<section id="H333C7FD3071647AAA9B80FDF14E14F74" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Open RAN Outreach Act</short-title></quote>.</text></section> <section id="H5A1C26039FF74DDB80DF1E412B72209E"><enum>2.</enum><header>Outreach and technical assistance to small providers regarding Open RAN networks</header> <subsection id="H03631A89A7404DA69FA54E2735784E56"><enum>(a)</enum><header>In general</header><text>The Assistant Secretary shall conduct outreach and provide technical assistance to small communications network providers—</text> 
<paragraph id="HAA15E3E643444B40A2130722F4909CD1"><enum>(1)</enum><text>to raise awareness regarding the uses, benefits, and challenges of Open RAN networks and other open network architectures; and</text></paragraph> <paragraph id="H42873F8E99FF406FB3CFE3BEC6BE71B0"><enum>(2)</enum><text display-inline="yes-display-inline">regarding participation in the Wireless Supply Chain Innovation Grant Program established under section 9202(a)(1) of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/283">Public Law 116–283</external-xref>).</text></paragraph></subsection> 
<subsection id="H9DF900F8E69444D89F81204FE4FBE990"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H618E1339C6A949A3A61195799CF29B6B"><enum>(1)</enum><header>Assistant Secretary</header><text>The term <term>Assistant Secretary</term> means the Assistant Secretary of Commerce for Communications and Information, acting through the head of the Office of Internet Connectivity and Growth.</text></paragraph> 
<paragraph id="H95384E9689E844C49658BAE1CFF5ADA4"><enum>(2)</enum><header>Open network architecture</header><text display-inline="yes-display-inline">The term <term>open network architecture</term> means Open RAN networks and other network elements that follow a set of published open standards for multi-vendor network equipment interoperability, including open core and open transport.</text></paragraph> <paragraph id="HC2AC5686624F4BD0A7A76403B8B3BCF0" commented="no"><enum>(3)</enum><header>Open RAN network</header><text display-inline="yes-display-inline">The term <term>Open RAN network</term> means a wireless network that follows the Open Radio Access Network architecture and published open standards for multi-vendor network equipment interoperability.</text></paragraph></subsection></section>
