R. 10328</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20260910">September 10, 2026</action-date><action-desc><sponsor name-id="B001327">Mr. Bresnahan</sponsor> (for himself, <cosponsor name-id="P000622">Mr. Patronis</cosponsor>, <cosponsor name-id="M001204">Mr. Meuser</cosponsor>, and <cosponsor name-id="K000404">Ms. King-Hinds</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Small Business Act to provide no-collateral express loans for qualified career law enforcement officers, and for other purposes.</official-title></form><legis-body id="H773CE63DB7E94C008CAB8F612BA6A706" style="OLC"><section id="H8FC6BFCA12BF4208994167A79599CF3F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Badge-to-Business Act</short-title></quote>.</text></section><section id="HF3E5AEC115504C0DA91062C49EAF5787" section-type="subsequent-section"><enum>2.</enum><header>Express loans for qualified career law enforcement officers</header><text display-inline="no-display-inline">Section 7(a)(31) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)(31)</external-xref>) is amended by adding at the end the following new subparagraph:</text><quoted-block style="OLC" id="H1498A251D3E84BB1A0C7FA2ECEB048F6" display-inline="no-display-inline"><subparagraph id="H8990066AD1B043C497DE3B45C1EDE4E5"><enum>(I)</enum><header>Qualified career law enforcement officers</header><clause id="H4B33DAA2A6DE4A418F3E4B59BEB82C13"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in clause (ii), the Administrator may not collect a guarantee fee described in paragraph (18) in connection with a loan made under this paragraph to a qualified career law enforcement officer on or after January 1, 2027.</text></clause><clause id="HD51B4A34FAEE479EA48C253023F8C688"><enum>(ii)</enum><header>Exception</header><text>The Administrator may waive the requirements of clause (i) if the cost to the Administration of making such loans is greater than zero for a fiscal year, and such cost is directly attributable to the cost of guaranteeing such loans.</text></clause><clause id="HC93F4DBF52054F38A1B169BBBC66F117"><enum>(iii)</enum><header>Qualified career law enforcement officer defined</header><text display-inline="yes-display-inline">In this subparagraph, the term <term>qualified career law enforcement officer</term> means an individual who, at the time of application for an express loan, has completed not less than 10 years of service as a career law enforcement officer (as defined in section 1709 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10389">34 U.S.C. 10389</external-xref>)) and—</text><subclause id="H1FC3D39F29604A4BAA39D6BF6B700F9B"><enum>(I)</enum><text>if currently employed as a career law enforcement officer, is not the subject of a pending criminal investigation or administrative proceeding involving alleged misconduct relating to the individual’s official duties; or</text></subclause><subclause id="H1FE63A2E9D814D2BB027BD03FC868145"><enum>(II)</enum><text display-inline="yes-display-inline">if separated from service, was not, at the time of such separation, the subject of a pending criminal investigation or administrative proceeding involving alleged misconduct relating to the individual’s official duties.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
