<legis-type>AN ACT</legis-type> 
<official-title display="yes">To impose sanctions with respect to persons engaged in significant transactions related or incidental to the processing, refining, export, transfer or sale of oil, condensates, or other petroleum or petrochemical products in whole or in part from the Islamic Republic of Iran.</official-title>

<section id="H7A660BDAE5F34484B6189C2C24B0BAF0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Enhanced Iran Sanctions Act of 2025</short-title></quote>.</text></section> <section id="H42BF952399374AD5826D582136080E82"><enum>2.</enum><header>Statement of policy</header><text display-inline="no-display-inline">It is the policy of the United States—</text> 
<paragraph id="HA0DA2727452A4452B2E04262C836889C"><enum>(1)</enum><text>to fully enforce sanctions against the Islamic Republic of Iran, including with respect to Iran’s petroleum and petrochemical sectors;</text></paragraph> <paragraph id="H119494C239CA43138D175E8F42A7AFFD"><enum>(2)</enum><text>through such sanctions, to deny Iran financial resources—</text> 
<subparagraph id="H2FC41E053D5241B69BD86BD1F419647F"><enum>(A)</enum><text>to advance its nuclear weapons capabilities;</text></subparagraph> <subparagraph id="H14FF44B43B0C485A9DDD8F131AA61201"><enum>(B)</enum><text>to finance the development of weapons of mass destruction;</text></subparagraph> 
<subparagraph id="HA2E0F501C9D54C3DA8155D2C24C023AF"><enum>(C)</enum><text>to support missile and drone proliferation;</text></subparagraph> <subparagraph id="H815C6DDAFE5248139982009AC8523617"><enum>(D)</enum><text>to fund and facilitate international terrorism;</text></subparagraph> 
<subparagraph id="HC13B12AEB3EC428B993648ABCFB741C4"><enum>(E)</enum><text>to engage in destabilizing efforts abroad, including the targeting of United States citizens; and</text></subparagraph> <subparagraph id="HBC77D6444D43474F85DFEFC99A19E86E"><enum>(F)</enum><text>to repress the rights of Iranian citizens; and</text></subparagraph></paragraph> 
<paragraph id="HD080A28CF7D048D7A08F52CB45C58BAF"><enum>(3)</enum><text>to strengthen coherence among members of the international community with respect to enforcing sanctions against malign activities of Iran.</text></paragraph></section> <section id="H0F880A32CF9B453E9D96C662B58B234A"><enum>3.</enum><header>Expanding the rewards for justice program to cover persons violating or evading united states sanctions against Iran</header><text display-inline="no-display-inline">Section 36(b) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2708">22 U.S.C. 2708(b)</external-xref>) is amended—</text> 
<paragraph id="HDAB27806447C4E7BADAB948CFE32D802"><enum>(1)</enum><text>in paragraph (14), by striking <quote>; or</quote> and inserting a semicolon;</text></paragraph> <paragraph id="H9B8D02305A7141D4A23C330A114A4938"><enum>(2)</enum><text>in paragraph (15), by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph> 
<paragraph id="H69F922CA1377428A8E8A619C5C7FFD60"><enum>(3)</enum><text>by adding at the end the following paragraph:</text> <quoted-block id="HAF982F77EE13426A8BA2C7EBADDCDCCC" style="OLC"> <paragraph id="H3A39EC3E0AAE4AA7A9385C920D4DDA0C"><enum>(16)</enum><text>the identification of each person described in section 4(a) of the Enhanced Iran Sanctions Act of 2025 or section 3 of the Stop Harboring Petroleum Act (<external-xref legal-doc="usc" parsable-cite="usc/22/8572">22 U.S.C. 8572</external-xref>) that has attempted or is attempting to evade sanctions imposed under either such Act with proceeds generated by transactions related to oil, condensates, or other petroleum or petrochemical products from the Islamic Republic of Iran.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="HBEF37C41836C43F8B17425C0C29DDB10"><enum>4.</enum><header>Imposition of sanctions with respect to persons engaged in transactions related or incidental to oil, condensates, petroleum or petrochemical products from Iran</header> 
