<section id="HED2899B1EA5D40FEAFCEABDC51AE3336" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Oversight in Public Buildings Act</short-title></quote>. </text> </section> <section id="H591009A1143F4517887DC25CA0020306"><enum>2.</enum><header>Strengthening oversight</header> <subsection id="H6A22F6149BC54825A6F5228693D003AC"><enum>(a)</enum><header>Comptroller General of the United States</header><text display-inline="yes-display-inline">Section 2302 of the Thomas R. Carper Water Resources Development Act of 2024 (<external-xref legal-doc="usc" parsable-cite="usc/40/584">40 U.S.C. 584</external-xref> note) is amended by adding at the end the following:</text>

<subsection id="H29EEDB3777D440279FEAF3534AD0D79B"><enum>(i)</enum><header>GAO access to data</header><text>The Director and Administrator shall provide to the Comptroller General of the United States all data and reports pursuant to this section, including subsections (c), (e), and (f).</text> </subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="HD3CB45983F884C8DB9C66DC0AB0B3750"><enum>(b)</enum><header>Clarification on agencies with independent leasing authority</header><text display-inline="yes-display-inline">Subsection (f) of section 2302 of the Thomas R. Carper Water Resources Development Act of 2024 (<external-xref legal-doc="usc" parsable-cite="usc/40/584">40 U.S.C. 584</external-xref> note) is amended—</text> 
<paragraph id="H5055ED7EBB8441A79F8929BE770EBE5B"><enum>(1)</enum><text>by redesignating paragraph (3) as paragraph (6);</text></paragraph> <paragraph id="HB71C8FFA1D9B4F96A8955910D4CD158D"> <enum>(2)</enum> <text>by redesignating paragraphs (4), (5), and (6) as paragraphs (3), (4), and (5), respectively; </text>
                </paragraph> 
<paragraph id="H200E1D11D3854D7C8157B3B9AC35A011"><enum>(3)</enum><text>in paragraph (5), as so redesignated—</text> <subparagraph id="H4BEEEE6D247C4B6DA432D5DB58C617CA"><enum>(A)</enum><text>by striking the paragraph enumerator and all that follows through <quote>with independent leasing authorities</quote> and inserting the following:</text>

<subparagraph id="H38F983B98C2B4113BA4FED115BCB2452" display-inline="yes-display-inline"><enum>(A)</enum><header>Requirements for Federal agencies with independent leasing authorities</header><text>The head of any agency, regardless of whether the agency is covered by section 901 of title 31, United States Code, with independent leasing authorities</text> </subparagraph> </paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph> <subparagraph id="HBC52B989A7D642458CAEEC630D4950DB"><enum>(B)</enum><text>by adding at the end the following:</text>

<subparagraph id="HD33C9471D0D543D7B099C469B85EE1A9" indent="up1"><enum>(B)</enum><header>Oversight and accountability</header> 
<clause id="H96AF44D489CD4F1595FA9D528B2E4D6E"><enum>(i)</enum><header>Accounting</header><text>Not later than 1 year after the date of enactment of the <short-title>Strengthening Oversight in Public Buildings Act</short-title>, the Director shall submit to the Committee on Transportation and Infrastructure of the House of Representatives, the Committee on Environment and Public Works of the Senate, and the Comptroller General of the United States a list of all agencies that have an independent leasing authority to procure office space.</text></clause> <clause id="H03048F0A59394EFDB670A804A8E8A8F8"><enum>(ii)</enum><header>Oversight</header><text>The Director shall ensure all agencies with independent leasing authorities are notified of and comply with the requirements of this section.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection></section> 
<section id="H1722F32F782C48468A83CC21BB57AF04"><enum>3.</enum><header>Swing space to support building sales</header><text display-inline="no-display-inline">Section 2312 of the Thomas R. Carper Water Resources Development Act of 2024 (<external-xref legal-doc="usc" parsable-cite="usc/40/584">40 U.S.C. 584</external-xref> note) is amended—</text> <paragraph id="H81F9DD8B8F28489AB0A02A28DED24E10"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a) by striking <quote>Not later</quote> and inserting <quote>Except as provided in subsection (d), not later</quote>; and </text></paragraph> 
<paragraph id="HCFDB747154AB4525A2D3D48B09FA94DF"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block id="H5F5F68FA58A64CEBB7D8BAB2C1EB7AA3" style="OLC"> <subsection id="H37DA3A93C5884D7BA6B850B4606D75C3"><enum>(d)</enum><header>Swing space exception</header><text>The Administrator of General Services may retain the Federal building described in subsection (a) so long as such building is used as swing space to facilitate the sale or major renovation of other Federal buildings so long as—</text> 
<paragraph id="HA46E17736EEF46E4A86E0C1FB7A5C9E4"><enum>(1)</enum><text>the cost of retaining such building does not exceed any savings realized by the sale or major renovation of any other Federal building; and</text></paragraph> <paragraph id="HD6B7BAFBCFA34557829DD8FE1E79356F"><enum>(2)</enum><text>the Administrator submits to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate annual plans for the use of such building.</text> </paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H8469CBF9D97D41AFB5E0815A1F0F1215"><enum>4.</enum><header>Public Buildings Reform Board</header> 
<subsection id="HF69541BB9C4D47D0AA5B687181815699"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Federal Assets Sale and Transfer Act (<external-xref legal-doc="usc" parsable-cite="usc/40/1303">40 U.S.C. 1303</external-xref> note) is amended—</text> <paragraph id="HBFC01FFEFC8B42B8B9DA888F3DCF0AA9"><enum>(1)</enum><text display-inline="yes-display-inline">in section 10 by striking <quote>December 31, 2026</quote> and inserting <quote>December 31, 2028</quote>; and</text> </paragraph> 
<paragraph id="H1CC7814946D14EFB87C7AA91D5092101"><enum>(2)</enum><text>by adding at the end the following new section:</text> <quoted-block id="HF73BC21B45664CA186A51B3E6737DC1B" style="OLC"> <section id="H7CF72153CA6341DFB3857C8A485EDF18"><enum>27.</enum><header>Access to utilization data</header><text display-inline="no-display-inline">The Director of the Office of Management and Budget and the Administrator shall provide all data and reports to the Board collected and produced pursuant to section 2302 of the Thomas R. Carper Water Resources Development Act of 2024 (<external-xref legal-doc="usc" parsable-cite="usc/40/584">40 U.S.C. 584</external-xref> note).</text></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H07E7B220F26A42F7ABAADF64402E075A"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">The table of contents in section 1(b) of the Federal Assets Sale and Transfer Act (<external-xref legal-doc="usc" parsable-cite="usc/40/1303">40 U.S.C. 1303</external-xref> note) is amended by adding at the end the following: </text> <quoted-block style="OLC" id="HCD7A4C3653074F11B719408889837D46" display-inline="no-display-inline"> <toc regeneration="no-regeneration"> <toc-entry level="section">Sec. 27.
