Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

SEC. 2. Report on Spanish-language resources and services.

(a) Report required.—Not later than 180 days after the date of enactment of this Act, the Administrator of the Small Business Administration shall submit to the Committee on Small Business of the House of Representatives and the Committee on Small Business and Entrepreneurship of the Senate a report describing existing Spanish-language resources and services made available through programs administered by the Administration.

(b) Contents.—The report required under subsection (a) shall include—

(1) an inventory of existing Spanish-language informational resources and services made available through such programs, including websites, application materials, guidance documents, outreach materials, and customer service resources;

(2) a description of existing Spanish-language resources and services available through resource partners of the Administration, including—

(A) a small business development center (as defined in section 3 of the Small Business Act (15 U.S.C. 632));

(B) a women’s business center (described under section 29 of such Act (15 U.S.C. 656));

(C) a chapter of the Service Corps of Retired Executives (established under section 8(b)(1)(B) of such Act (15 U.S.C. 637(b)(1)(B))); and

(D) a Veteran Business Outreach Center (described under section 32 of such Act (15 U.S.C. 657b));

(3) data, to the extent available, regarding the use of Spanish-language resources and services, including any geographic trends identified by the Administrator;

(4) a description of expenditures associated with Spanish-language translation, interpretation, outreach, contractor support, technology, and related administrative costs;

(5) an assessment of any operational or administrative considerations associated with providing Spanish-language resources and services; and

(6) any recommendations of the Administrator regarding the efficient administration of existing Spanish-language resources and services made available through such programs.

(c) Form.—The report required under subsection (a) shall be submitted in unclassified form and made publicly available on a website of the Administration.

(d) Briefing required.—Not later than 30 days after the submission of the report required under this section, the Administrator shall provide to the Committee on Small Business of the House of Representatives and the Committee on Small Business and Entrepreneurship of the Senate a briefing on the report.

(e) Rule of construction.—Nothing in this Act shall be construed to require the Administrator to establish, expand, reduce, or discontinue any Spanish-language resource or service.