<subsection id="H8AA7F79792CF48139AE6CF1260FBCF9B"><enum>(a)</enum><header>In general</header><text>On and after the date of the enactment of this Act, the President may impose the sanctions described in subsection (b) with respect to any foreign person that the President determines—</text> <paragraph id="H6A4DA0C737744106A3194BED1F232E18"><enum>(1)</enum><text>has knowingly engaged in any significant transaction related or incidental to the processing, refining, export, transfer or sale of oil, condensates, or other petroleum or petrochemical product in whole or in part from Iran; </text></paragraph> 
<paragraph id="H2C1ED7F5994F4310AD91F52112202C21"><enum>(2)</enum><text>is a subsidiary of a foreign person described in paragraph (1);</text> </paragraph> <paragraph id="H7AB19112CC434C819395C0D65B0F3395"><enum>(3)</enum><text>is a corporate officer, principal executive officer, or other person performing similar functions of either such officer, of a foreign person described in paragraph (1);</text></paragraph> 
<paragraph id="H51946BB41E6841F192642E8B9AB6A3D9"><enum>(4)</enum><text>is an immediate family member of a foreign person described in paragraph (1) who demonstrably benefits from any activity described in paragraph (1); or</text></paragraph> <paragraph id="HAF9C5431078C4CC7BE1AE8A232B801D7"><enum>(5)</enum><text>directly or indirectly conducts a significant transaction with, for, or on behalf of a foreign person described in paragraph (1), (2), or (3) of section 3(b) of the Stop Harboring Iranian Petroleum Act (<external-xref legal-doc="usc" parsable-cite="usc/22/8572">22 U.S.C. 8572</external-xref>).</text></paragraph> </subsection> 
<subsection id="HE3152BD1DE0248D388FF0A14862C2792"><enum>(b)</enum><header>Sanctions described</header><text>The sanctions described in this subsection are the following:</text> <paragraph id="H867A3F85626B4F4A9F80A20DB7FAABF5"><enum>(1)</enum><header>Blocking of property</header><text>The President shall, pursuant to the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>), block and prohibit all transactions in property and interests in property of a foreign person subject to sanctions pursuant to subsection (a) if such property and interests in property are in the United States, come within the United States, or are or come within the possession or control of a United States person.</text></paragraph> 
<paragraph id="H3846CF2640954BBB90C95BBBE3D1A974"><enum>(2)</enum><header>Aliens inadmissible for visas, admission, or parole</header> 
<subparagraph id="HB2B3CD369DA640BE994BF7AF5F8D7BF8"><enum>(A)</enum><header>Visas, admission, or parole</header><text>In the case of an alien subject to sanctions pursuant to subsection (a), the alien is—</text> <clause id="H6B72E451A97C444EBD4AB93E6D89480D"><enum>(i)</enum><text>inadmissible to the United States;</text></clause> 
<clause id="HD9925F8C2D54477B94FC93710EEFEA55"><enum>(ii)</enum><text>ineligible to receive a visa or other documentation to enter the United States; and</text></clause> <clause id="H7B892D52EF8845718F34938E6CF1D9C1"><enum>(iii)</enum><text>otherwise ineligible to be admitted or paroled into the United States or to receive any other benefit under the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101 et seq.</external-xref>).</text></clause></subparagraph> 
<subparagraph id="H1920D82721B14D47AE6104130FA0C075"><enum>(B)</enum><header>Current visas revoked</header> 
<clause id="H4AD0351344184954BC41EA57A6829360"><enum>(i)</enum><header>In general</header><text>The visa or other entry documentation of an alien described in subparagraph (A) shall be revoked, regardless of when such visa or other entry documentation was issued.</text></clause> <clause id="HD32AAE2691204E1E857718964D852E0E"><enum>(ii)</enum><header>Immediate effect</header><text>A revocation under clause (i) shall—</text> 
<subclause id="H5AB29D45CDF241088E747196D6D5BED0"><enum>(I)</enum><text>take effect in accordance with section 221(i) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1201">8 U.S.C. 1201(i)</external-xref>); and</text></subclause> <subclause id="H0D082B399E544932A570FB37418525D1"><enum>(II)</enum><text>cancel any other valid visa or entry documentation that is in the alien’s possession.</text></subclause></clause></subparagraph></paragraph></subsection> 
