BILL</legis-type><official-title display="yes">To authorize the Secretary of the Interior to provide funding for the National Law Enforcement Museum, and for other reported-display-style="italic" id="HCBD5367162D04B9E8F90FC1671A5653D"><section id="HC63876DA52C147E78E0C3C7EA6218BAC"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Law Enforcement Officers Remembrance, Support, and Community Outreach Act</short-title></quote>.</text></section><section id="H1BC797AD6F2540FCA28A73C2AB42A4B2"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HA03BFDF1DD7A466B9F26B26F2279BAB2"><enum>(1)</enum><header>Fund</header><text>The term <quote>Fund</quote> means the National Law Enforcement Officers Memorial Fund.</text></paragraph><paragraph id="HB611264FCE1D4F88B8A5561030ED6FB4"><enum>(2)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of the Interior.</text></paragraph></section><section id="HD795D123CD994EADBB2C96E0D0F5CF1A"><enum>3.</enum><header>Support for National Law Enforcement Museum</header><subsection id="H551F5D9CE1EA4231A3E66E9C2B02EE2F"><enum>(a)</enum><header>In general</header><text>Subject to the availability of appropriations made in advance for such purpose, beginning on the first fiscal year the begins after the date of the enactment of this Act, and for each of the following 6 fiscal years, the Secretary shall award a grant in the amount specified in subsection (c) to the Fund to be used solely for the purposes described in subsection (b), if upon review of the application submitted pursuant to subsection (d), the Secretary makes a determination to award such grant pursuant to subsection (e).</text></subsection><subsection id="H05DDB660842D43A2A32C4BF9293A2788"><enum>(b)</enum><header>Purpose</header><text>The purpose of the grants authorized under subsection (a) shall be for the expenses associated with operating and enhancing the community outreach, public education, and officer safety and wellness programs of the National Law Enforcement Museum, including programs to—</text><paragraph id="H3C94162A72454E40A13C414B1A55E86D"><enum>(1)</enum><text>memorialize law enforcement heroes who die in the line of duty and compile statistics on law enforcement fatalities and injuries;</text></paragraph><paragraph id="HFE268FC1A8744AE395A45A1DEE057037"><enum>(2)</enum><text>honor and commemorate the extraordinary service and sacrifice of America’s law enforcement officers;</text></paragraph><paragraph id="H785D76E1C8244581A229C7888DDC3E41"><enum>(3)</enum><text>develop and make available accurate, relevant, and accessible resources to promote the understanding of law enforcement history and officer safety and wellness training, which include digital resources and other types of resources, such as print resources and traveling exhibitions;</text></paragraph><paragraph id="H33EDF304E4554FA39BB62F86444644AB"><enum>(4)</enum><text>increase technical resources to better engage the public in person and via online platforms to educate and inform the public about community policing and officer safety and wellness;</text></paragraph><paragraph id="HE0E7E8E5D7224CFC898EA00AC2E813EC"><enum>(5)</enum><text>create, expand, and disseminate scholarly work through research, curricula, in-house and traveling exhibitions, publications, and other outreach initiatives;</text></paragraph><paragraph id="H4729585FE7FC42338450110E022DBC48"><enum>(6)</enum><text>expand the collection acquisition and collection processes, including staffing, conservation, processing, and digitization;</text></paragraph><paragraph id="H2B81AA0269294ACE939F61E0B5C583CE"><enum>(7)</enum><text>augment law enforcement history and officer safety and wellness education activities, including the development, dissemination, and implementation of principles of sound pedagogy for teaching about law enforcement history and officer safety and wellness;</text></paragraph><paragraph id="H37143AA4979440E0BBED3E77711C6F95"><enum>(8)</enum><text>promote professional development, including local, regional, and national workshops, teacher trainings, and partnerships, with appropriate entities to better educate and inform the public about law enforcement history and officer safety and wellness education;</text></paragraph><paragraph id="H51E9C67FD312457BB8CF4A9806DDC25A"><enum>(9)</enum><text>engage with local and independent educational agencies and expand teacher engagement to cultivate and support the development of leaders in the teaching of law enforcement history and officer safety and wellness education;</text></paragraph><paragraph id="HF5BBB33676944972AE55185C6A52A92F"><enum>(10)</enum><text>engage with State and local education leaders to encourage