which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><action display="yes"><action-date date="20260520">May 20, 2026</action-date><action-desc>Additional sponsors: <cosponsor name-id="L000590">Ms. Lee of Nevada</cosponsor> and <cosponsor name-id="B001323">Mr. Begich</cosponsor></action-desc></action><action display="yes"><action-date date="20260520">May 20, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on February 27, 2025</action-instruction><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Geothermal Steam Act of 1970 to increase the frequency of lease sales, to require replacement sales, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HII00" reported-display-style="italic" id="H584FAA553E324E0392A0BE1BCF193562"><section id="HB9A3C3F058E14192A6D2916CDB8A8FCF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Committing Leases for Energy Access Now Act</short-title></quote> or the <quote><short-title>CLEAN Act</short-title></quote>. </text></section><section id="H020440F5F3DA400CB4529CEBF9230970" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header>Geothermal leasing</header><subsection id="HCAAD4BE5FDE942B4B7E827F42A019AB5"><enum>(a)</enum><header>Annual leasing</header><text display-inline="yes-display-inline">Section 4(b) of the Geothermal Steam Act of 1970 (<external-xref legal-doc="usc" parsable-cite="usc/30/1003">30 U.S.C. 1003(b)</external-xref>) is amended—</text><paragraph id="H9CF405970B5442E3A420BE1A09D2078B"><enum>(1)</enum><text>in paragraph (2), by striking <quote>2 years</quote> and inserting <quote>year</quote>;</text></paragraph><paragraph id="H7D54AA764CDD40FA969B4028DE93F330"><enum>(2)</enum><text>by redesignating paragraphs (3) and (4) as paragraphs (5) and (6), respectively; and</text></paragraph><paragraph id="H93A0E408EB2C461ABC7723A60A6C8571"><enum>(3)</enum><text>after paragraph (2), by inserting the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H8B3691B2F9DB4298B0F189B12D455513" changed="added" reported-display-style="italic" committee-id="HII00"><paragraph id="H4D8BE0830D8B4278948F3D2A355A9AE7"><enum>(3)</enum><header>Replacement Sales</header><text display-inline="yes-display-inline">If a lease sale under paragraph (1) for a year is canceled or delayed, the Secretary of the Interior shall conduct a replacement sale during the same year.</text></paragraph><paragraph id="H7612F84066824216923A7A230C1C00E5"><enum>(4)</enum><header>Requirement</header><text display-inline="yes-display-inline">Of the nominated parcels eligible for geothermal development and utilization under the resource management plan in effect for the State, the Secretary shall, in conducting a lease sale under paragraph (2), offer for lease—</text><subparagraph id="HE340D5C1DD914C71A32ECF1620D55B59"><enum>(A)</enum><text>75 percent of such nominated parcels; and</text></subparagraph><subparagraph id="HA9925FE8233545B9AD480B9C23C7CEE3"><enum>(B)</enum><text>the remaining 25 percent of such nominated parcels, unless the Secretary provides a written justification that identifies a statutory, environmental, or administrative basis that prevents the Secretary from offering such nominated parcels for lease.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H9D64D59C4EDC42EC874DCBDF00220CC8"><enum>(b)</enum><header>Deadlines for consideration of geothermal drilling permits</header><text display-inline="yes-display-inline">Section 4 of the Geothermal Steam Act of 1970 (<external-xref legal-doc="usc" parsable-cite="usc/30/1003">30 U.S.C. 1003</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H51D6CF28EC9D4808BF20EAC2A513067F" changed="added" reported-display-style="italic" committee-id="HII00"><subsection id="H629A598CF39147F9AB4F144C14EC1BC0" commented="no"><enum>(h)</enum><header>Deadlines for consideration of geothermal drilling permits</header><paragraph id="H4C45A02012D941329BD9018AECBF7623" commented="no"><enum>(1)</enum><header>Notice</header><text display-inline="yes-display-inline">Not later than 30 days after the date on which the Secretary receives an application for any geothermal drilling permit, the Secretary shall—</text><subparagraph id="HCBC5E09CFB4847149D7690FA669F18BD" commented="no"><enum>(A)</enum><text>provide written notice to the applicant that the application is complete; or</text></subparagraph><subparagraph id="HA6DA954E4E8B4B498D54D57119E931F1" commented="no"><enum>(B)</enum><text>notify the applicant that information is missing and specify any information that is required to be submitted for the application to be complete. </text></subparagraph></paragraph><paragraph id="HE847AC8BAA6641F48217F518B86257D5" commented="no"><enum>(2)</enum><header>Issuance or deferral</header><subparagraph id="H502D427BB11B4D8D844660DD493DF7FA" commented="no"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the Secretary has provided written notice to an applicant for a geothermal drilling permit that the application for such permit is complete pursuant to paragraph (1)(A), the Secretary shall—</text><clause id="H8DF6DCDE1EBD49B2B199595D6A0C36A6" commented="no"><enum>(i)</enum><text>issue the permit, if the requirements under the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>) and other applicable law have been completed within such timeframe; or</text></clause><clause id="HEAD391DB9CE6452D98BB5F2BB816C432" commented="no"><enum>(ii)</enum><text>defer the decision on the permit and provide to the applicant a notice—</text><subclause id="H692FFB8C8B534D54909BE834E4E119AB" commented="no"><enum>(I)</enum><text>that specifies any steps that the applicant could take for the permit to be issued; and</text></subclause><subclause id="H83FAB51EBAAD4FDCAE807B51C43DEFBB" commented="no"><enum>(II)</enum><text display-inline="yes-display-inline">that includes a list of actions that need to be taken by the agency to comply with applicable law, together with timelines and deadlines for taking such actions, which shall not exceed the deadlines specified in section 107(g) of the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4336a">42 U.S.C. 4336a(g)</external-xref>).</text></subclause></clause></subparagraph><subparagraph id="H2D6510D56EB74344A670C9DD3771891F" commented="no"><enum>(B)</enum><header>Deadline for deferred decisions</header><text display-inline="yes-display-inline">If the Secretary defers a decision on a permit under subparagraph (A)(ii), the Secretary shall issue a decision on the permit not later than 10 days after the applicant takes any steps specified pursuant to subparagraph (A)(ii)(I) and the agency takes the actions listed pursuant to subparagraph (A)(ii)(II) in accordance with any applicable timelines and deadlines.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body><endorsement display="yes"><action-date>May 20, 2026</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