<subsection id="H11408F557EDA46719019C03BC9E04276"><enum>(c)</enum><header>Exceptions</header> 
<paragraph id="H05CF322A7E9E4933A11FD1B734DF0982"><enum>(1)</enum><header>Exception to comply with international obligations</header><text>Sanctions under subsection (a) shall not apply with respect to an alien if admitting or paroling the alien into the United States is necessary to permit the United States to comply with the Agreement regarding the Headquarters of the United Nations, signed at Lake Success June 26, 1947, and entered into force November 21, 1947, between the United Nations and the United States, or other applicable international obligations.</text></paragraph> <paragraph id="H97E21DA7949649819CC0369A630F2FBE"><enum>(2)</enum><header>Exception for authorized intelligence and law enforcement activities</header><text>Sanctions under subsection (a) shall not apply with respect to activities subject to the reporting requirements under title V of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3091">50 U.S.C. 3091 et seq.</external-xref>) or any authorized intelligence, law enforcement, or national security activities of the United States.</text></paragraph> 
<paragraph id="HC1A0D23312F1483BB58A24ADE7665786"><enum>(3)</enum><header>Exception for humanitarian assistance for the people of Iran</header> 
<subparagraph id="H67EA7BA337E84658B2B656B721F2EF20"><enum>(A)</enum><header>In general</header><text>Sanctions under subsection (a) shall not apply to—</text> <clause id="HFB3A6D0C73214956BC97D1C8EB2990D9"><enum>(i)</enum><text>the conduct or facilitation of a transaction for the provision of agricultural commodities, food, medicine, medical devices, or humanitarian assistance, or for humanitarian purposes to or for the people of Iran; or</text></clause> 
<clause id="HF94F28B7DB2D40A5B71866BA9516DBA0"><enum>(ii)</enum><text>transactions that are necessary for or related to the activities described in clause (i).</text></clause></subparagraph> <subparagraph id="H6A4C2CBF7BD24DF3AE38099C354B1599"><enum>(B)</enum><header>Definitions</header><text>In this paragraph—</text> 
<clause id="HCDC0CE2A51644606B8EF459D3A394253"><enum>(i)</enum><text>the term <term>agricultural commodity</term> has the meaning given that term in section 102 of the Agricultural Trade Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/7/5602">7 U.S.C. 5602</external-xref>);</text></clause> <clause id="H94FB5FB0A9E146A9A61826759247A1B2"><enum>(ii)</enum><text>the term <term>medical device</term> has the meaning given the term <term>device</term> in section 201 of the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/321">21 U.S.C. 321</external-xref>); and</text></clause> 
<clause id="HE44E9FF1D6F44724ABAD6A96C3E06434"><enum>(iii)</enum><text>the term <term>medicine</term> has the meaning given the term <term>drug</term> in section 201 of the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/321">21 U.S.C. 321</external-xref>).</text></clause></subparagraph></paragraph> <paragraph id="H3FE3F15C83C2401DB09FA040BD032732"><enum>(4)</enum><header>Exception for safety of vessels and crew</header><text>Sanctions under subsection (a) shall not apply with respect to a person providing provisions to a vessel otherwise subject to sanctions under this section if such provisions are intended for the safety and care of the crew aboard the vessel, the protection of human life aboard the vessel, or the maintenance of the vessel to avoid any environmental or other significant damage.</text></paragraph></subsection> 
<subsection id="H4F5ED36C84B8403FA87FDC40DBC0BB2B"><enum>(d)</enum><header>Waiver</header> 
<paragraph id="H9029A513F5CA4714A466BB47FFAEEA31"><enum>(1)</enum><header>In general</header><text>The President may, on a case-by-case basis for a period of not more than 180 days, waive the application of sanctions imposed with respect to a foreign person under subsection (a) if the President—</text> <subparagraph id="H258CDA692E4F42F1B9C2750907DAD65D"><enum>(A)</enum><text>certifies to the appropriate congressional committees that the waiver is in the national interests of the United States; and</text></subparagraph> 
