which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><action display="yes"><action-date date="20250915">September 15, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on May 5, 2025</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Agriculture to convey a parcel of property of the Forest Service to Perry County, Arkansas, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="H5780458FA88F4EB7BA1B64F9ADA8E2BA" style="OLC" reported-display-style="italic" changed="added" committee-id="HII00"><section id="H7FDA427A0DFF4EC7B85A688EF3C1EB0F" section-type="section-one"><enum>1.</enum><header>Conveyance of specified Forest Service property to Perry County, Arkansas</header><subsection id="H02DDBD184BD4464C9356663111E923F6"><enum>(a)</enum><header>Required conveyance</header><text>Subject to this section, if the County submits to the Secretary a written request for conveyance of the property described in subsection (b) not later than 180 days after the date of enactment of this Act, the Secretary shall convey to the County all right, title, and interest of the United States in and to the property described in subsection (b).</text></subsection><subsection id="H60E6D34581AD4872A131ACED61475E0E"><enum>(b)</enum><header>Description of property</header><paragraph id="HBE3A6BF88D7A4317AF4B382F4FC43883"><enum>(1)</enum><header>In general</header><text>The property referred to in subsection (a) is the parcel of real property, including all land and improvements, generally referred to as parcel 850–10555–001 in the urban property records of the County, consisting of approximately 0.81 acres of Forest Service land located at 1069 Fourche Avenue, Perryville, Arkansas 72126.</text></paragraph><paragraph id="H41CD25D124D249B7930C9FCF9D62066A"><enum>(2)</enum><header>Survey</header><text display-inline="yes-display-inline">The exact acreage and legal description of land to be conveyed under subsection (a) shall be determined by a survey satisfactory to the Secretary.</text></paragraph></subsection><subsection id="H58DB1EE532A2450BAE15937AD3966701"><enum>(c)</enum><header>Terms and conditions</header><text>The conveyance under subsection (a) shall be—</text><paragraph id="H55085C84DB8642B194B75DE3643CFCE9"><enum>(1)</enum><text>subject to valid existing rights;</text></paragraph><paragraph id="HE51371D55F354B3BA6F7E0DBD6BE203A"><enum>(2)</enum><text display-inline="yes-display-inline">subject to reversion under subsection (g);</text></paragraph><paragraph id="H83856B5E21794224890F3D7827DC05AF"><enum>(3)</enum><text>made without consideration;</text></paragraph><paragraph id="H94DA0612EA8140619F1E864040BB1D43"><enum>(4)</enum><text>made by quitclaim deed; and</text></paragraph><paragraph id="HF13C0FEE09CB4822885E6A93A74ACBD1"><enum>(5)</enum><text>subject to such other terms and conditions as the Secretary considers to be appropriate to protect the interests of the United States.</text></paragraph></subsection><subsection id="H443B4D2A784F4F31AF357B5082BCCE4A"><enum>(d)</enum><header>Costs of conveyance</header><text>As a condition of the conveyance under subsection (a), the County shall pay all costs associated with the conveyance, including the cost of—</text><paragraph id="HDEAE5CB20FC54100921C929C0B61E494"><enum>(1)</enum><text display-inline="yes-display-inline">a survey, if necessary, under subsection (b)(2);</text></paragraph><paragraph id="H84DE89A3532047D79119E80AB61C22EB"><enum>(2)</enum><text>any environmental analysis or resources survey required under Federal law; and</text></paragraph><paragraph id="H8BE6C48EEEB54B3E831113692D5F79AA"><enum>(3)</enum><text>any analysis required to comply with division A of subtitle III of title 54, United States Code (commonly referred to as the <quote>National Historic Preservation Act</quote>).</text></paragraph></subsection><subsection id="H2BD0C0699BAF488F885220D27B610267"><enum>(e)</enum><header>Environmental conditions</header><text display-inline="yes-display-inline">Notwithstanding section 120(h)(3)(A) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/42/9620">42 U.S.C. 9620(h)(3)(A)</external-xref>), the Secretary shall not be required to provide any covenant or warranty for the property and improvements conveyed to the County under subsection (a).</text></subsection><subsection id="H6BFA935AEDAA45EE8B3FF640B04493DA"><enum>(f)</enum><header>Public purposes use</header><text display-inline="yes-display-inline">The property conveyed under subsection (a) shall be used only for public purposes, such as supporting education and youth development.</text></subsection><subsection id="H6E46EE4027BC467E9ED6F59649B6BD56"><enum>(g)</enum><header>Reversion</header><text display-inline="yes-display-inline">If the property conveyed under subsection (a) ceases to be used in a manner consistent with subsection (f), the property shall, at the discretion of the Secretary, revert to the United States.</text></subsection><subsection id="HB524058C607B46E7861A8C8D4BA79227"><enum>(h)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="HE794E439132F4FD5955EB972F16CCBB4"><enum>(1)</enum><header>County</header><text>The term <term>County</term> means Perry County, Arkansas.</text></paragraph><paragraph id="HDED24EB7FE6042418B171767005D5515"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture, acting through the Chief of the Forest Service.</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date date="20250915">September 15, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
