and</text></subparagraph><subparagraph id="H712059CCE6CB4C7888A4555B2AAA7B64"><enum>(B)</enum><text display-inline="yes-display-inline">every 5 years, update each such threshold amount to reflect the change in the Consumer Price Index for All Urban Consumers published by the Bureau of Labor Statistics of the Department of Labor, which shall be rounded to the nearest $500.</text></subparagraph></paragraph><paragraph id="H2E07EF29AF1340ACA223313188B09E78"><enum>(2)</enum><header>Threshold for reports relating to coins and currency received in nonfinancial trade or business</header><text display-inline="yes-display-inline">Section 5331 of title 31, United States Code, is amended—</text><subparagraph id="H78426D7A3055444AA382E65191493A1C"><enum>(A)</enum><text>by striking <quote>$10,000</quote> each place such term appears in heading or text and inserting <quote>$30,000</quote>; and</text></subparagraph><subparagraph id="HFA0107E4437446D9A3E288651D56633C"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="USC" id="HD8A0CA2AE38D47D5B5BF5DB1FF87B99C" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HBA00"><subsection id="H7F4D8CF3B9864E469A9F8D6C7F88B04D"><enum>(e)</enum><header>Updates for inflation</header><text display-inline="yes-display-inline">Every 5 years, the Secretary of the Treasury shall update each dollar figure under this section to reflect the change in the Consumer Price Index for All Urban Consumers published by the Bureau of Labor Statistics of the Department of Labor, which shall be rounded to the nearest $500.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="HBE7032B39E8B41319B258F8EEB1EF534"><enum>(b)</enum><header>Thresholds for suspicious activity reports</header><text display-inline="yes-display-inline">Each Federal department or agency that issues regulations with respect to reports on suspicious transactions described under section 5318(g) of title 31, United States Code, shall—</text><paragraph id="H6938B97BE63643C6B67C98217E61368B"><enum>(1)</enum><text display-inline="yes-display-inline">not later than the end of the 180-day period beginning on the date of the enactment of this Act, update each $5,000 threshold amount in such regulations to $10,000 and each $2,000 threshold amount in such regulation to $3,000; and</text></paragraph><paragraph id="HE969509B55B946BE8F232B05B12CFEF4"><enum>(2)</enum><text display-inline="yes-display-inline">every 5 years, update each such threshold amount to reflect the change in the Consumer Price Index for All Urban Consumers published by the Bureau of Labor Statistics of the Department of Labor, which shall be rounded to the nearest $500.</text></paragraph></subsection><subsection id="H5D813E454F5F4C45A275A9AEC8E005DC"><enum>(c)</enum><header>Updating the money services business definition thresholds</header><text display-inline="yes-display-inline">The Secretary of the Treasury shall—</text><paragraph id="H81F17E3F92F749F995A7A255D97F6108"><enum>(1)</enum><text display-inline="yes-display-inline">not later than the end of the 180-day period beginning on the date of the enactment of this Act, revise section 1010.100(ff) of title 31, Code of Federal Regulations, to update each $1,000 threshold amount in such regulations to $3,000; and</text></paragraph><paragraph id="HA10C0EC1F6074538B41D513995DC8FE5"><enum>(2)</enum><text display-inline="yes-display-inline">every 5 years, update each such threshold amount to reflect the change in the Consumer Price Index for All Urban Consumers published by the Bureau of Labor Statistics of the Department of Labor, which shall be rounded to the nearest $500.</text></paragraph></subsection><subsection id="HAE4842AF12754AE5BED756660633F862"><enum>(d)</enum><header>Review and report</header><text display-inline="yes-display-inline">Not later than 360 days after the date of enactment of this Act, the Secretary of the Treasury shall, in consultation with private sector stakeholders and law enforcement—</text><paragraph id="H6962758B9B51413398A9B7AFB8213A33"><enum>(1)</enum><text>review the forms and reporting and recordkeeping requirements issued pursuant to sections 5313, 5315, and 5318 of title 31, United States Code, which shall include an analysis on the aggregation, prioritization, and automation of those forms and requirements, to ensure that such forms and reporting requirements are effective and efficient in identifying illicit finance activity;</text></paragraph><paragraph id="HDD74123932C14C2AB4C331FC2BC8AD65"><enum>(2)</enum><text>update the forms and requirements described in paragraph (1) as the Secretary of the Treasury determines necessary and consistent with section 5318(g)(5) of title 31, United States Code;</text></paragraph><paragraph id="HCCA70F36CAD24C62B32AC1C1B23D087E"><enum>(3)</enum><text>conduct the reviews and submit the reports required under sections 6204, 6205, and 6216 of the Anti-Money Laundering Act of 2020 (division F of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021; 134 Stat. 4569; <external-xref legal-doc="usc" parsable-cite="usc/31/5313">31 U.S.C. 5313</external-xref> note, <external-xref legal-doc="usc" parsable-cite="usc/31/5311">31 U.S.C. 5311</external-xref> note); and</text></paragraph><paragraph id="H38430C9BAB5547ED9662FADE6203168D"><enum>(4)</enum><text>submit to the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Financial Services of the House of Representatives a report that—</text><subparagraph id="H0CD420331D1E42B19B9FF74BF1B285B5"><enum>(A)</enum><text>summarizes the results of the review conducted under paragraph (1); and</text></subparagraph><subparagraph id="H89E9E4EF9C3B4663A1D25685DC419CFB"><enum>(B)</enum><text>includes recommendations for updating the forms and requirements described in paragraph (1).</text></subparagraph></paragraph></subsection></section><section id="H054DEDBDC96643C1AB48DFE8142CE96B"><enum>3.</enum><header>Testimony by the director of FinCEN</header><text display-inline="no-display-inline">Section 5336(c)(11)(A) of title 31, United States Code, is amended by striking <quote>5 years</quote> and inserting <quote>10 years</quote>. </text></section></legis-body><endorsement display="yes"><action-date>March 19, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
