R. 2390</legis-num><associated-doc role="report" display="yes">[Report No. 119–145]</associated-doc><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250326">March 26, 2025</action-date><action-desc><sponsor name-id="R000603">Mr. Rouzer</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><action display="yes"><action-date date="20250606">June 6, 2025</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 46, United States Code, to clarify that port infrastructure development program funds may be used to replace Chinese port crane hardware or software, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="H585C6BEAADEB4AA481B55AF40A523870" style="OLC"><section id="HA1B2D4CF6E8644AA871E7C2A4A12CDB6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Maritime Supply Chain Security Act</short-title></quote>.</text></section><section id="HEBA878BE215D4D0F970118E24690A44D" commented="no"><enum>2.</enum><header>Amendments to clarify that port infrastructure development program funds may be used to replace Chinese port crane hardware or software</header><text display-inline="no-display-inline">Section 54301(a)(3)(A)(ii)(III) of title 46, United States Code, is amended—</text><paragraph id="H716680D1611543F7A8A891CF1A7999B7" commented="no"><enum>(1)</enum><text>by striking <quote>including projects to improve port resilience;</quote> and inserting <quote>including—</quote> ; and</text></paragraph><paragraph id="H073B6A6E5C6D4AB4A81069997F166321" commented="no"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="USC" id="H7A4EB2D28A1248B79BD175948306DB9B" display-inline="no-display-inline"><item id="H42170CCFA2AC4BC088F4ED977470B98A" commented="no"><enum>(aa)</enum><text display-inline="yes-display-inline">projects to improve port resilience; and</text></item><item id="H084ACCB4217C402A967AC65AACBE4821" commented="no"><enum>(bb)</enum><text>projects to upgrade or replace port cranes or parts of port cranes (including hardware and software) that—</text><subitem id="H638420D03E1645C3A30D4805D5F02285" commented="no"><enum>(AA)</enum><text>were installed or provided by the People’s Republic of China or any department, ministry, center, agency, or instrumentality of the Government of the People’s Republic of China; or</text></subitem><subitem id="HD3F740ACB2B748EBAD75B417BE0EA17C" commented="no"><enum>(BB)</enum><text>are maintained, controlled, or sponsored by the People’s Republic of China or any department, ministry, center, agency, or instrumentality of the Government of the People’s Republic of China;</text></subitem></item><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body><endorsement display="yes"><action-date date="20250606">June 6, 2025</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
