which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><action display="yes"><action-date date="20260224">February 24, 2026</action-date><action-desc>Additional sponsors: <cosponsor name-id="M001204">Mr. Meuser</cosponsor>, <cosponsor name-id="B001298">Mr. Bacon</cosponsor>, and <cosponsor name-id="N000191">Mr. Neguse</cosponsor></action-desc></action><action display="yes"><action-date date="20260224">February 24, 2026</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To designate the America’s National Churchill Museum National Historic Landmark, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body id="HE024716E67A24F21B096E971C05F67F9" style="OLC"><section section-type="section-one" id="HDA702BCCAAB345A78C90FD2A6F89D634" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>America's National Churchill Museum National Historic Landmark Act</short-title></quote>.</text></section><section id="HA1482B553F05498696A4A2367255A925" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H7C9E616B68D34D45BE4BB43942BF1EA3" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">City</header><text display-inline="yes-display-inline">The term <term>City</term> means the city of Fulton, Missouri.</text></paragraph><paragraph id="H128E2165F9B144C783B15DF2BED4D153" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">College</header><text display-inline="yes-display-inline">The term <term>College</term> means Westminster College, located at 501 Westminster Avenue in the City.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H517DB030D9F84E12AEF220602BFABEC3"><enum>(3)</enum><header display-inline="yes-display-inline">Landmark</header><text display-inline="yes-display-inline">The term <term>Landmark</term> means the America’s National Churchill Museum National Historic Landmark designated by section 3(a).</text></paragraph><paragraph id="H4A4511E4750F4161850C2EFBD9F1B47D" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph><paragraph id="H3CDEB90CDF6040EABAB5AD8AF7A04140" commented="no" display-inline="no-display-inline"><enum>(5)</enum><header display-inline="yes-display-inline">State</header><text display-inline="yes-display-inline">The term <term>State</term> means the State of Missouri.</text></paragraph></section><section id="HE0DA471EE186456EB9624EEC0D9C89D1" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">America’s National Churchill Museum National Historic Landmark</header><subsection id="H7DB30894623C45DBB36B00677DD46CBC" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Designation</header><text display-inline="yes-display-inline">America’s National Churchill Museum located at the College, including the Winston Churchill Memorial listed on the National Register of Historic Places, is designated as the <quote>America’s National Churchill Museum National Historic Landmark</quote>.</text></subsection><subsection id="H4883D980B50F488CBC2CE4D87B913A34" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Cooperative agreements</header><paragraph id="H811CA52FC39647A581CE9EBA05EB2723" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with the State, the City, and the College, may enter into cooperative agreements with appropriate public or private entities, for the purposes of—</text><subparagraph id="H97478C7FB420423CA56069AFCD65BE1F" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">protecting historic resources at the Landmark; and</text></subparagraph><subparagraph id="HCF65D538E17847D78CEC20227807ED39" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">providing educational and interpretive facilities and programs at the Landmark for the public.</text></subparagraph></paragraph><paragraph commented="no" id="H6A42C2D1028942CBB9F4CB27E1EEFC7F" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Technical and financial assistance</header><text display-inline="yes-display-inline">The Secretary may provide technical and financial assistance to any entity with which the Secretary has entered into a cooperative agreement under paragraph (1).</text></paragraph></subsection><subsection id="H169C7C9AE588445B8B83877AD2FB7ACD" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline">No effect on actions of property owners</header><text display-inline="yes-display-inline">Designation of the America’s National Churchill Museum as a National Historic Landmark shall not prohibit any actions that may otherwise be taken by a property owner (including the College and any other owner of the Landmark) with respect to the property of the owner.</text></subsection><subsection id="H431AD735052543099321FDF8CE4B3B90" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header display-inline="yes-display-inline">No effect on administration</header><text display-inline="yes-display-inline">Nothing in this section affects the administration of the Landmark by the State, the City, or the College. </text></subsection></section><section commented="no" display-inline="no-display-inline" id="HC4C1F83239284D75956E963A0726249D" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Special resource study</header><subsection commented="no" display-inline="no-display-inline" id="HC86F0E099C7D488E9A43ED5477D8FF5D"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall conduct a special resource study of the Landmark.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="H1A3E239D5F1F4960A5B296BD7868881A"><enum>(b)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">In conducting the study under this section, the Secretary shall—</text><paragraph commented="no" display-inline="no-display-inline" id="H570BAD2EE4A3437681DA77FEC46D2770"><enum>(1)</enum><text display-inline="yes-display-inline">evaluate the national significance of the Landmark;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA63A998B87DA48BF862808395CBBB1C5"><enum>(2)</enum><text display-inline="yes-display-inline">determine the suitability and feasibility of designating the Landmark as a unit of the National Park System;</text></paragraph><paragraph id="H99FBDE19EE5741568DF476A6AB0E5793" commented="no" display-inline="no-display-inline"><enum>(3)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H14F47C7713F1414FAF36A2AFC2CB7003"><enum>(A)</enum><text display-inline="yes-display-inline">consider alternatives to that designation for the preservation, protection, and interpretation of the Landmark by the Federal Government, the State, the City and other affected units of local government, or private and nonprofit organizations (including the College); and</text></subparagraph><subparagraph id="H86E5A507F49C48D5964CCB6B84FD70CA" indent="up1" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">identify cost estimates for any Federal acquisition, development, interpretation, operation, and maintenance associated with the alternatives described in subparagraph (A); and </text></subparagraph></paragraph><paragraph id="H1314F14C5A9C4E13BDB3EE6A0AE5EC94" commented="no" display-inline="no-display-inline"><enum>(4)</enum><text display-inline="yes-display-inline">consult with interested Federal agencies, the State, the City and other affected units of local government, private and nonprofit entities (including the College), and other interested individuals.</text></paragraph></subsection><subsection id="HE9F1818128544720B3FBB8D09C2F9107" commented="no" display-inline="no-display-inline"><enum>(c)</enum><header display-inline="yes-display-inline">Requirement</header><text display-inline="yes-display-inline">The Secretary shall conduct the study under this section in accordance with section 100507 of title 54, United States Code.</text></subsection><subsection id="H58FC1389D63440D1B341D7E0A5CD1A94" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 3 years after the date on which funds are first made available to carry out the study under this section, the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a report that describes—</text><paragraph id="H83BF63BA891247198F0777E8EB4BE8B3" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">the results of the study; and</text></paragraph><paragraph id="HAB1931594A2447BD841B475DE4BAA8E0" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">any conclusions and recommendations of the Secretary.</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date>February 24, 2026</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
