<official-title display="yes">To amend title 38, United States Code, to provide for a time frame for the employment in the Department of Veterans Affairs of participants in the Health Professionals Scholarship Program, and for other purposes.<pagebreak/></official-title>

<section id="H245152542C7643AA9A45EB165BB34F2C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Health Professionals Scholarship Program Improvement Act of 2025</short-title></quote> or the <quote>HPSP Improvement Act of 2025</quote>.</text></section> <section id="HDAA1D52219FA4E6082F0D655287110D2"><enum>2.</enum><header>Time frame for employment of participants in Department of Veterans Affairs Health Professionals Scholarship Program</header> <subsection id="H97B25701F9E249D1B6233EA7DC58CB28"><enum>(a)</enum><header>in general</header><text display-inline="yes-display-inline">Section 7616 of title 38, United States Code, is amended by adding at the end the following new subsection:</text>

<subsection id="H6CC60FE15A404D36B3EDAE5B1EE064C5"><enum>(d)</enum>
<paragraph commented="no" display-inline="yes-display-inline" id="H1BB93F31AA2842599EE912B52605ED87"><enum>(1)</enum><text>The Secretary shall ensure that a participant in the Scholarship Program receives a contract for employment in the full-time clinical practice of such participant’s profession at a Department facility with the highest need, as determined by the Secretary, by not later than 90 days after the later of the following dates:</text> <subparagraph id="HFEF9A869F61D4836933D70C92E209112" indent="up1"><enum>(A)</enum><text>The date on which the participant completes the course in the Scholarship Program.</text></subparagraph>
<subparagraph id="HBECEE87715744B0BB6B99635C6326C85" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">The date on which participant obtains all required licensure, certification, or credentialing necessary to practice independently in their field.</text></subparagraph></paragraph> <paragraph id="H245DD89CB1304461BD4137B2096A4733" indent="up1"><enum>(2)</enum><text>A contract referred to in paragraph (1) shall include a competitive salary and benefits package consistent with the employment standards of the Department.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="H26FB1221CA844A05A80C9BF18D4FD658"><enum>(b)</enum><header>Report</header>
<paragraph id="HBF937C5F83A141BF818688A0F2003503"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, and every 180 days thereafter until the termination date specified in paragraph (2), the Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report on the implementation of subsection (d) of section 7616 of title 38, United States Code, as added by subsection (a).</text></paragraph> <paragraph id="HAB1C04BA1D844BC6AA35359BEAB885F8"><enum>(2)</enum><header>Termination date</header><text>The termination date specified in this paragraph is September 30, 2027.</text></paragraph></subsection></section>
<section id="H7AADE6B40B40400EBB66AAE26544E635"><enum>3.</enum><header>Prohibition on smoking in facilities of the veterans health administration</header>
<subsection id="HC8EFA2F997F743E9A0B9F03899E78AD0"><enum>(a)</enum><header>Prohibition</header><text>Section 1715 of title 38, United States Code, is amended to read as follows:</text> <quoted-block id="H335C82445F954B4DA9916A6F46EF67B3" style="USC" changed="added" reported-display-style="italic" committee-id="HVR00"> <section id="HD99EF8A1ED784B60B015177D74D55E5A"><enum>1715.</enum><header>Prohibition on smoking in facilities of the Veterans Health Administration</header> <subsection id="H189058BEDAE8480B8C4930BF64AAACDC"><enum>(a)</enum><header>Prohibition</header><text>No person (including any veteran, patient, resident, employee of the Department, contractor, or visitor) may smoke on the premises of any facility of the Veterans Health Administration.</text></subsection>
<subsection id="HE8C3A901BAAC4282BB1D9003D34E9712"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HAF829F4F336C4BC28D9B7F42FEDCF092"><enum>(1)</enum><text>The term <quote>smoke</quote> includes—</text>
<subparagraph id="H705E0F587DAD4EC8AC91554533078D83"><enum>(A)</enum><text>the use of cigarettes, cigars, pipes, and any other combustion or heating of tobacco; and</text></subparagraph> <subparagraph id="H81464A18973F455FB8A3985D70EDCF4E"><enum>(B)</enum><text>the use of any electronic nicotine delivery system, including electronic or e-cigarettes, vape pens, and e-cigars.</text></subparagraph></paragraph>
<paragraph id="HEC15E8B8F25846AC8F7CA3E0CAA21F64"><enum>(2)</enum><text>The term <quote>facility of the Veterans Health Administration</quote> means any land or building (including any medical center, nursing home, domiciliary facility, outpatient clinic, or center that provides readjustment counseling) that is—</text> <subparagraph id="H35B67BD5B5B94C5ABACB58EA9DB428E7"><enum>(A)</enum><text>under the jurisdiction of the Department of Veterans Affairs;</text></subparagraph>
<subparagraph id="H216CD40FD4EB43F3B89D58863729116B"><enum>(B)</enum><text>under the control of the Veterans Health Administration; and</text></subparagraph> <subparagraph id="HBA55F9408C674D0B83C821E982550CCE"><enum>(C)</enum><text>not under the control of the General Services Administration.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="H8E9619F45E88453C95423BE0153A99E7"><enum>(b)</enum><header>Conforming amendments</header>
<paragraph id="H183E27282DB2421DB36E73F52CEADC2F"><enum>(1)</enum><header>Table of sections</header><text>The table of sections at the beginning of chapter 17 of such title is amended by striking the item relating to section 1715 and inserting the following:</text> <quoted-block id="HB7822AF830694FFE9AC1950348E95DE9" style="USC" changed="added" reported-display-style="italic" committee-id="HVR00"> <toc regeneration="no-regeneration" changed="added" reported-display-style="italic" committee-id="HVR00"> <toc-entry level="section">1715. Prohibition on smoking in facilities of the Veterans Health Administration.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> <paragraph id="H9F5193E29D274F5B8297E765F9700D8C"><enum>(2)</enum><header>Conforming repeal</header> <subparagraph id="HB7C47C3C97004506B0001303C7389BF6"><enum>(A)</enum><header>In general</header><text>Section 526 of the Veterans Health Care Act of 1992 (<external-xref legal-doc="public-law" parsable-cite="pl/102/585">Public Law 102–585</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/1715">38 U.S.C. 1715</external-xref> note) is repealed.</text></subparagraph>