the adoption of resources supported under this Act into curricula across diverse disciplines;</text></paragraph><paragraph id="HC90705A096BB4B3391692998563250E2"><enum>(11)</enum><text>create, develop, implement, replicate, or take to scale entrepreneurial, evidence-based, field-initiated innovations for museum and officer safety and wellness improvement, and rigorously evaluate such innovations;</text></paragraph><paragraph id="H96011C5B8F274BB7946647E84EF9E6DC"><enum>(12)</enum><text>provide for the free admission to National Law Enforcement Museum for active and retired law enforcement officers and family members of fallen officers, and dedicated free admission hours for the general public at least once a week; and</text></paragraph><paragraph id="H3F99B5E752C14232B3296DA513CC5246"><enum>(13)</enum><text>develop online Law Enforcement History and Officer Safety and Wellness Education Resources for the general public and scholarly research.</text></paragraph></subsection><subsection id="H358036FA535442EB944A451591B8409D"><enum>(c)</enum><header>Grant amount</header><text>Each grant authorized under subsection (a) shall be for $6,000,000.</text></subsection><subsection id="HDB9FC3BE26EF448993E98B384A641499"><enum>(d)</enum><header>Application</header><text>To be considered for an award of a grant under this section, the Fund shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="H75C92476ED554823A85D544352B7BF03"><enum>(e)</enum><header>Review; deadline for award</header><text>If the Secretary, after review of the application from the Fund, determines that the Fund satisfies any requirements established by the Secretary under subsection (d), the Secretary shall award the grant to the Fund, not later than 90 days after the date of receipt by the Secretary of the completed application submitted by the Fund.</text></subsection><subsection id="H05E6F320D9C244D3A4EC98A831BCCFF6"><enum>(f)</enum><header>Condition on receipt of grant</header><text>As a condition on receipt of a grant under this section, the Fund shall—</text><paragraph id="HFB1CB8FC8C81438988AF9C0D93A80E98"><enum>(1)</enum><text>provide for—</text><subparagraph id="HC6903A3A174D42568A4BCA4E2E6D42D9"><enum>(A)</enum><text>free admission to National Law Enforcement Museum for active and retired law enforcement officers and family members of fallen officers; and</text></subparagraph><subparagraph id="HDBE2A394494F4AA58EDBFEF5BADAFB22"><enum>(B)</enum><text>dedicated free admission hours for the general public at least once a week; and</text></subparagraph></paragraph><paragraph id="H327952981ACE4A6FBEE0F882F6827E65"><enum>(2)</enum><text>allow for annual Federal audits of the financial statements of the Fund, including revenues associated with ticket sales, charitable donations, grants, and all expenditures on salaries and operations, which shall be subject to review by the Secretary and made available to the public.</text></paragraph></subsection><subsection id="HBF13C059173B475F9D878F07302067EA"><enum>(g)</enum><header>Reports</header><text>Not later than 90 days after the end of each fiscal year for which the Fund obligates or expends funds made available to the Fund pursuant to this section, the Fund shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report that includes, for the fiscal year covered by the report, each of the following:</text><paragraph id="HB1F27F9ACE4746ABB238F12B705798C1"><enum>(1)</enum><text>Information relating to the amount of grant funds obligated or expended for the preceding fiscal year.</text></paragraph><paragraph id="HB6D8082ED2044AFC80AB80AD1D1DE1A4"><enum>(2)</enum><text>Information relating to any purposes for which such funds were obligated or expended.</text></paragraph><paragraph id="H0E0672AFEA364AFF86A9C4BCE641E811"><enum>(3)</enum><text>Information relating to the progress in delivering public education, community outreach, and officer safety and wellness programming using funds provided under this section.</text></paragraph><paragraph id="H7EEC20B35336475C9C74A95E0D917201"><enum>(3)</enum><text>Any other information the Secretary may require to effectively administer the program under this section, as determined by the Secretary, if not later than the last day of the fiscal year the Secretary notified the Fund of such requested information.</text></paragraph></subsection><subsection id="HD192056389C74256BB78D00350936405"><enum>(h)</enum><header>No additional funds authorized</header><text>No additional funds are authorized to carry out the requirements of this section, and the activities authorized by this section are subject to the availability of appropriations made in advance for such
