<official-title display="yes">To direct the Secretary of Veterans Affairs to establish and carry out a pilot program to furnish a headstone or burial marker to veterans who died on or before November 1, 1990, and for other purposes.</official-title>

<section id="H16F7C44231104A30B209D7CE70F944FA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Honoring Our Heroes Act of 2025</short-title></quote>. </text></section> <section id="HDB624D4FDB44427EAC846286CA9A1905"><enum>2.</enum><header>Temporary authority to furnish headstones and burial markers to certain veterans</header> <subsection id="HE351E4702A92479EB99AA8C7FFBD92C7"><enum>(a)</enum><header>Authority</header><text display-inline="yes-display-inline">During the period of seven years following the date of the enactment of this Act, the Secretary of Veterans Affairs shall furnish, pursuant to section 2306 of title 38, United States Code, and without regards to section 8041(b) of the Omnibus Budget Reconciliation Act of 1990 (<external-xref legal-doc="public-law" parsable-cite="pl/101/508">Public Law 101–508</external-xref>), an appropriate headstone, burial marker, or medallion for a veteran—</text> 
<paragraph id="H86198D0FA1FE42F19CC4E27D765E27E7"><enum>(1)</enum><text>eligible for burial in a national cemetery;</text></paragraph> <paragraph id="HB9E4779009B24DE3840DDCE97EDE3230"><enum>(2)</enum><text>who died on or after December 7, 1941; and</text></paragraph> 
<paragraph id="H36DF487228E547828203A9DEA7DED175"><enum>(3)</enum><text display-inline="yes-display-inline">for whose grave the Secretary has not already provided a headstone, burial marker, or medallion.</text></paragraph></subsection> <subsection id="H5C44C4BED581448EB59E509A5CEDE175"><enum>(b)</enum><header>Website</header><text display-inline="yes-display-inline">During such period, the Secretary shall ensure that the website of the National Cemetery Administration indicates the effect of this Act on eligibility for a headstone, burial marker, or medallion under such section.</text></subsection></section> 
<section id="H3267DDC25F07492E8BF74FAE1572C8B8" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header>Extension of certain limits on payments of pension</header><text display-inline="no-display-inline">Section 5503(d)(7) of title 38, United States Code, is amended by striking <quote>November 30, 2031</quote> and inserting <quote>February 29, 2032</quote>.</text></section> </legis-body> <attestation><attestation-group><attestation-date date="20250916" chamber="House">Passed the House of Representatives September 16, 2025.</attestation-date><attestor display="no">Kevin F.