<subparagraph id="H0E123D610DB342D185F3A9ECD6E12D15"><enum>(B)</enum><text>submits with the certification required under subparagraph (A) a detailed justification explaining the reasons for the waiver.</text></subparagraph></paragraph> <paragraph id="H5FEA225502A64613809F9A56E81755D2"><enum>(2)</enum><header>Renewal of waiver</header><text>The President may, on a case-by-case basis, renew a waiver issued under paragraph (1) for additional periods of not more than 180 days if the President—</text> 
<subparagraph id="HB389DA92B9AC46B09A3CA9586F46CD06"><enum>(A)</enum><text>determines that the renewal of the waiver is vital to the national interests of the United States; and</text></subparagraph> <subparagraph id="H319A3776569242E0B6C28C6033E2E355"><enum>(B)</enum><text>submits to the appropriate congressional committees a report on the renewal of the waiver that includes—</text> 
<clause id="H837CA08BBDF84B9BB25F4A2329881B3F"><enum>(i)</enum><text>a justification for the renewal of the waiver;</text></clause> <clause id="H25ED50837C784154BE3CA9B43C37ED4A"><enum>(ii)</enum><text>a detailed plan to phase out the need for any such waiver issued with respect to such foreign person; and</text></clause> 
<clause id="H85B66B75617E4DE889BD18BE701B775B"><enum>(iii)</enum><text>for reoccurring waivers, steps taken to implement or otherwise further the plan described in clause (ii).</text></clause></subparagraph></paragraph></subsection> <subsection id="H8E51CE338DDE4640AC0EADFE04DC8D02"><enum>(e)</enum><header>Implementation; regulations; penalties</header> <paragraph id="H0199BCB0039041B99D18336C0A10A83D"><enum>(1)</enum><header>Implementation</header><text>The President may exercise all authorities provided under sections 203 and 205 of the International Emergency Economic Powers Act (50 U.S.C. 1702 and 1704) to carry out subsection (a).</text></paragraph> 
<paragraph id="H29171D39D9AF4400A09E0799EE70A72B"><enum>(2)</enum><header>Regulations</header><text>Not later than 60 days after the date of the enactment of this Act, the President shall issue regulations or other guidance as may be necessary for the implementation of this section.</text></paragraph> <paragraph id="H4F12123610824F9699AB5C2944C28BDC"><enum>(3)</enum><header>Penalties</header><text>The penalties provided for in subsections (b) and (c) of section 206 of the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1705">50 U.S.C. 1705</external-xref>) shall apply to any person who violates, attempts to violate, conspires to violate, or causes a violation of any prohibition of this section, or an order or regulation prescribed under this section, to the same extent that such penalties apply to a person that commits an unlawful act described in section 206(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1705">50 U.S.C. 1705(a)</external-xref>).</text></paragraph></subsection> 
<subsection id="H505673B0D46045B1BED7E5EECC2A660C"><enum>(f)</enum><header>Termination of sanctions</header><text>Consistent with the Iran Sanctions Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/172">Public Law 104–172</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note), the requirement to impose sanctions under subsection (a) shall cease to be effective beginning on the date that is 30 days after the date on which the President certifies to the appropriate congressional committees that—</text> <paragraph id="H4E442FA142CF49CDB8C23F7B64F283A5"><enum>(1)</enum><text>the Government of Iran no longer repeatedly provides support for international terrorism as determined by the Secretary of State pursuant to—</text> 
<subparagraph id="H37150671699541EB889945011C21DD30"><enum>(A)</enum><text>section 1754(c)(1)(A) of the Export Control Reform Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/50/4318">50 U.S.C. 4318(c)(1)(A)</external-xref>);</text></subparagraph> <subparagraph id="H834A0BE219DD43FD9B02254F9711AAE4"><enum>(B)</enum><text>section 620A of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2371">22 U.S.C. 2371</external-xref>);</text></subparagraph> 
