yes-display-inline">any other statutory authority that facilitates cross-boundary wildfire mitigation or forest health improvement activities, as determined by the Comptroller General of the United States.</text></subparagraph></paragraph></section> 
<section id="H1ADCEBFFF8584D3B9AA841CBB8F9912B"><enum>3.</enum><header>Study on wildfire mitigation across land ownership boundaries</header> 
<subsection id="HC62AC8DD614E41CD81B7BB347AF14FDE"><enum>(a)</enum><header>Study required</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study on—</text> <paragraph id="H127FF84A75AF4FDDA10441D7DE0BC4E0"><enum>(1)</enum><text>the existing Federal programs, rules, and authorities that enable or inhibit wildfire mitigation from being completed across land ownership boundaries on Federal and non-Federal land;</text></paragraph> 
<paragraph id="HB3536E29E51244419A08FC2D88C44AA8"><enum>(2)</enum><text display-inline="yes-display-inline">whether changes to any program, rule, or authority (including changes to existing statutory definitions) identified pursuant to paragraph (1) would—</text> <subparagraph id="H5AF5BBAE12024268BFEEB919420126FD"><enum>(A)</enum><text>allow a covered agency increased capacity or access to funding to mitigate wildfires or improve forest health; and</text></subparagraph> 
<subparagraph id="H4058ACD7086B4E35868091A3FCA41BC6"><enum>(B)</enum><text display-inline="yes-display-inline">enable better community protection and prevent the loss of structures due to wildfire; and</text></subparagraph></paragraph> <paragraph id="H9CCC0E5861434501A311479FE5EBC070"><enum>(3)</enum><text display-inline="yes-display-inline">the activities carried out pursuant to a covered authority, including—</text> 
<subparagraph id="H896B9BF3281843B2B4FA1F46BB126A98"><enum>(A)</enum><text>how to improve the efficacy of such activities with respect to mitigating wildfire; and</text></subparagraph> <subparagraph id="HD50A9F6E56B740F0BEAE6E614A4F8223"><enum>(B)</enum><text display-inline="yes-display-inline">whether the enactment of such covered authority has increased capacity or access to funding to mitigate wildfires for a covered agency.</text></subparagraph></paragraph></subsection> 
<subsection id="HC15BC52F9A4E47F99712569C6978DFD1"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Natural Resources and the Committee on Agriculture of the House of Representatives and the Committee on Energy and Natural Resources and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report that contains—</text> <paragraph id="H9E1A52F5D4654A378DFFD1E0C6085F57"><enum>(1)</enum><text>the results of the study required under subsection (a); and</text></paragraph> 
<paragraph id="HE5429325CBAA4DDFAFE188AC045D3389"><enum>(2)</enum><text>recommendations to simplify cross-boundary wildfire mitigation between Federal land management agencies and State, local, and Tribal governments.</text></paragraph></subsection></section> </legis-body> <attestation><attestation-group><attestation-date date="20260602" chamber="House">Passed the House of Representatives June 2, 2026.</attestation-date><attestor display="no">Kevin F.
