<section id="HE169D03C670B43A4BDEB8CFFE7E7FC93" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Telecommunications Gaps in Accountability and Performance Act</short-title></quote> or the <quote><short-title>Telecommunications GAP Act</short-title></quote>.</text></section>
<section id="HB78D0893632A4197B8483EEEAC69F0E5"><enum>2.</enum><header>Report on Mandatory Disaster Response Initiative</header> 
<subsection id="HB3FF27F79E9B4F37938F365DAFC8B0E3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Comptroller General of the United States shall submit to Congress a report on the Mandatory Disaster Response Initiative of the Federal Communications Commission that includes the following:</text> <paragraph id="H6D35990075AB42E88282F5FC05DFC010"><enum>(1)</enum><text display-inline="yes-display-inline">An analysis of the overall effectiveness of the Initiative.</text></paragraph> 
<paragraph id="H65900C5F84AC48428754CD38AF6C7DA8"><enum>(2)</enum><text display-inline="yes-display-inline">An analysis of the effectiveness of the Initiative with respect to the wildfires in California during January 2025.</text></paragraph> <paragraph id="HA8BDD697C92041D59747257FA5A494C2"><enum>(3)</enum><text>An identification of any failures in coverage, roaming, or provider coordination under the Initiative.</text></paragraph> 
<paragraph id="HCA9693063085401D9F6539348CC93E9C"><enum>(4)</enum><text display-inline="yes-display-inline">Recommendations with respect to the Initiative.</text></paragraph></subsection> <subsection id="H2B81E76E88C849139D03E7912DB47049"><enum>(b)</enum><header>Mandatory Disaster Response Initiative defined</header><text display-inline="yes-display-inline">In this section, the term <quote>Mandatory Disaster Response Initiative</quote> means the requirements set forth in section 4.17 of title 47, Code of Federal Regulations, that apply to facilities-based mobile wireless providers with respect to certain emergency or disaster situations.</text></subsection></section>
