<section id="H2A91EB28CBD24842968088FDEFC2C641" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Taxpayer Relief from Big Oil Act</short-title></quote>.</text></section> <section id="H4F6396CF1C3E459A9031ED9080C21E9F"><enum>2.</enum><header>Royalty relief reform</header> <subsection id="H637847853612466AA32E8823C117DE5A"><enum>(a)</enum><header>Gulf of mexico royalty relief</header> <paragraph id="H9F385C5BC2D84DA5ADAF2D27829F245C"><enum>(1)</enum><header>Repeal</header><text>Section 344 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15904">42 U.S.C. 15904</external-xref>) is repealed.</text></paragraph> 
<paragraph id="HA4AEED95CED24D81BC32CBB15D9291DA"><enum>(2)</enum><header>Regulations</header><text display-inline="yes-display-inline">Any regulations issued under section 344 of the Energy Policy Act of 2005 before the date of enactment of this section shall have no force or effect.</text> </paragraph></subsection> <subsection id="H1FE9525495C2400E86F0C558B1D54DD2"><enum>(b)</enum><header>Alaska royalty relief</header> <paragraph id="HAD73D267D3D44A749DA590BF1FDEDDCF"><enum>(1)</enum><header>Provisions relating to planning areas offshore alaska</header><text>Section 8(a)(3)(B) of the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1337">43 U.S.C. 1337(a)(3)(B)</external-xref>) is amended by striking <quote>and in the Planning Areas offshore Alaska</quote> after <quote>West longitude</quote>.</text></paragraph> 
<paragraph id="H1BD9CCBF65CE400297EE93ED1E7359BA"><enum>(2)</enum><header>Provisions relating to naval petroleum reserve in alaska</header><text>The Naval Petroleum Reserves Production Act of 1976 is amended—</text> <subparagraph id="HBF6DAF5950A4468FB0764D8BA75AF139"><enum>(A)</enum><text display-inline="yes-display-inline">in section 104(a) (<external-xref legal-doc="usc" parsable-cite="usc/42/6504">42 U.S.C. 6504(a)</external-xref>) by striking <quote>to the extent consistent with the requirements of this Act for the exploration of the reserve</quote>; and</text></subparagraph> 
<subparagraph id="H43C875960CEF4F32982C232304BF5606"><enum>(B)</enum><text display-inline="yes-display-inline">in section 107 (<external-xref legal-doc="usc" parsable-cite="usc/42/6506a">42 U.S.C. 6506a</external-xref>)—</text> <clause id="HBF3EF07D6E3C469CA2C3127734318E4E"><enum>(i)</enum><text>in subsection (i)—</text> 
<subclause id="H20188FFBDA4E4AC0B21508915F310C16"><enum>(I)</enum><text>by striking <quote><header-in-text level="paragraph" style="OLC">(1) In general</header-in-text>.—</quote>; and</text></subclause> <subclause id="H5FAEA4E9F07D40B0919A55E3B4F7BF68"><enum>(II)</enum><text>by striking paragraphs (2) through (6);</text></subclause></clause> 
<clause id="H3332F79DF9FD441390EA28E6DBD5C55A"><enum>(ii)</enum><text>by striking subsection (k); and</text></clause> <clause id="H33446B43C0054496AC96AF55094F7753"><enum>(iii)</enum><text>by redesignating subsections (l) through (p) as subsections (k) through (o), respectively.</text></clause></subparagraph></paragraph></subsection> 
<subsection id="HAD56A81023CC4D7D89DA73F69EC00DEC"><enum>(c)</enum><header>Royalty relief report</header><text>Not later than 90 days after the date of enactment of this Act, and annually thereafter, the Director of the Bureau of Land Management and the Director of the Bureau of Ocean Energy Management shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report detailing, with respect to the preceding year—</text> <paragraph id="H34BB217FF87D411291ECD63C6E44BE62" commented="no"><enum>(1)</enum><text>the number of onshore and offshore oil and gas royalty relief applicants;</text></paragraph> 
<paragraph id="HB660D8B1310242A38B21BE05FE1CD7D2"><enum>(2)</enum><text display-inline="yes-display-inline">the number of onshore and offshore oil and gas royalty relief applications approved or denied and any reasoning provided by the agency for approvals;</text></paragraph> <paragraph id="HB30DC80179F042F59C882B4AE38EAE66"><enum>(3)</enum><text>the number of wells approved and denied for royalty relief;</text></paragraph> 
<paragraph id="H118D8947230B4BDE8931DFBA2B7F3815" commented="no"><enum>(4)</enum><text>the number of wells approved for royalty relief that produced oil or gas during the period of 6 months beginning on the date on which an application for royalty relief for the well was made;</text></paragraph> <paragraph id="HDA1131EBC6D846F79BCBEC40909784CD" commented="no"><enum>(5)</enum><text>the average amount of production from wells for which royalty relief was approved;</text></paragraph> 
<paragraph id="HA22F28A9F7AD4144ABBC19CC202B721D"><enum>(6)</enum><text>the length of royalty relief periods;</text></paragraph> <paragraph id="HF0A64578FD064CEAB4C717A02F271DFB"><enum>(7)</enum><text>the new royalty rate for approved applications; and</text></paragraph> 
<paragraph id="HB2693DED4D8A42EBB5715B43C4BF2353"><enum>(8)</enum><text>any estimates of the difference in revenue and production resulting from the approved royalty relief.</text> </paragraph></subsection></section> <section id="H28F541736AD045F3AAAEF13872BCBF37"><enum>3.</enum><header>Standardized oil and gas transportation allowance</header> <subsection id="HF61E499E8C034624A597F1C031AD2D9F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of enactment of this Act, the Secretary of the Interior, acting through the Office of Natural Resources Revenue, shall issue or revise regulations to establish standardized transportation allowances for the calculation of oil and gas royalties for—</text> 
<paragraph id="H58114749207C4F5889E80133435376A0"><enum>(1)</enum><text display-inline="yes-display-inline">each Bureau of Land Management oil and gas administrative boundaries; and</text></paragraph> <paragraph id="H4D6CEECC6B3C43F9BE6356F6214BAC05"><enum>(2)</enum><text display-inline="yes-display-inline">each Outer Continental Shelf planning area in which oil or gas is produced.</text></paragraph></subsection> 
<subsection id="H51B08070E26C4DFA85C780E2A3806287"><enum>(b)</enum><header>Maximum transportation allowance</header><text display-inline="yes-display-inline">Each standardized transportation allowance established by regulation under subsection (a) shall not exceed the lesser of—</text> <paragraph id="H41372A60CD814092900786CAAB367737"><enum>(1)</enum><text>the amount that is equal to 30 percent of the total value of the oil and gas that is produced; and</text></paragraph> 
<paragraph id="H80001542CFD7457DAE3A230C028DE694"><enum>(2)</enum><text display-inline="yes-display-inline">the amount that is equal to actual and reasonable transportation costs.</text></paragraph></subsection> </section> </legis-body></bill>
