R. 1098</legis-num><current-chamber display="yes">IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20251216">December 16, 2025</action-date><action-desc> Received; read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To reauthorize the Junior Duck Stamp Conservation and Design Program Act of 1994.</official-title></form><legis-body id="H92A3F2CE14314BAB8A128B0523256EFC" style="OLC"><section id="HDD658643D5384DE4B1E9FD01702D91C3" section-type="section-one"><enum>1.</enum><header>Reauthorization of Junior Duck Stamp Conservation and Design Program Act of 1994</header><subsection id="H5C8A3291D78F45BEABE3BAE0AD0AB141"><enum>(a)</enum><header>Definition of State</header><text>Section 5 of the Junior Duck Stamp Conservation and Design Program Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/16/719b-1">16 U.S.C. 719b–1</external-xref>) is amended—</text><paragraph id="H898B8DB1F5234E279B7E4D7212A844E4"><enum>(1)</enum><text>by inserting <quote>and</quote> after <quote>Guam,</quote>; and</text></paragraph><paragraph id="H979846A2559A417B97CA447813F97F49"><enum>(2)</enum><text>by striking <quote>, and any other territory or possession</quote> after <quote>Virgin Islands</quote>.</text></paragraph></subsection><subsection id="H9CEC65235DBE4CB3A4A674963F6D6EA7"><enum>(b)</enum><header>Authorization of appropriations</header><text>Section 6 of the Junior Duck Stamp Conservation and Design Program Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/16/719c">16 U.S.C. 719c</external-xref>) is amended—</text><paragraph id="HA92F6156B4AD4BD1AFB78F57141B1734"><enum>(1)</enum><text>in subsection (a), by striking <quote>2006 through 2010</quote> and inserting <quote>2025 through 2031</quote>; and</text></paragraph><paragraph id="HF00644448D2E47E9954FE17B0CD555C2"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block id="H6995F538D0C944AA9BB202BD448CEBDC" style="OLC"><subsection id="H76ACD5FF693342349129397F53CD410D"><enum>(c)</enum><header>No additional funds authorized</header><text display-inline="yes-display-inline">Funds authorized under subsection (a) may, as provided in appropriations Acts, only come from within amounts authorized to be appropriated to the Secretary to carry out the duties of the Federal Duck Stamp Office.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body><attestation><attestation-group><attestation-date date="20251215" chamber="House">Passed the House of Representatives December 15, 2025.</attestation-date><attestor display="yes">Kevin F.