<subparagraph id="H96B00E71634E45FA8A7F85E0483D32FF"><enum>(C)</enum><text>section 40 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2780">22 U.S.C. 2780</external-xref>); or</text></subparagraph> <subparagraph id="HF41869F4FAD54028A3C1ACAB4FB5A93A"><enum>(D)</enum><text>any other related provision of law; and</text></subparagraph></paragraph> 
<paragraph id="H48E86527777C4A7C9DE5CFFF5A3DDABB"><enum>(2)</enum><text>Iran has ceased the pursuit, acquisition, and development of, and verifiably dismantled its, nuclear, biological, and chemical weapons and ballistic missiles and ballistic missile launch technology.</text></paragraph></subsection> <subsection id="H5907444C51A84B0598DCCD21E17CB31D"><enum>(g)</enum><header>Exception relating to the importation of goods</header> <paragraph id="H4BAC0DCCECC7479682B7D3311C43B5F9"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The authorities and requirements to impose sanctions under this section shall not include the authority or a requirement to impose sanctions on the importation of goods.</text></paragraph> 
<paragraph id="H56848DEEE7004084A0352FE0BC74977A"><enum>(2)</enum><header>Good defined</header><text display-inline="yes-display-inline">In this subsection, the term <quote>good</quote> means any article, natural or manmade substance, material, supply, or manufactured product, including inspection and test equipment, and excluding technical data.</text></paragraph></subsection></section> <section id="H00DD091C098F4FBFA34049A8064EF165"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="HEB80B817F2564BC6AD17F0333B05BDB0"><enum>(1)</enum><header>Admitted; alien</header><text>The terms <term>admitted</term> and <term>alien</term> have the meanings given those terms in section 101(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)</external-xref>).</text></paragraph> <paragraph id="H53365E336D184DCBA9E03DAE905AEEA1"><enum>(2)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text> 
<subparagraph id="HE723D2BB52534D4E8D3E6747F9864EB0"><enum>(A)</enum><text>the Committee on Foreign Relations, the Committee on the Judiciary, and the Committee on Banking, Housing, and Urban Affairs of the Senate; and</text></subparagraph> <subparagraph id="H788C474A9CF147119C23313B198D1ED7"><enum>(B)</enum><text>the Committee on Foreign Affairs, the Committee on the Judiciary, and the Committee on Financial Services of the House of Representatives.</text></subparagraph></paragraph> 
<paragraph id="HCD2AA1FF49DA4E83A0010E8A56B34183"><enum>(3)</enum><header>Foreign person</header><text>The term <term>foreign person</term> means a person that is not a United States person, including the government of a foreign country.</text></paragraph> <paragraph id="H040A14CF6E0E48DBA1F6774E8EA3E8D6"><enum>(4)</enum><header>Knowingly</header><text>The term <term>knowingly</term>, with respect to conduct, a circumstance, or a result, means that a person has actual knowledge, or should have known, of the conduct, the circumstance, or the result.</text></paragraph> 
<paragraph id="HFE4E68C2C6214D99BFECAE7296D48523"><enum>(5)</enum><header>Property; interest in property</header><text>The terms <term>property</term> and <term>interest in property</term> have the meanings given the terms <term>property</term> and <term>property interest</term>, respectively, in section 560.325 of title 31, Code of Federal Regulations, as in effect on the day before the date of the enactment of this Act.</text></paragraph> <paragraph id="H521FDC65DF9642C1B6E6CE9E19FAFA10"><enum>(6)</enum><header>United states person</header><text>The term <term>United States person</term> means any United States citizen, permanent resident alien, entity organized under the laws of the United States or any jurisdiction within the United States (including foreign branches), or any person in the United States.</text></paragraph></section>
