<section id="H53E10D0DA26F4D3EB087610186D516D9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rooting Out Mislabeled Agriculture Act</short-title></quote> or the <quote><short-title>ROMA Act</short-title></quote>.</text></section> <section id="H049D7AED6FAB448CBA5CDB95A722A576"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to—</text> 
<paragraph id="H37774678582144B1A050C83372C0D459"><enum>(1)</enum><text display-inline="yes-display-inline">recognize the successful use of a public-private partnership to develop and maintain an isotopic signature for cotton and textile imports and to use such signature to test imports for cotton grown and processed using slave labor in China’s Xingjian province in violation of <external-xref legal-doc="public-law" parsable-cite="pl/117/78">Public Law 117–78</external-xref> (commonly known as the <quote>Uyghur Forced Labor Prevention Act</quote>); and</text></paragraph> <paragraph id="H428D854FC81A4967A33A92D59392D056"><enum>(2)</enum><text>encourage a similar process for the creation and testing of processing tomatoes that are sold as paste or mixed into other products.</text></paragraph></section> 
<section id="H31D732B23F3C46B1BBB44B2606C11715"><enum>3.</enum><header>Isotopic signatures for processing tomatoes</header><text display-inline="no-display-inline">The <short-title>National Agricultural Research, Extension, and Teaching Policy Act of 1977</short-title> is amended by inserting after section 1473H (<external-xref legal-doc="usc" parsable-cite="usc/7/3319k">7 U.S.C. 3319k</external-xref>) the following:</text> <quoted-block style="OLC" id="HFE2932BA45F4447DA770C283AD1ED0FA" display-inline="no-display-inline"> <section id="H4AAD880BF95B470EB23B2676F802E353"><enum>1473I.</enum><header>Isotopic signatures for processing tomatoes</header> <subsection id="H49773E0324D14920AB656FE78680A11C"><enum>(a)</enum><header>Database</header> <paragraph id="H1C3791DDB6F84F048AAB9D9F43D8B24C"><enum>(1)</enum><header>Establishment</header><text>The Secretary, acting through the Administrator of the Agricultural Research Service, shall establish and maintain (directly or by making a grant) a database of isotopic signatures of processing tomatoes.</text></paragraph> 
<paragraph id="H0F35AB1288C740E99FEA8F25D233B19E"><enum>(2)</enum><header>Scientific samples</header><text display-inline="yes-display-inline">The Secretary shall collect and record (directly or by making a grant) scientific samples, including domestic and foreign samples, as appropriate for maintaining the Database.</text></paragraph> <paragraph id="H758D087276F346CCBC89DC7AA7B5FFD4"><enum>(3)</enum><header>Access</header><text>Upon the request of an individual or entity (including a Federal agency, an institution of higher education, an agricultural research station, or a private entity), the Secretary shall provide to such individual or entity, in a timely fashion, information contained in the Database.</text></paragraph></subsection> 
<subsection id="H1EEF325E241242DD85AA326C4FA53D6D"><enum>(b)</enum><header>Research of testing methodologies</header> 
<paragraph id="H4F68876213464DF784ADE88F37E57F25"><enum>(1)</enum><header>Conduct of research</header><text>For the purpose of assisting the establishment and maintenance of the Database, the Secretary shall conduct research (directly or by making a grant) on the further development of isotopic testing methods, including methods that may increase accuracy or the breadth of testable biological materials.</text></paragraph> <paragraph id="HE1C3A9CD757445C891D1337E70FBB254"><enum>(2)</enum><header>Retention of research data</header><text>An entity that is awarded a grant to conduct research under paragraph (1) may retain a copy of any data generated through such research.</text></paragraph></subsection> 
<subsection id="H64026CA17C0D4440A66E61F3C449C258"><enum>(c)</enum><header>Coordination</header><text display-inline="yes-display-inline">In carrying out this section, the Secretary shall coordinate with the Commissioner of U.S. Customs and Border Protection on how to best support customs and import inspections of processing tomatoes using the isotopic signatures in the Database.</text></subsection> <subsection id="H5C0C8E8D4F9A4B88B369E231A1186B96"><enum>(d)</enum><header>Report</header><text>Not later than 2 years after the date of enactment of this section, the Secretary shall submit to Congress a report that includes—</text> 
<paragraph id="H09FB874D23E24324AC13A2680920A810"><enum>(1)</enum><text>an analysis of the establishment and use of the Database;</text></paragraph> <paragraph id="HDEBCDD34E5034A458CE48124F7EE0DD6"><enum>(2)</enum><text>a description of the results of the research conducted under subsection (b)(1); and</text></paragraph> 
<paragraph id="H2139E582B8E24680A7F98D316C2E7681"><enum>(3)</enum><text>any recommendations for legislative or administrative action.</text></paragraph></subsection> <subsection id="H759396645E08471E8153C8ACD3267373"><enum>(e)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HE4764E90AC4243929250C5360170231A"><enum>(1)</enum><header>Database</header><text display-inline="yes-display-inline">The term <term>Database</term> means the database established under subsection (a)(1).</text></paragraph> <paragraph id="H567B64C053BB4A9496984F751F018A8C"><enum>(2)</enum><header>Isotopic signature</header><text display-inline="yes-display-inline">The term <term>isotopic signature</term> means a usable geographic fingerprint created by examining a unique ratio of stable or radioactive isotopes as well as the specific ratio of elements like hydrogen, oxygen, carbon, and nitrogen for a subject item, including through trace element analysis, stable isotope ratio analysis, or any other process capable of identifying the geographic place of origin of the subject item.</text></paragraph> 
<paragraph id="H9D62559A4D8648848E91E82C5A2616FF"><enum>(3)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary, acting through the Administrator of the Agricultural Research Service.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </section> </legis-body></bill>
