which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><action display="yes"><action-date date="20250909">September 9, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on May 23, 2025</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to make certain improvements to the Veterans Readiness and Employment program of Department of Veterans Affairs, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HVR00" reported-display-style="italic" id="H61F2578AD5F544C0B1C52874E8C71C2A"><section id="H192CD1BDAA094F95BDA64A6FDFE9FED6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Readiness and Employment Program Integrity Act</short-title></quote>.</text></section><section id="HB6E305C7B55E4C5E8F7C96B4C4EA5D7D"><enum>2.</enum><header>Application requirement under Veterans Readiness and Employment program of Department of Veterans Affairs</header><text display-inline="no-display-inline">Section 3106(a) of title 38, United States Code, is amended—</text><paragraph id="H2E7460745FD24B5D9B86432DCF03636D"><enum>(1)</enum><text>by striking <quote>necessary (1) to determine</quote> and inserting <quote>necessary to determine</quote>;</text></paragraph><paragraph id="H9B064E86BF3C4FDCA34B68AED8472DC2"><enum>(2)</enum><text>by striking <quote>and (2) in the case</quote> and inserting <quote>and, in the case</quote>;</text></paragraph><paragraph id="H50F5944F1A4247DCA83E802B043B4F2A"><enum>(3)</enum><text>by inserting <quote><header-in-text level="paragraph" style="USC"><enum-in-header>(1)</enum-in-header></header-in-text></quote> before <quote>The Secretary</quote>; and</text></paragraph><paragraph id="H6947278462B246EFB24D5BB4CD337EC6"><enum>(4)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="USC" id="H772A3C2932D243FCB45839E3676012AD" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><paragraph id="HB9A282CC78CF4563993FE3EF395070A6" display-inline="no-display-inline" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The Secretary may not provide an initial evaluation of a veteran under paragraph (1) before the veteran submits to the Secretary an application containing the substantive work record and educational transcripts of the veteran that the Secretary determines appropriate.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H77CE0766AE2D420D9B695BC251CDBDF7"><enum>3.</enum><header>Maximum duration of employment assistance under Veterans Readiness and Employment program of Department of Veterans Affairs</header><text display-inline="no-display-inline">Section 3117(a) of title 38, United States Code, is amended by adding at the end the following new paragraph:</text><quoted-block style="USC" id="HA15A3CF6FCC6444A997341A2EB6ABEE9" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><paragraph id="H7CD34C30129C4F7FADF755CCE12D8A07" indent="up1"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HEA77C875C3A94810B853E98F54196F90"><enum>(A)</enum><text>Subject to subparagraph (B), a veteran may not receive assistance under this subsection for more than 365 days.</text></subparagraph><subparagraph id="HFD1BDEA9939F497D92EB187D7DA20985" indent="up1" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">A veteran may receive an additional 180 days of such assistance if an individual who provides counseling under this chapter to such veteran certifies that the veteran is actively seeking employment. </text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HE110B111D6D740F8B08E38F3E4465805" section-type="subsequent-section"><enum>4.</enum><header>Reporting and data collection requirements under Veterans Readiness and Employment program of Department of Veterans Affairs</header><subsection id="HC360C62DCBF1495C8C552BEB69D94A85"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/31">Chapter 31</external-xref> of title 38, United States Code, is amended by adding at the end the following new section:</text><quoted-block style="USC" id="H0A449386906847D4A71A7F756E10FDB0" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><section id="HE8334421FE3142B7BFE0E43F24989321"><enum>3123.</enum><header>Requirements for data collection and reporting</header><subsection id="H3BD5B2F19CFE43E5AAFBF8160166FCD7"><enum>(a)</enum><header>Data collection</header><text display-inline="yes-display-inline">The Secretary shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report regarding the employment of veterans who participate in a vocational rehabilitation program under this chapter. Such information shall include, for each such veteran—</text><paragraph id="HC6D62528BA1841A0804CFEC87B51DD96"><enum>(1)</enum><text>the regional office responsible for the provision of the program; and</text></paragraph><paragraph id="H1033A1CB86224F2E9BD5623EAD85669A"><enum>(2)</enum><text>the annual wages of the veteran before and after the completion of the program.</text></paragraph></subsection><subsection id="H5C5A96FB81064DEFB47C8EAC9D4D78C2"><enum>(b)</enum><header>Publication of wait times</header><text display-inline="yes-display-inline">On an annual basis, the Secretary shall make publicly available, on an appropriate website of the Department, the average time between the date on which a veteran requests a vocational rehabilitation program under this chapter and the date on which the veteran first meets with a counselor as part of the veteran’s program.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HE9F378F6E3D2485BA71302CA59CC2D07"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by adding at the end the following new item:</text><quoted-block style="USC" id="HFF019C6629F348528861B41DFAF40A86" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><toc regeneration="no-regeneration" changed="added" reported-display-style="italic" committee-id="HVR00"><toc-entry level="section">3123. Requirements for data collection and reporting.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HCC6748A45A4F479CBB3E58BFB7B25FC5"><enum>(c)</enum><header>Independent review of program</header><paragraph id="H0C7E30D074514F24A7C334BE79DD549D"><enum>(1)</enum><header>Review required</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall seek to enter into a contract, with a non-Department entity that has expertise in vocational rehabilitation, pursuant to which the entity shall conduct a review of rehabilitation programs (as such term is defined in section 3101 of such title) under such chapter.</text></paragraph><paragraph id="HB0B1097AEBCA4B3A9FBCB5BAE87B58C1"><enum>(2)</enum><header>Report</header><text>Not later than one year after the date of such a contract, the entity shall submit to the Secretary a report containing recommendations regarding how to improve and modernize such rehabilitation programs.</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date date="20250909">September 9, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
