outreach</header><text display-inline="yes-display-inline">The section 1167 of title 38, United States Code, relating to mental health consultations is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H00347346DF06499D83D79C7AF0BB27B9"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), in the subsection heading, by striking <quote><header-in-text style="USC" level="subsection">In general</header-in-text></quote> and inserting <quote><header-in-text style="USC" level="subsection">Initial consultation</header-in-text></quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEFB9564E1CC94020908B7D80995574F7"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating subsections (b) and (c) as subsections (d) and (e), respectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H161E0D243AEB428296DDE8D2DA9E91A4"><enum>(3)</enum><text>by inserting after subsection (a) the following new subsections:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H9FFD85C3B63444C4B7E2ABF0EFBC8EA6" changed="added" reported-display-style="italic" committee-id="HVR00"><subsection id="H402180F4AF3E44F4A788F717D1A90216"><enum>(b)</enum><header>Annual consultation; outreach</header><text display-inline="yes-display-inline">Not less frequently than once each year, the Secretary shall, with regards to a veteran who is receiving compensation under this chapter for a service-connected disability relating to a mental health diagnosis—</text><paragraph commented="no" display-inline="no-display-inline" id="HD7E4D9274D19459FA6188FF127BCAE51"><enum>(1)</enum><text display-inline="yes-display-inline">offer a mental health consultation to assess the mental health needs of, and discuss other mental health care options for, the veteran; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF6353B8514BD4D5EB9A5A6F6593EA585"><enum>(2)</enum><text display-inline="yes-display-inline">conduct outreach (unless a veteran elects not to receive such outreach)—</text><subparagraph id="H7DBDB26D7A5C4599BCB2EAA91E088C2C"><enum>(A)</enum><text>regarding the availability of consultations under paragraph (1) and other mental health services furnished by the Secretary; and</text></subparagraph><subparagraph id="H2B39C5A37F1D4832B15F11FA42F9B0F6"><enum>(B)</enum><text display-inline="yes-display-inline">using methods described in subsection (c).</text></subparagraph></paragraph></subsection><subsection id="H098C3DA08BE54F51A75A11E9E085AEBA"><enum>(c)</enum><header>Outreach methods</header><text>Outreach methods described in this subsection consist of—</text><paragraph id="H93D833F68B6B4E709C75F270FD09E343"><enum>(1)</enum><text>successfully contacting the veteran by telephone call or text message; </text></paragraph><paragraph id="HBC49E98B301E43B482DA99B7E8A842BA"><enum>(2)</enum><text display-inline="yes-display-inline">if the Secretary does not make such contact, not fewer than two telephone calls or text messages; or</text></paragraph><paragraph id="HA1FC022D2BC944A687DB473AD051C6BE"><enum>(3)</enum><text display-inline="yes-display-inline">if the Secretary does not have a telephone number for the veteran—</text><subparagraph id="H84680FFB1FE349608D43EB3FE44FB39A"><enum>(A)</enum><text>at least one email; or</text></subparagraph><subparagraph id="H4683F444C9B24198B0529A6A4B3CEAEE"><enum>(B)</enum><text display-inline="yes-display-inline">if the Secretary does not have an email address for the veteran, at least one letter.</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBF1780E60D2540588F218A4FDEE48FDD"><enum>(4)</enum><text>in subsection (c), as redesignated by paragraph (2), by inserting <quote>or (b)</quote> after <quote>under subsection (a)</quote> both places it appears; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5506C95062854569827920EEC4A23E0C"><enum>(5)</enum><text>in subsection (d), as redesignated by paragraph (2), by inserting <quote>, or to require the reevaluation of any entitlement of the veteran to compensation under this chapter</quote> before the period at the end.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HD79789752FE643A8BE2DB917EECC3711"><enum>(b)</enum><header>Technical corrections</header><paragraph commented="no" display-inline="no-display-inline" id="HA6D46976F5F24A44854A4241874A31D4"><enum>(1)</enum><header>Redesignation</header><text display-inline="yes-display-inline">Such section, as amended, is redesignated as section 1169 of such title.