<official-title display="yes">To amend the Pittman-Robertson Wildlife Restoration Act to require the Secretary of the Interior to approve the wildlife conservation and restoration program of a State within a certain period of time.</official-title>

<section id="HE860A3111D774615B8D83B9AD5DC1023" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Make SWAPs Efficient Act of 2025</short-title></quote> or the <quote><short-title>Make State Wildlife Action Plans Efficient Act of 2025</short-title></quote>.</text></section> <section id="HC5B5373818D848D681D7384F427BDCDA" section-type="subsequent-section"><enum>2.</enum><header>Timing of approval of wildlife conservation and restoration program</header><text display-inline="no-display-inline">Section 4(e)(3) of the Pittman-Robertson Wildlife Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/669c">16 U.S.C. 669c(e)(3)</external-xref>) is amended—</text>
<paragraph id="H081932A4FF2C45F1BA84963D5700B35E"><enum>(1)</enum><text>by inserting <quote>, not later than 180 days after the date on which the State submitted the comprehensive plan,</quote> after <quote>, the Secretary</quote>;</text></paragraph> <paragraph id="H9A77E9C252F04142819D18C1AD1B07E3"><enum>(2)</enum><text>by striking <quote>, as redesignated</quote>; </text></paragraph>
<paragraph id="H00A840A645CF4AEB95FC1D022AF2482D"><enum>(3)</enum><text>by striking <quote>If the Secretary</quote> and inserting </text> <quoted-block style="OLC" display-inline="yes-display-inline" id="HF055E266CC184DE4A87213468DAEAE53"> <subparagraph id="H62D12AADF116460CA53297BC51361AF2" display-inline="yes-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">If the Secretary</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph>
<paragraph id="HA2A7681FE95E48689F7D9613E6E9EA1A"><enum>(4)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H5280B0F78929494FAAF8ECCD91C1C149"> <subparagraph id="HEDE0028A10364611B58A2CBA8556B49F" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">Upon submission of a comprehensive plan by a State under paragraph (1), the Secretary shall conditionally authorize the implementation of the wildlife conservation and restoration program of the State and shall set aside amounts as described in subparagraph (A).</text></subparagraph>
<subparagraph id="H446132C689094210A76F32E7123CC6F5" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">The Secretary, in consultation with the States, shall develop a process to ensure sufficient and timely review of comprehensive plans submitted by States under paragraph (1) and final approval of the wildlife conservation and restoration program of such States not later than 180 days after the date on which a State submits such a comprehensive plan.</text></subparagraph> <subparagraph id="HB04472AA53994627AAA89AB1030E502A" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">It is the intent of Congress that the Secretary prioritize the—</text>
<clause id="H21A6E0D84591499EABC45BCBC11E3BAB"><enum>(i)</enum><text>timely review of comprehensive plans submitted by States under paragraph (1); and</text></clause> <clause id="H769C6E0F047F464E9F2677A927E8568D"><enum>(ii)</enum><text>approval of the wildlife conservation and restoration programs of such States.</text></clause></subparagraph>
<subparagraph id="HB1D6CC28D7674ECA919E5425A4DE67FD" indent="up1"><enum>(E)</enum><text display-inline="yes-display-inline">Not later than June 1 of the year immediately following the year in which a State submits a comprehensive plan under paragraph (1), if the Secretary does not approve the wildlife conservation and restoration program of the State under subparagraph (A) within the time described in that subparagraph, the Secretary shall submit to the Chair and Ranking Member of the Committee on Natural Resources of the House of Representatives and the Environment and Public Works Committee of the Senate a report regarding the status of such comprehensive plan and including the reason why the wildlife conservation and restoration program was not so approved.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> </legis-body><attestation><attestation-group><attestation-date date="20251209" chamber="House">Passed the House of Representatives December 9, 2025.</attestation-date><attestor display="no">Kevin F.
