R. 3494</legis-num><associated-doc role="report" display="yes">[Report No. 119–273]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250519">May 19, 2025</action-date><action-desc><sponsor name-id="K000399">Mrs. Kiggans of Virginia</sponsor> (for herself and <cosponsor name-id="P000613">Mr. Panetta</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><action display="yes"><action-date date="20250915">September 15, 2025</action-date><action-desc>Additional sponsor: <cosponsor name-id="V000138">Mr. Vindman</cosponsor></action-desc></action><action display="yes"><action-date date="20250915">September 15, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on May 19, 2025</action-instruction><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Secretary of Veterans Affairs to carry out an information technology system and prioritize certain requirements to manage supply chains for medical facilities of the Department of Veterans Affairs.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HVR00" reported-display-style="italic" id="H9EE27585870842D68051EE212EF69EE3"><section id="H88FA0D247E3044BB8930876D5B3DD8DD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>VA Hospital Inventory Management System Authorization Act</short-title></quote>.</text></section><section id="HD4B9E920901B4B5DB80E12029FC04C7E"><enum>2.</enum><header>Management of supply chains for medical facilities of Department of Veterans Affairs</header><subsection id="H049151C2BA7B4757A1695FC72360C2B0"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs is authorized to—</text><paragraph id="H9D799585C95544F2884F90D1A8E4962C"><enum>(1)</enum><text>purchase or develop for the Veterans Health Administration a cloud-based information technology system for the management of inventory, including expendable and nonexpendable items; and</text></paragraph><paragraph id="H59AB936A0200405E9750D3A68DAF2E9B"><enum>(2)</enum><text>implement such system.</text></paragraph></subsection><subsection id="H5FF782D32E8C42C5876FEAD51B4D6F5E"><enum>(b)</enum><header>Pilot</header><text display-inline="yes-display-inline">If the Secretary purchases or develops a system under subsection (a), the Secretary shall carry out a pilot program at one Veterans Health Administration facility before implementing the system throughout the Veterans Health Administration. The pilot program shall be designed to determine whether the functions of the system are satisfactory.</text></subsection><subsection id="H800CA460AEC34D3D9D5B78D6F7190153"><enum>(c)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated for the Department of Veterans Affairs $50,000,000 to carry out this section.</text></subsection><subsection id="HAA7DA8ECEF394141B358BFF5D9F947E5"><enum>(d)</enum><header>Deadline</header><text>If the Secretary purchases or develops a system under subsection (a), the Secretary shall complete the implementation of the system by not later than three years after the date of the enactment of this Act.</text></subsection></section><section id="HFD5F348BCDCE4469A6B6BF4970E559D4"><enum>3.</enum><header>Extension of certain limits on payments of pension</header><text display-inline="no-display-inline">Section 5503(d)(7) of title 38, United States Code, is amended by striking <quote>November 30, 2031</quote> and inserting <quote>December 31, 2032</quote>.</text></section></legis-body><endorsement display="yes"><action-date date="20250915">September 15, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