</text></paragraph><paragraph id="HDE4054903D6343D4BE7EC068757A9390"><enum>(2)</enum><header>Clerical amendments</header><text>The table of sections at the beginning of chapter 11 of such title is amended—</text><subparagraph commented="no" display-inline="no-display-inline" id="HB9483B403C794E90B4B7F712AB8995AA"><enum>(A)</enum><text display-inline="yes-display-inline">by striking the item relating to the section 1167 that relates to mental health consultations; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H994B61DCA68A4EAE92D3AF1ED262CB14"><enum>(B)</enum><text>by inserting after the item relating to section 1168 the following new item:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H63CEB9DCB9F34386911CD67C5A4D0136" changed="added" reported-display-style="italic" committee-id="HVR00"><toc changed="added" reported-display-style="italic" committee-id="HVR00"><toc-entry level="section" bold="off">1169. Mental health consultations.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H38828A3F042340AD849C5E4C69133E16"><enum>(c)</enum><header>Annual report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this section and annually thereafter for three additional years, the Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report regarding the outreach methods under subsection (c) of section 1169 of such title. Elements of such report shall include the following:</text><paragraph id="H385D72648D3F43F5A1063E47CF1934F9"><enum>(1)</enum><text display-inline="yes-display-inline">The respective rates of success, in attempting to contact veterans, for such methods.</text></paragraph><paragraph id="H00B797E11A3645E3B13E449CCBDD5168"><enum>(2)</enum><text display-inline="yes-display-inline">With regards to each such method, the number of times and percentage of attempts that the Secretary determined such attempt was unsuccessful.</text></paragraph><paragraph id="H6EEBC81CA2A04222BCC821160F03B732"><enum>(3)</enum><text>With regards to unsuccessful attempts described in paragraph (2), a breakdown of which other methods of outreach the Secretary used to attempt to contact veterans.</text></paragraph><paragraph id="H040A6F0C63D240298075AD41CF7B49DE"><enum>(4)</enum><text display-inline="yes-display-inline">With regards to each such method, the number of times and percentage of attempts that led to a veteran engaging with mental health services furnished by the Secretary.</text></paragraph><paragraph id="H414D35A1E054437FB2CD708AB933EA8F"><enum>(5)</enum><text>The number and percentage of veterans who elected not to receive such outreach.</text></paragraph></subsection><subsection id="H7ABC442CA4F44BF7A97AA528CE3EAE53"><enum>(d)</enum><header>GAO review</header><text display-inline="yes-display-inline">Not later than two years after the date of the enactment of this section, the Comptroller General of the United States shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report on the effect of the amendments made by this section. Elements of such report shall include—</text><paragraph id="H0A058ED04CAB4EF4822ACE0A36AAC78D"><enum>(1)</enum><text display-inline="yes-display-inline">the number of veterans who received—</text><subparagraph id="HC31BD1686962416BB435098AC7644D0A"><enum>(A)</enum><text>mental health consultations under paragraph (1) of subsection (b) of section 1169 of such title;</text></subparagraph><subparagraph id="H19F7DF32D1384C609573A422B43F6EE3"><enum>(B)</enum><text display-inline="yes-display-inline">outreach under paragraph (2) of such subsection; and</text></subparagraph><subparagraph id="H694C8EB2F77B467A84A90F47D2F2663C"><enum>(C)</enum><text>which outreach method under subsection (c) of such section was the most effective method to reach a veteran;</text></subparagraph></paragraph><paragraph id="HFCC7D1B91423441BB19112D9B35EA6A4"><enum>(2)</enum><text>whether veterans reported barriers to seeking such consultations; and</text></paragraph><paragraph id="HCF42ED4E2AA24EE4AB12CA71FAEFFDAD"><enum>(3)</enum><text>such barriers, if any.</text></paragraph></subsection></section><section id="H98AE849B15EC49328258D8D465625589"><enum>3.</enum><header>Modification of certain housing loan fees</header><text display-inline="no-display-inline">The loan fee table in section 3729(b)(2) of title 38, United States Code, is amended by striking <quote>June 9, 2034</quote> each place it appears and inserting <quote>May 12, 2035</quote>. </text></section></legis-body><endorsement display="yes"><action-date>May 4, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
