<section id="H78C114D09B9E4520BAF6A8DBB0DA5BA1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Federal License-Plate Observation and Camera Keeping Act</short-title></quote> or the <quote><short-title>NO FLOCK Act</short-title></quote>.</text></section> 
<section id="H3784385917334392B8CD9FA718ABF00C" section-type="subsequent-section"><enum>2.</enum><header>Withholding of Federal funds</header> 
<subsection id="H6102471722FA4A248C0CB6D244243C11"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/23/1">Chapter 1</external-xref> of title 23, United States Code, is amended by adding at the end the following:</text> <quoted-block style="USC" id="HB654A5DC1ED542CB96553CE3CD54B4D2" display-inline="no-display-inline"> <section id="HC746F4454EE24B00A56FE41F6ECECB03"><enum>180.</enum><header>Requirements relating to automated license plate readers</header><text display-inline="no-display-inline">The Secretary shall withhold 10 percent of the amount required to be apportioned to any State under section 104(b) on the first day of each fiscal year that begins after the second fiscal year beginning after the date of enactment of this section if the State does not have a law in effect that prohibits the use of automated license plate readers for any use other than the following:</text> 
<paragraph id="HBFA947387BF3484DBFF4FA1483F06465"><enum>(1)</enum><text>Enforcing toll systems.</text></paragraph> <paragraph id="H8B065F2519EA47708974D6D4B468EC4A"><enum>(2)</enum><text display-inline="yes-display-inline">Identifying stolen vehicles, missing or endangered persons, vehicles registered to persons with a warrant for a felony offense, or investigating a vehicle involved in a felony offense.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HBF3CE4B1FB8646CBA5979AEE232CE0C7" commented="no"><enum>(b)</enum><header>Clerical amendment</header><text>The analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/23/1">chapter 1</external-xref> of title 23, United States Code, is amended by adding at the end the following:</text> <quoted-block style="USC" id="H7F7BF804645D495AB4376DFD78E2F8EC" display-inline="no-display-inline"> <toc regeneration="no-regeneration"> <toc-entry level="section">180.
